[Consider/Discuss/Act on a Request by Lisa and Justin Hammett for Approval of a Rehabilitation Level Historic Neighborhood Improvement Zone Program Tax Exemption (Level II) for the Property Located at 418 North Waddill Street]
THE REGULAR AGENDA. ITEM NUMBER H P2023-0097. CONSIDER. DISCUSS ACT ON A REQUEST BY LISA AND JUSTIN HAMMETT FOR APPROVAL OF A REHABILITATION LEVEL HISTORIC NEIGHBORHOOD IMPROVEMENT ZONE PROGRAM TAX EXEMPTION LEVEL TWO FOR THE PROPERTY LOCATED AT 418 NORTH WADDELL STREET. CASSIE BUMGARNER IS GOING TO MAKE THAT PRESENTATION. THANK YOU. CASSIE. OF COURSE. THANK YOU. SO GOOD EVENING. I AM BRINGING FORWARD THE REHABILITATION LEVEL. HAS TAX EXEMPTION REQUEST FOR 418 NORTH WADDELL, ONE OF THE HOMEOWNERS, JUSTIN HAMMETT, IS PRESENT TONIGHT. SO THIS TUDOR REVIVAL HOME WAS BUILT CIRCA 1931. AND IT'S LISTED AS A HIGH PRIORITY HOME, THE HOME DOES HAVE A HISTORIC MARKER ON IT AND PREVIOUSLY HAD A HISTORIC MARKER LEVEL. HOWEVER, THAT EXEMPTION DID EXPIRE LAST YEAR. THE CRITERIA FOR REHABILITATION LEVEL INCENTIVE REQUIRES THAT THE HOME BE AT LEAST 40 YEARS OF AGE, WHICH IS OVER 90. AT THIS POINT, THE OWNER RECEIVED A LETTER OF ELIGIBILITY, WHICH THEY DID RECEIVE LAST YEAR, AND THEN NO LATER THAN 12 MONTHS FOLLOWING THE ISSUANCE OF THAT LETTER OF ELIGIBILITY. THEY EITHER NEED TO COMPLETE OR CAUSE TO BE COMPLETED, VERIFIED, ELIGIBLE IMPROVEMENTS THAT HAVE A COMBINED COST OF AT LEAST 10,000, THE RECEIPTS THAT STAFF HAS VERIFIED FOR THEM, DOES SHOW THAT THEY SPENT THE REQUIRED AMOUNT. IT INCLUDED WINDOW REHABILITATION AND REPLACEMENT, SIDING REPAIR AND REPLACEMENT, AND EXTERIOR PAINT. IN YOUR PACKET, THERE ARE PLENTY OF PHOTOGRAPHS, BUT I JUST PULLED A COUPLE JUST TO SHOW YOU THIS IS PRIOR TO THE WORK BEING DONE. THIS WORK, BECAUSE OF WHERE THE HOME IS LOCATED, REQUIRED A CERTIFICATE OF APPROPRIATENESS FOR THE WINDOW REHABILITATION PROJECT, THE COA WAS ISSUED IN SEPTEMBER OF LAST YEAR, WHICH REQUIRED CONSULTATION BETWEEN[00:05:03]
THE FORMER HBO PAUL ANASTA AND THE HOMEOWNER, WHICH OCCURRED ON SITE AFTER REVIEWING THE CONDITION OF THE WINDOWS, THE HBO DETERMINED THAT NOT ALL OF THE WINDOWS COULD BE REHABILITATED. AS PER THE SECRETARY OF INTERIOR'S STANDARDS, IT WAS DETERMINED THAT THE BEST COURSE OF ACTION WOULD BE THAT THE WINDOWS IN THE FRONT OF THE HOME BE PRIORITIZED, AS THOSE ARE THE MOST VISIBLE SPOTS. SO WHAT THAT MEANS IS, FOR THE HBO DIRECTION, OLDER WINDOWS ARE KEPT ON THE FRONT AND THE MORE VISIBLE AREAS REPLACEMENTS ARE PUT TOWARDS THE BACK AND THE OTHER, OTHER SIDE THAT IS LESS VISIBLE, AND THEN ALSO THE REPLACEMENT OPTIONS THAT WERE APPROVED WERE ALUMINUM CLAD WINDOW WOOD WINDOWS. AND THEN THIS IS POST WORK, I APOLOGIZE. THE ITEMIZED RECEIPT OR THE ITEMIZED INVOICE, DID NOT MAKE IT INTO THE PACKET, BUT WE DID REVIEW IT AND VERIFY THAT THEY SPENT OVER 10,000, AS PART OF THE COST, WE HAD EIGHT FULL WINDOW RESTORATIONS THAT ALONE WAS 6800. AND THEN THE PAINT WAS ALSO 9500. IN THEIR ORIGINAL HISTORIC MARKER APPLICATION BACK IN 2016, THEY HAD ACTUALLY INCLUDED THAT THIS WINDOW MAINTENANCE WAS ONE OF THEIR ANTICIPATED NEEDS. PROJECTS. AND THEN STAFF HAS REVIEWED THE REQUEST BY THE HOMEOWNER AND FOUND THAT WE, WE FIND THAT IT MEETS ALL OF THE ELIGIBILITY REQUIREMENTS. AND THIS CONCLUDES MY PRESENTATION. THANK YOU. DOES ANYONE HAVE ANY QUESTIONS FOR KASEY AT THIS POINT? ALL RIGHT. WHAT WHAT WARRANTS, ALUMINUM CLAD WINDOW VERSUS WOOD WINDOW? THE ALUMINUM CLAD WOOD OPTION, SO THAT'S GENERALLY UP TO THE HOMEOWNER'S DISCRETION. USUALLY WE DO ALLOW SOME VARIATION IN THE MATERIAL, AS LONG AS THE DESIGN AND THE STYLE MATCHES.NOW, THE HOUSE IS A PRIORITY ONE. AND IS THAT BASED ON THE, THE LATEST SURVEY, THE WAS IT PRIORITY ONE, THE ONE THAT WE JUST COMPLETED? DO WHEN YOU CHANGE OUT THE WINDOWS, DOES THAT CHANGE THE DOES THAT DO ANYTHING AS FAR AS THE CAN THAT AFFECT THE IT CAN THEORETICALLY, BUT NOW PRESERVATION STANDARDS HAVE CHANGED A LITTLE BIT OVER TIME, WINDOW REPLACEMENT USED TO BE TOTALLY COULDN'T DO IT, NOW THERE ARE SOME OPTIONS FOR WINDOW REPLACEMENT, EVEN IF YOU'RE GETTING A FEDERAL TAX CREDITS. THEY HAVE A LIST OF IF WINDOW REPLACEMENT IS NEEDED.
HERE ARE THE CRITERIA TO GO THROUGH. HERE'S WHAT TO LOOK FO. ONE OF THOSE THINGS IS MAKING SURE THAT YOU PRIORITIZE PUTTING THE OLDEST WINDOWS IN THE FRONT. HAVING THAT HAVE THE MOST, HISTORIC MATERIALS ON THE MOST VISIBLE FACADES. BUT THEY DO ALLOW FOR REPLACEMENT WINDOWS AS NEEDED. OKAY. ALL RIGHT. WELL, I KNOW WE HAVE THE APPLICANT HERE, AND WOULD YOU LIKE TO COME UP AND INTRODUCE YOURSELF AND ADD ANYTHING TO THAT? WE'D LOVE TO HEAR FROM YOU IF YOU WANT, NO PRESSURE. SO I'M TYLER HAMMETT OR JUSTIN HAMMOND, I THINK IS THE. YEAH. WHAT? THE NAME YOU HAVE THERE FOR ME, WHICH IS MY FIRST NAME. I'M MORE HERE JUST TO ANSWER QUESTIONS AND, JUST TO PROVIDE ANY ADDITIONAL INFORMATION. LIKE, I KNOW YOU WERE SPEAKING TO THE ALUMINUM CLAD WINDOWS. WE ACTUALLY WENT THROUGH A GREAT DEAL OF EFFORT TO FIND WINDOWS THAT LOOKED IDENTICAL TO THE EXISTING WINDOWS, INCLUDING GETTING WINDOWS THAT WERE ACTUALLY WOODEN MATERIAL, AND WE CHOSE THE ALUMINUM CLAD JUST TO GIVE A LITTLE MORE DURABILITY, TO THOSE WINDOWS. ALTHOUGH THE, THE ACTUAL MATERIALS, THE FRAMES, EVERYTHING ARE WOODEN, WOODEN WINDOWS. SO BUT WE DID WANT, ONE OF THE, ONE OF THE REASONS THAT MANY OF THESE WINDOWS AND WE TOOK PARTS, BITS AND PIECES AND FRAMES AND WOOD FROM ALL THE WINDOWS IN THE BACK AND USE THOSE BITS TO, TO REBUILD THE WINDOWS IN THE FRONT OF THE HOUSE, BUT, YOU KNOW, MODERN AIR CONDITIONING CAUSES CONDENSATION AND SOME OF THE DAMAGE TO THE WINDOWS, WHERE AS A RESULT OF JUST COOLING YOUR HOME, YOU HAVE A DIFFERENCE IN, YOU HAVE A DIFFERENCE IN THE HUMIDITY IN THE HOME. AND SO WE FOUND THAT THAT WAS A PROBLEM WITH, YOU KNOW, MANY OF THOSE WINDOWS WHERE THERE'S AIR CONDITIONING VENTS AND THINGS LIKE THAT. SO WE THOUGHT IT WOULD BE BEST TO,
[00:10:05]
TO TRY TO GET AS ENERGY EFFICIENT AS WE COULD IN AS MANY WINDOWS AS WE COULD. SO THAT'S, PART OF THE REASON FOR THOSE, THOSE WINDOWS. BUT, WE ALSO, PROBABLY SPENT A GOOD $100,000 ON REPLACING SIDING, SO AND WE DID BRING THAT SIDING IN FROM MICHIGAN AND HAD IT SPECIALLY MADE TO MATCH WHAT WE HAD IN THERE BEFORE. SO, IF YOU WERE FAMILIAR WITH THE HOME AND LOOK AT IT NOW, IT'S, IT LOOKS IDENTICAL IN MOST WAYS OTHER THAN THE BRAND NEW PAINT, BUT ALL THE SIDING AND EVERYTHING YOU KNOW WAS WAS IN PRETTY BAD SHAPE. SO NOW IT'S, READY FOR THE NEXT HUNDRED YEARS. THAT $10,000 MINIMUM IS, GET THERE QUICK. YEAH. NOT TO HARD TO REACH, I WOULD SAY. HOW LONG HAVE YOU ALL LIVED THERE? WE MOVED, JULY FOURTH OF 2015. SO, SO WE HAD PLANS RIGHT FROM THE BEGINNING TO DO SOME OF THAT WORK, BUT IT TAKES A WHILE TO GET ALL YOUR DUCKS IN A ROW, SO TO SPEAK. LOOKS GOOD. OKAY. ANY OTHER QUESTIONS? THANK YOU VERY MUCH. MY PLEASURE. THANK YOU. IT'S BEAUTIFUL. I LOVE GOING IN FRONT OF YOUR HOUSE AND WHAT Y'ALL HAVE DONE. YOU'VE DONE SUCH A GOOD JOB. WE APPRECIATE WHAT YOU'VE DONE. OKAY. DO I HAVE A MOTION TO APPROVE IT? OKAY. BY MR. WEST, DO I HAVE A SECOND? I'LL SECOND. SECOND BY MR. MCWILLIAMS. OKAY. ARE WE GOING TO TRY THIS? ARE WE GOING TO. ANY ANY FURTHER DISCUSSION OR ARE WE GOING TO. WE'RE JUST GOING TO DO IT BY HAND. IS THAT OKAY? OKAY, OKAY. ALL IN FAVOR, RAISE YOUR HAND. OPPOSED? OKAY PASS UNANIMOUS. ALL RIGHT. ITEM NUMBER H P20240013. CONSIDER.[Consider/Discuss/Act on the Request by Kelsey Larson for Approval of a Historic Marker for the Property Located at 416 W Virginia]
DISCUSS. ACT ON THE REQUEST BY KELSEY LARSON FOR APPROVAL OF A HISTORIC MARKER FOR THE PROPERTY LOCATED AT 416 WEST VIRGINIA. KASEY BUMGARNER IS GOING TO MAKE THAT PRESENTATION. OKAY. THANK YOU. SO MUCH. ALL RIGHT, SO THIS IS THE HISTORIC MARKER APPLICATION FOR 416 WEST VIRGINIA. THE HENRY C MILLER HOUSE, ON BEHALF OF THE OWNER, KELSEY LARSON. HE COULDN'T BE HERE TONIGHT, BUT HE DID WISH FOR YOU ALL TO GO AHEAD AND REVIEW THE APPLICATION. SO THE HOME WAS CONSTRUCTED IN 1913 AS A ONE STORY, FIVE ROOM HOME, THE MILLERS WERE THE ORIGINAL OWNER, OR THE LONG TIME OWNERS? I SHOULD SAY THEY DID TWO MAJOR RENOVATIONS TO THE HOUSE DURING THEIR TENURE. THE FIRST ONE HAPPENED SHORTLY AFTER CONSTRUCTION IN THE 20S, WHICH IS WHEN THEY ADDED, THE BEGINNING OF THE SECOND STORY AND THEN AGAIN IN THE 40S, THEY TOOK A SLEEPING PORCH AND ENCLOSED THAT AND BUILT ON A NEW PORCH IN 2020, THERE WAS ALSO A SUBSTANTIAL REHABILITATION PROJECT, WHICH INCLUDED ADDING NEW ROOMS TO THE SECOND FLOOR AND THE REAR OF THE HOME, THIS HOME IS LISTED AS LOW PRIORITY IN THE 2023 HISTORIC RESOURCES SURVEY. AND THEN SOME OF THE CHARACTER DEFINING FEATURES OF THIS HOME INCLUDE THE WINDOWS, WHICH ARE ALL ONE OVER ONE, AND THAT FULL WIDTH FRONT PORCH. THE HISTORIC MARKER APPLICATION GOES INTO A LOT MORE DETAIL ABOUT THE HISTORY OF THE HOME, BUT I DID WANT TO SUMMARIZE SOME OF IT.NOW, JAMES MERRITT WAS AN EARLY PROPERTY OWNER WHO SOLD THE PROPERTY THEN TO WILLIAM R ABERNATHY. ABERNATHY AND HIS NAMESAKE, LAW FIRM REPRESENTED MANY HIGH PROFILE CASES, INCLUDING A CASE IN 1915 WHERE HE REPRESENTED CHEEVES BROTHERS AND COMPANY. AFTER THE MISSISSIPPI STORE COLLAPSE THAT HAD KILLED SEVERAL PEOPLE, HE HAD CONTRACTED WILLIAM JORDAN HIGGINS AS A AS THE BUILDING CONTRACTOR FOR THIS HOME. HIGGINS WAS A VERY POPULAR BUILDER AND CREDITED IN THE NEWSPAPERS WITH OVER 36 PRIVATE RESIDENCES IN MCKINNEY ALONE, WHEN HE CONTRACTED HIGGINS, HE ASKED HIM TO BUILD THEM A RENT HOUSE, BUT SHORTLY AFTER THAT, INSTEAD OF IT CONTINUING A LIFE AS A RENT HOUSE, HENRY C MILLER BOUGHT THAT HOME IN 1919. THEY LIVED THERE FROM 1919 UNTIL 1970, MAKING THEM THE LONGEST OWNERS OF THE PROPERTY. HENRY MILLER WAS ELECTED AS MAYOR IN 1921. HE WAS ALSO THE MCKINNEY. MCKINNEY CITY ATTORNEY. FOR MORE
[00:15:03]
THAN A DECADE. HE DIED IN 1955, BUT HIS WIFE DID CONTINUE LIVING THERE, LIKE I SAID, UNTIL 1970.WHILE THE APPLICANT COULDN'T BE HERE TONIGHT, HE DID WANT ME TO READ A BRIEF NOTE FROM HIM, TO INCLUDE WITH THIS APPLICATION. SO I'M GOING TO GO THROUGH THE NEXT FEW SLIDES, WHICH ARE ALL PHOTOS OF THE PROPERTY, AND JUST READ YOU WHAT HE HAD WROTE. HBAD H P A B TEAM. THANK YOU FOR HEARING OUR REQUEST FOR A HISTORIC MARKER AND EXEMPTION. I WAS REALLY DISAPPOINTED I COULDN'T BE THERE TODAY AS I'M TRAVELING FOR WORK, BUT I HOPE YOU'LL ACCEPT THIS BRIEF NOTE IN MY PLACE. WE HAVE LIVED IN THE HISTORIC DISTRICT SINCE 2016, WHEN WE BOUGHT OUR FIRST HOUSE ON HUNT STREET. THAT HOME WAS A BIT MORE MODERN AND WAS BUILT IN THE 40S. AND WHILE WE LOVE THE COMMUNITY, WE WANTED TO BE CLOSER TO THE SQUARE IN A HOME THAT WAS JUST HAD MORE HISTORICAL SIGNIFICANCE. WE FOUND THIS HOME IN 2020, 2021 AND HAVE WORKED TO REHABILITATE IT OVER THE LAST THREE YEARS TO A VERSION OF WHAT WOULD HAVE LOOKED LIKE, WHAT IT WOULD HAVE LOOKED LIKE IN THE 20S WHEN IT WAS ORIGINALLY LIVED IN BY THE MILLER FAMILY. THIS HAS INCLUDED MAKING IT HABITABLE ON THE INSIDE WHILE MAINTAINING THE 20S ESTHETIC, REINFORCING IT STRUCTURALLY, AND REHABILITATING TO WHAT HISTORIANS BELIEVE TO BE HISTORICALLY ACCURATE EXTERNALLY. WE FOUND IT SO INTERESTING THAT THE MAYOR OF MCKINNEY AND HIS FAMILY STARTED THIS HOMESTEAD, AND THE HISTORY THAT HAS CARRIED THROUGH THE PROPERTY THAT WE SUBMITTED IN OUR APPLICATION. WE TAKE PRIDE IN BEING PART OF THE COMMUNITY, TAKING PART IN ITS TRADITIONS, ALL WHILE PRESERVING ITS HISTORY. IN FACT, THE 85 YEAR OLD GRANDDAUGHTER OF THE MILLER'S STOPPED BY AND THANKED US FOR RESTORING THE HOUSE TO THE WAY SHE REMEMBERED IT GROWING UP IN THE 40S AND 50S. LATER, SHE BROUGHT BY SEVERAL MEMBERS OF HER FAMILY TO SEE HOW SHE GREW UP FOR PICTURES AND A TOUR. OUR PLANS ARE TO KEEP THE HOME AS AN EXAMPLE. IT HAS BEEN FOR MANY TO STOP BY AND ENJOY. WE'D LOVE TO BE ABLE TO COMMEMORATE THIS AND MARK THIS MOMENT IN HISTORY, TO KEEP IT THIS WAY WHILE WE CONTINUE TO ENJOY OUR HOMESTEAD. RAISING THE NEXT GENERATION. THANK YOU, KELSEY LARSON. STAFF HAS REVIEWED THE REQUEST BY HOMEOWNERS AND FOUND THAT IT DOES MEET THE MINIMUM ELIGIBILITY REQUIREMENTS OF THE HAS PROGRAM TO BE A HISTORIC MARKER. AND THAT CONCLUDES MY PRESENTATION. THANK YOU. I'M SO THIS IS A LOW PRIORITY. WHY WHY IS THAT WHAT IS IT. IS IT BECAUSE IT'S BEEN ALTERED OR WHAT IS IT THAT, IT WAS GIVEN A LOW PRIORITY BECAUSE OF THE ALTERATIONS. SO IF YOU LOOK FROM THE 85 PHOTO TO THE CURRENT DAY PHOTO, IT SO IF YOU SEE IN THE 85 PHOTO WHERE THE SECOND STORY STOPPED, IN 2020, 2021, THAT SECOND STORY WAS EXPANDED. SO YOU CAN KIND OF SEE IT IN THAT BOTTOM PHOTO. HOW IT GOES FURTHER BACK, I THINK THAT WAS PART OF WHY IT WAS CONSIDERED LOW PRIORITY AS WELL AS ON THE FRONT. THE WINDOW CHANGES AND THEN THE PORCH CHANGES. AND SO THAT WAS THAT WITH THE NEW SURVEY. TWO, IT WAS STILL, THAT DIDN'T CHANGE. THAT PRIORITY DIDN'T CHANGE. YEAH. THEY HAVEN'T CHANGED THAT PRIORITY. AND IT'S A BEAUTIFUL HOUSE.
THEY'VE DONE A REALLY A BEAUTIFUL JOB WITH IT. DID THAT SECOND STORY, RENOVATION COME TO HP-IB BACK IN 21? IS THAT EVEN ON HERE IN 21, WHAT, YOU MEAN I? WELL, IT WAS. I DON'T REMEMBER BECAUSE I FEEL. I FELT LIKE I REMEMBERED THAT BACK PICTURE FROM THE BACK, AND I REMEMBER TALKING ABOUT A SECOND STORY EXPANSION, BUT I DON'T REMEMBER IF IT WAS FOR THIS HOUSE OR FOR A DIFFERENT ONE. I THINK YOU'RE THINKING OF A DIFFERENT HOUSE. OKAY FUNNY ENOUGH, I THINK THAT HOUSE IS ON HUNT STREET, WHICH IS WHERE THEY USED TO. WHERE THEY USED TO LIVE. MAYBE IT WAS THEM, THEIR OLD HOUSE. OKAY. AND SO I THINK THAT HE HE IS NOT HERE TONIGHT THOUGH. OKAY, OKAY.
ALL RIGHT. SO ANYBODY HAVE ANY QUESTIONS? I THINK IT'S A WONDERFUL RESTORATION. WHOEVER PUT THE APPLICATION TOGETHER DID A MAGNIFICENT JOB BECAUSE IT'S QUITE A LONG TIME TO READ IT ALL. YEAH I'VE BEEN IN THERE. IT WAS INTERESTING. IT WAS VERY THOROUGH. YEAH. IT'S WONDERFUL.
OKAY DOES ANY WOULD ANYBODY LIKE TO MAKE A MOTION? I'D LIKE TO MAKE A MOTION. OKAY. MOTION BY MR. WEST TO HAVE A SECOND. SECOND BY MR. BURROUGHS. AND I THINK WE'RE GOING TO RAISE OUR HANDS AGAIN. ALL IN FAVOR, RAISE YOUR HAND. OPPOSED OKAY. IT PASSES UNANIMOUS. ALL RIGHT.
[Consider/Discuss/Act on a Request by Kelsey Larson for Approval of a Historic Marker Level Historic Neighborhood Improvement Zone Program Tax Exemption (Level I) for the Property Located at 416 West Virginia Street]
[00:20:05]
ITEM NUMBER H, P20240014. CONSIDER. DISCUSS ACT ON REQUEST BY KELSEY LARSON FOR APPROVAL OF A HISTORIC MARKER LEVEL HISTORIC NEIGHBORHOOD IMPROVEMENT ZONE PROGRAM TAX EXEMPTION LEVEL ONE FOR THE PROPERTY LOCATED AT 416 WEST VIRGINIA STREET. KASEY, THANK YOU. SO AGAIN, THIS IS FOR NOW, THE HISTORIC MARKER LEVEL EXEMPTION, THAT KELSEY LARSON IS APPLYING FOR. AND HE IS STILL NOT HERE. THE WORK TRIP DID NOT END EARLY. SO AGAIN, IT WAS CONSTRUCTED IN 1913 AND YOU JUST SAW THE FULL HISTORY OF IT IN THE LAST ITEM, IT WAS STILL CONSIDERED A LOW PRIORITY IN THE 2023 HISTORIC RESOURCES SURVEY. THE CRITERIA FOR A HISTORIC MARKER LEVEL EXEMPTION REQUIRES THAT THE PROPERTY HAS TO HAVE A HISTORIC MARKER DESIGNATION, WHICH IT JUST GOT LISTED. AND THEN THE OTHER REQUIREMENT IS A MINIMUM INVESTMENT OF $10,000 IN VERIFIED ELIGIBLE BUILDING IMPROVEMENTS FOR THIS PROPERTY. SO THEY DID HAVE THAT LARGE REHABILITATION PROJECT ON THE HOME, WHICH INCLUDED SEWER CONNECTION REPLACEMENT, GUTTERS, ROOFING AND EXTERIOR PAINT, WHICH ALL COMBINED WERE OVER 10,000. AND THOSE INVOICES WERE INCLUDED IN YOUR PACKET, THE HOMEOWNER DOESN'T HAVE ANY OF THE PHOTOS OF THE HOME PREVIOUS TO THE WORK OR ONGOING WHILE IT WAS HAPPENING. BUT WE DO HAVE THIS PHOTO FROM 2015, WHICH REALLY HIGHLIGHTS SOME OF THE ROUGH SPOTS ON THE FACADE, AS WELL AS ON THAT, PORCH ROOF. I THINK MOST OF US WITNESSED IT AS IT WAS AT THAT TWO. SO STAFF HAS REVIEWED THE REQUEST BY THE HOMEOWNER, KELSEY LARSON, AND FOUND THAT IT MET THE MINIMUM ELIGIBILITY REQUIREMENTS OF THE HNIC PROGRAM FOR HISTORIC LEVEL EXEMPTION, THAT CONCLUDES MY PRESENTATION, AND I'LL STAND FOR QUESTIONS. I HAVE ANY QUESTIONS.WILL YOU REMIND ME THEY SO YOU CAN GO BACK THREE YEARS. IS THAT IS THAT RIGHT? AS FAR AS, BECAUSE I NOTICED THAT SOME OF THE RECEIPTS WERE PROBABLY FROM 2021. AND SO THEN, THEY HAVE ONE YEAR FROM THE TIME THAT THEY HAVE FILED THEIR APPLICATION. IS THAT IS THAT CORRECT? OKAY. SO WHEN THEY FILED THEIR APPLICATION, WORK WAS STILL ONGOING, AND THEY HAD A RECEIPT FROM 2020 THAT WAS TOO OLD, SO THEY WAITED AND PUSHED THE APPLICATION FORWARD SO THAT THEY COULD INCLUDE THAT LAST BIT OF WORK THAT THEY WERE DOING. WHAT IS THE NORMAL TIME LIKE FROM THE TIME YOU FILE YOUR APPLICATION? BECAUSE I NOTICED ON ONE PRIOR THAT IT WAS ALMOST A YEAR, SO IS IT I MEAN, IS IT IS THAT NORMAL FOR IT TO TAKE FOR IT TO TAKE THAT LONG OR. IT REALLY DEPENDS ON THE OTHER THINGS THAT ARE GOING ON WITH IT, LIKE IF YOU'RE REFERENCING LARSON'S, HIS, WAS HELD UP DUE TO SOME OTHER PERMITS. SO ONE OF THE REQUIREMENTS IS THAT ALL OF YOUR PERMITS HAVE TO BE ALL DONE, AND SO IF A PREVIOUS HOMEOWNER DIDN'T CLEAR OUT THE PERMITS THAT WOULD STILL SHOW AS AN ACTIVE HOLD ON YOUR ACCOUNT, SO SOME OF THAT WAS GETTING THAT TOGETHER. OKAY. OKAY. THANK YOU. CATHY. OKAY I HAVE ANY MORE QUESTIONS, OR I WANT TO MAKE A MOTION. I'LL MOVE THAT. WE APPROVE IT RIGHT BY MISS ESCAMILLA, DO I HAVE A SECOND, SECOND, SECOND BY MR. MCWILLIAMS? OKAY. ALL IN FAVOR? ANY MORE DISCUSSION? ALL IN FAVOR? RAISE YOUR HAND. OKAY. PASS UNANIMOUS. ALL RIGHT. ITEM NUMBER H, P20240053. CONSIDER.
[Consider/Discuss/Act on a Request by Ethan Sanford for a Certificate of Appropriateness for Demolition of the Residential Building Located at 1505 Howell Street]
DISCUSS. ACT ON A REQUEST BY ETHAN SANFORD FOR A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION OF THE RESIDENTIAL BUILDING LOCATED AT 1505 HOWELL STREET AND CASSIE'S GOING TO MAKE THAT PRESENTATION. THANK YOU. SO THIS IS THE PROPOSED DEMOLITION OF THE RESIDENCE AT 1505 HOWELL AND THE OWNER AND APPLICANT, ETHAN IS HERE TONIGH. SO THIS IS A SMALL WOOD FRAME HOME ON PIER AND BEAM FOUNDATION, BUILT CIRCA 1945, ACCORDING TO THE OWNER, IT'S SAT VACANT FOR AROUND 25 YEARS. THIS HOME WAS FOUND TO BE A LOW PRIORITY HOME. I KNOW IN THE[00:25:02]
STAFF REPORT, WE HAD CHANGED IT TO NONCONTRIBUTING, BUT UPON LOOKING BACK OVER THE 2023 SURVEY, IT IS LOW PRIORITY, LOW PRIORITY BUILDINGS CONTRIBUTE TO THE LOCAL HISTORY, BUT ALTERATIONS HAVE DIMINISHED THE RESOURCES INTEGRITY. IT MEANS THAT THEY ESSENTIALLY QUALIFY BY AGE ALONE, WE DON'T HAVE ANY ADDITIONAL INFORMATION ON HISTORICAL SIGNIFICANCE OF THIS PROPERTY AT THE TIME. AND THEN THERE ARE A LOT MORE PHOTOGRAPHS IN THE PACKET, BUT I'M JUST GOING TO SHOW SOME IN THE PRESENTATION. NOW SO WE'LL GO THROUGH THE EXTERIOR OF THE HOME FIRST. AND THEN THESE ARE JUST MORE CLOSE UP, OF DIFFERENT CONDITIONS THAT THEY FOUND ON THE PROPERTY. AND SO THEN I DID WANT TO NOTE THE TOP LEFT, IS RIGHT WHEN THEY BOUGHT THE PROPERTY, AND THEN THE BOTTOM RIGHT IS HOW MUCH WORK THEY'VE DONE. CLEARING OUT TO SEE THE HOUSE. AND SO THAT'S WHAT IT LOOKS LIKE CURRENTLY, THEY THE APPLICANT PROVIDED AN INSPECTION REPORT, FROM WILLIAM GRAHAM. GRAHAM HAD FOUND THERE WERE SEVERAL DEFICIENCIES IN THE STRUCTURAL INTEGRITY OF THE HOME, WHICH INCLUDED EXTENSIVE DAMAGE TO THE FOUNDATION WALLS AND ROOFING. HE NOTED THAT THERE IS INSECT DAMAGE, WOOD ROT, AND SEVERAL AREAS FELT UNSTABLE.USUALLY, PROPOSED WORK IS EVALUATED BY THE SECRETARY OF INTERIOR STANDARDS FOR REHABILITATION. HOWEVER, THESE STANDARDS DO NOT ADDRESS DEMOLITION, INSTEAD, THE HPB CONSIDERS THE PROPERTY'S PRIOR PRESERVATION PRIORITY AND CONDITION. THE DISCUSSION SHOULD FOCUS ON THE DEMOLITION, AND ANY NEW CONSTRUCTION ON THIS SITE WILL REQUIRE A SEPARATE COA. THE COMMISSION HAS FOUR OPTIONS FOR THIS APPLICATION. YOU CAN APPROVE APPROVE WITH CONDITIONS, DENY OR ISSUE A 90 DAY DELAY AT THE END OF THE 90 DAY DELAY, THE COA FOR DEMOLITION WOULD BE ISSUED, A MOTION TO APPROVE THE ITEM APPROVES THE REQUEST FOR DEMOLITION. AND THAT CONCLUDES MY PRESENTATION. SEE, I HAVE A QUESTION. YES. SO IF YOU SAID ANY NEW PROPERTY WOULD HAVE TO BE, APPROVED THROUGH COA PROCESS. WHAT? WHAT DOES THAT LOOK LIKE, BECAUSE TYPICALLY WHEN WE DO COA'S, THEY'RE ON EXISTING PROPERTIES. SO WHAT DOES THAT PROCESS LOOK LIKE ON A NEW PROPERTY? SO LET ME GO BACK A COA, FOR NEW CONSTRUCTION. IT STARTS AT THE STAFF LEVEL, IF THERE WAS ANY REASON WHY I DIDN'T FEEL THAT IT MET THE US SECRETARY OF INTERIOR STANDARDS, THEN IT WOULD COME BACK TO YOU ALL AS A BOARD. BUT ESSENTIALLY WHAT THEY DO IS THEY SUBMIT THEIR NEW PLANS IN THE SAME COA PROCESS, JUST LIKE ANY OTHER HISTORIC HOME. AND I LOOK AT IT FOR COMPATIBILITY WITHIN THE NEIGHBORHOOD. GOTCHA. THANK YOU. YOU'RE WELCOME. AND THAT'S WITH SETBACKS AND ALL THAT. YEAH. IT STILL HAS TO MEET ALL OF THE ZONING REQUIREMENTS. BUT THEN IN ADDITION IT HAS TO GET THAT CERTIFICATE OF APPROPRIATENESS EVEN THOUGH IT'S A NEW BUILD.
OKAY AND HOW LONG HAVE THE CURRENT OWNERS OWNED THE PROPERTY? THAT IS A GREAT QUESTION. YEAH. THE HOMEOWNER WILL COME UP AND LET YOU KNOW OR MR. SANFORD. YES MA'AM. HOW ARE YOU GUYS? GOOD, SO TO ANSWER YOUR QUESTION, I PURCHASED THE PROPERTY BACK AT THE BEGINNING OF THE NEW YEAR. SO JANUARY, I THINK JANUARY 12TH WAS THE DAY WE SIGNED ON IT. OKAY GOTCHA.
SANFORD, WE'RE GLAD YOU'RE HERE TONIGHT. THANK YOU FOR BEING HERE. GLAD TO BE HERE. LOOK AT THE INSPECTION REPORT. IT LOOKS LIKE THAT. WERE YOU TO TRY TO KEEP THE PROPERTY, YOU'D BASICALLY BE REBUILDING EVERYTHING SUCH THAT WHERE THIS A DENIAL? IT BASICALLY BE ALL NEW MATERIAL ANYWAY. CORRECT. AND OUR OUR ENDGAME WOULD THEN BE TO BASICALLY JUST PRESERVE THE, THE ESTHETIC OF THAT HOUSE. WHAT'S THE SQUARE FOOTAGE OF IT? ABOUT 420FT■S. YEAH. AND THAT'SA PRETTY GOOD SIZE LOT. YES, MA'AM. ROUGHLY ABOUT 7000FT■S. I APPRECIATE WHAT YOU DID TO CLEAN IT UP AND THAT KIND OF FRESH COAT OF PAINT. YES, SIR. I'LL BUY IT RECENTLY. LOOK AT THAT.
THAT'S CUTE. I'M ACTUALLY SEE IT. YEAH, THE NEIGHBORS VERY APPRECIATE IT. IS YOUR INTENTION
[00:30:03]
TO LIVE IN THE HOME? WAS IT BUILT, YES. YES, IT IS. OKAY. ANYBODY HAVE ANY QUESTIONS? COMMENTS MR. SANFORD? IF WE ACCEPT IT. OKAY. ALL RIGHT. MOVE FOR APPROVAL BY MR. WEST. DO I HAVE A SECOND? SECOND BY MR. BURROUGHS? ALL IN FAVOR, RAISE YOUR HAND. OPPOSED OKAY. THANK YOU FOR COMING. WE WE'RE EXCITED TO SEE WHAT WHAT YOU DO AND. OKAY. APPRECIATE YOU BEING HERE.[Consider/Discuss/Act on a Request by Rich and Ann Pierson for a Certificate of Appropriateness for Demolition of the Detached Garage Located at 206 N Morris Street]
THANK YOU. OKAY. LET'S GO TO ITEM NUMBER HP 2024-0054. CONSIDER DISCUSS ACT ON A REQUEST BY RICH AND ANN PIERSON FOR A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION OF THE DETACHED GARAGE LOCATED AT 206 NORTH MORRIS STREET, CASSIE. ALL RIGHT. THANK YOU SO MUCH, SO THIS IS FOR THE PROPOSED DEMOLITION OF THE GARAGE AT 206 NORTH MORRIS, AND THE HOMEOWNERS ARE HERE TONIGHT. I DON'T HAVE A DEFINITE DATE OF CONSTRUCTION FOR THE GARAGE.HOWEVER, IT DOES APPEAR TO MATCH THE HOME, WHICH WAS BUILT IN 1945. I DID HAVE A SITE VISIT EARLIER THIS MONTH WITH THEM AND LOOKING AT THE GARAGE WALKING THROUGH IT, IT DOES SEEM CLEAR THAT IT WAS ADDED ONTO IN THE PAST. IT'S, PRETTY NARROW BUT LONG, BUT IT'S ALL KIND OF MATCHING THAT SAME STUCCO. THE 2015 SURVEY HAD CONCLUDED THAT THIS HOME WAS A LOW PRIORITY.
2023 HAS IT LISTED AS NONCONTRIBUTING, BUT LOOKING AT IT, IT MAY STILL BE LOW PRIORITY, WE DON'T REALLY HAVE ANY ADDITIONAL INFORMATION ON THIS PROPERTY AT THIS TIME. OH, AND THEN THIS PHOTO WAS PULLED FROM 2021. SO WHAT I'M GOING TO DO IS GO THROUGH SOME OF THE PHOTOGRAPHS THAT WERE INCLUDED IN THE PACKET, SO WE'LL START WITH THE EXTERIOR. AND THEN THESE ARE SOME OF THE PHOTOS OF THE INTERIOR. I KNOW IT'S KIND OF A LITTLE BIT HARD TO SEE. IT WAS PROBABLY A LITTLE BIT EASIER IN THE PACKET. THE LEFT SIDE IS SHOWING, JUST THAT DROP WHEN YOU FIRST WALK IN FROM THE SIDE DOOR AND THEN IN THE BACK JUST SHOWING THE ROTTED OUT PORTIONS.
AND THEN AGAIN. AND THEN, THEIR CONTRACTOR, JOSH KNIGHT, HAD PROVIDED IN THAT LETTER OF INTENT, HIS PROFESSIONAL OPINION THAT THE CONCRETE FLOOR WAS RUINED. THE WALLS ARE HAZARDOUS AND FULL OF MOLD. AND FURTHERMORE, HE DID NOTE THAT THE DETACHED GARAGE IS BELOW GRADE AND FLOODS WHEN IT RAINS AND WITH JUST LIKE THE PREVIOUS ONE, HE USUALLY PROPOSED WORK IS EVALUATED WITH THE SECRETARY OF INTERIOR STANDARDS FOR REHABILITATION. HOWEVER, THOSE STANDARDS DON'T ADDRESS DEMOLITION. YOU CAN DISCUSS HOW THE LOSS OF THE GARAGE IMPACTS THE PRESERVATION AND UNDERSTANDING OF THE MAIN RESIDENCE, FOR THE GARAGE ITSELF, THE HPB SHOULD CONSIDER THE PROPERTY'S OVERALL PRESERVATION PRIORITY AND THE DISCUSSION SHOULD FOCUS ON DEMOLITION. ANY NEW CONSTRUCTION WILL REQUIRE A SEPARATE COA. AND THEN YOU DO HAVE THOSE FOUR OPTIONS. APPROVAL APPROVE WITH CONDITIONS DENIAL OR ISSUE A 90 DAY DELAY AT THE END OF THE 90 DAY DELAY, THE COA FOR DEMOLITION WOULD BE ISSUED. A MOTION TO APPROVE THE ITEM APPROVES THE REQUEST FOR DEMOLITION. AND THAT CONCLUDES MY PRESENTATION. THANK YOU. CASSIE. AND YOU SAID THE OWNER IS HERE. OKAY. WOULD YOU LIKE TO COME UP? AND WHERE'S. WE'VE GOT THE OWNERS IN THE CONTRACTOR. SO OKAY. RICH AND ANN PIERSON. AND THIS IS JOSH, OUR. OKAY. WELCOME. GLAD Y'ALL ARE HERE TONIGHT. THANK YOU, THANK YOU.
WE'RE LEARNING SO MUCH. YEAH. THIS IS GREAT. THANK YOU FOR BEING HERE. WOULD YOU LIKE TO ADD ANYTHING TO WHAT CASSIE SAID OR, WHAT? JOSH, GO. WELL, JOSH, FIRST, THE PRIMARY REASON FOR IT IS THE STRUCTURE IS BELOW GRADE. YOU CAN SEE ON THE DRIVEWAY, YOU CAN KIND OF TELL ANYTIME IT RAINS, IT JUST FUNNELS DOWN THE DRIVEWAY INTO THE GARAGE, HOLDS WATER AT THE LOWEST POINT. IT'S
[00:35:05]
TEN INCHES BELOW GRADE, THE HIGHEST POINT IS TWO INCHES BELOW GRADE. SO IT JUST FILLS UP WITH WATER. ABOUT THE ONLY THING THEY CAN STORE IN THERE IS POOL EQUIPMENT. ANYTHING THAT'S MEANT TO BE WET, YOU CAN'T PARK IN THERE. THE WALLS ARE FULL OF MILDEW AND MOLD. IT NEEDS TO BE TORN DOWN. THE GRADE NEEDS TO BE REESTABLISHED, LIFTED UP, AND THEN BUILD BACK, WHICH WOULD BE SUBJECT TO FURTHER REVIEW TO MEET HISTORICAL STANDARDS. I DOES LOOK NICE FROM THAT BACKYARD. IS THE INTENT TO KIND OF MATCH THAT ESTHETIC WHEN YOU BUILD BACK? YES I'VE DEALT WITH A LOT OF WATER. YEAH. YOU SEE THE DAMAGE FROM THE PHOTOGRAPHS. IF YOU ROLL THE PHOTOGRAPHS BACK, YOU CAN SEE THE CONCRETE. THAT'S WHAT'S HEAVED IT UP AND HAS CRACKS IN THERE THAT YOU CAN STICK YOUR HAND IN, NOT JUST A FINGER. I MEAN, STICK A FULL FIST IN THERE. IT'S JUST, I DON'T KNOW WHEN IT WAS BUILT, OR WHY IT WAS BUILT SO LOW, BUT IT'S A PROBLEM. THE ONLY WAY TO REMEDY IT IS TO DEMO IT BUILD UP, AND YOU CAN PUT BACK THE SAME STRUCTURE. OR YOU COULD DO SOMETHING AGAIN THAT WOULD PASS, YOU KNOW, THE HISTORICAL STANDARD. WHAT YOU'RE NOT GETTING IS THE LOVELY ODOR. I CAN I CAN YEAH, I CAN IMAGINE. YEAH. LOOKING AT WE KNEW IN PURCHASING THIS RESIDENCE, ALMOST THREE YEARS AGO THAT THIS GARAGE WAS IN THE CONDITION IT WAS IN, IS CURRENTLY IN. AND WE KNEW WE WERE GOING TO DO SOMETHING WITH IT. DO SOMETHING AND BUT WE WANTED TO BE IN DOWNTOWN MCKINNEY, AND WE GOING FROM CRAIG RANCH TO HERE IS A BLESSING, SO OUR INTENTION WHEN WE BUILD BACK IS TO DO PER THE CODE. WE WANT TO KEEP EVERYTHING AS IT SHOULD BE. SO BUT TO GO TO THAT STEP, WE HAVE TO GET TO THIS STEP FIRST. SO I'LL NOTE THAT THE APPRAISAL DISTRICT INDICATES A 1953 YEAR THAT FOR THE GARAGE BEING BUILT, LET'S JUST. AND THE HOME WAS 1945. IS THAT WHAT 4747 THEN I REMEMBER WHEN IT WAS, IT WAS JUST IT WAS AN ADD ON. DO YOU SURELY YOU PLAN TO BUILD SOMETHING BIG ENOUGH TO PARK IT THOUGH. YEAH, IT'S A IT'S A TANDEM GARAGE.
