READY? GOOD AFTERNOON EVERYBODY. TODAY IS TUESDAY, OCTOBER 15TH. YEAR 2024. WE'RE IN COUNCIL
[CALL TO ORDER]
CHAMBERS AT 222 NORTH TENNESSEE STREET GRADE. CITY OF MCKINNEY. THIS IS OUR CITY COUNCIL WORK[PUBLIC COMMENTS ON AGENDA ITEMS]
SESSION. FIRST ORDER OF BUSINESS, BE PUBLIC. COMMENTS ON AGENDA ITEMS. AND I THINK WE HAVE ONE. AND THAT PERSON IS QUEUED UP FOR ME IN A SECOND. FASHIONED WAY, OLD FASHIONED WAY. MOLLY BROWN. AM I GOOD TO GO? YEAH. SO, MOLLY, YOU'LL HAVE THREE MINUTES AND THERE'S A TIMER. WILL BE UP TO YOUR LEFT AND RIGHT. YOU'LL SEE THAT THERE. AND IF YOU JUST STATE YOUR NAME, WHICH OF COURSE WE HAVE BUT ADDRESS FOR THE RECORD. AND YOU HAVE THREE MINUTES.THANK YOU. MY NAME IS MOLLY BROWN. MY ADDRESS IS 8908 TROLLEY TRAIL MCKINNEY.
REGARDING WORK SESSION ITEM 24 DASH 2091. I WHOLEHEARTEDLY SUPPORT THE PROPOSED AMENDMENT TO OUR UNIFIED DEVELOPMENT CODE REGARDING PARKING MINIMUMS. THIS FORWARD THINKING AMENDMENT WOULD REDUCE THE BURDEN ON OUR CITY AND DEVELOPERS FROM TWO SPACES FOR MULTI-FAMILY DWELLING, DOWN TO 1.75 SPACES. I WOULD LIKE TO ADD THAT IT SHOULD BE OUR GOAL TO REDUCE THAT NUMBER EVEN FURTHER IN THE FUTURE, IF POSSIBLE. PARKING REQUIREMENTS REDUCE THE CITY'S ABILITY TO NOT ONLY BUILD BEAUTIFUL SPACES FOR THE FUTURE, BUT ALSO TO BUILD ADAPTIVELY FOR THAT FUTURE.
PARKING MINIMUMS RESULT IN MORE PARKING THAN WE ACTUALLY NEED. HINDERED DEVELOPERS AND RESULT IN DEAD ZONES OF WASTED SPACE. THEY REPRESENT A TAX ON THE LAND THAT FUTURE GENERATIONS MUST PAY FOR, WITH LITTLE IN THE WAY OF ACTUAL BENEFIT. YOU CANNOT LIVE, WORK, OR PLAY ON A PARKING SPAC.
EXCESS PARKING ALSO HAS IMPLICATIONS FOR HOUSING AVAILABILITY AND AFFORDABILITY.
IT IS WELL ESTABLISHED THAT DEVELOPERS WHO BUILD PARKING PASS THAT COST ON TO TENANTS. AN ANALYSIS BY SETH GOODMAN AT REINVENTING PARKING FOUND IN 2015 THAT A SINGLE PARKING SPACE ADDS AN ESTIMATED AVERAGE OF $225 PER MONTH TO RENT. AND THAT WAS IN 2015. IMAGINE HOW MUCH GREATER THE COST IS TODAY. THIS REPRESENTS A SIGNIFICANT RENTAL BURDEN TO RESIDENTS OF MCKINNEY WHEN WE ARE, FRANKLY, FACING AN AFFORDABLE HOUSING CRISIS IN 2021, ROOT POLICY RESEARCH FOUND ON BEHALF OF THE CITY OF MCKINNEY, THAT 15% OF MCKINNEY RENTERS MAKE LESS THAN $25,000 PER YEAR. BY COMPARISON, ONLY 6% OF HOMEOWNERS MADE $25,000 OR LESS PER YEAR. SIMPLY PUT, UNNECESSARY PARKING, PARTICULARLY EXCESS MULTI-FAMILY PARKING, WHICH DISPROPORTIONATELY IMPACTS THOSE MEMBERS OF OUR COMMUNITY WHO ARE MOST LIKELY TO FEEL THE LOSS OF AN EXTRA 200 OR $300 PER MONTH. GIVEN THAT MANY OF THOSE COMMUNITY MEMBERS ALSO QUALIFY FOR TRANSPORTATION ASSISTANCE THROUGH MUD, THEY ARE EFFECTIVELY PAYING MORE FOR RENT FOR A PARKING SPACE THEY MAY NOT EVEN USE. AS LONG AS WE ARE CAR DEPENDENT AND LACK PUBLIC TRANSIT INFRASTRUCTURE, AS A CITY, WE WILL UNFORTUNATELY NEED PARKING. HOWEVER, THIS PROPOSED AMENDMENT IS A STEP IN THE RIGHT DIRECTION. PLEASE HELP KEEP OUR CITY UNIQUE BY NATURE AND ADOPT THIS AMENDMENT TO REDUCE MINIMUM PARKING REQUIREMENTS FOR MULTI-FAMILY DEVELOPMENTS. THANK YOU. MOLLY, THANK YOU FOR YOUR COMMENT. THAT IS ALL THAT SIGNED UP. I WANT TO BEFORE WE START THE MEETING, I JUST WANT TO SAY HOW SORRY WE ARE FOR HOW OUR HEARTS GO OUT TO THE THOMAS FAMILY. WE LOST BOB THOMAS. IF YOU DON'T KNOW BOB THOMAS, THAT'S VERY UNFORTUNATE. BOB WAS A TREMENDOUS MAN IN THIS COMMUNITY. A VERY PHILANTHROPIC MAN. MANY KNOW HIM, OF COURSE.
THE BOB THOMAS AUTO GROUP. BUT BOB WAS FAR MORE THAN A AUTO DEALER. BUSINESSMAN. HE WAS A ROTARIAN. HE WAS ON MEDC. HE HAS SERVED IN SO MANY DIFFERENT CAPACITIES. HIS NAME, HIS COMPANY NAME, WAS ADORNED AT JUST ABOUT EVERY CHARITABLE EVENT YOU COULD POSSIBLY IMAGINE. BOB WAS THE KIND OF MAN THAT NEVER SAID NO. IF THERE WAS A NEED, AND WE LOST HIM THIS WEEKEND. THERE'S A MEMORIAL SERVICE TOMORROW AT FIRST UNITED METHODIST CHURCH AT 2:00. FOR THOSE WHO HAVE THE ABILITY TO GO AND SHOW SUPPORT FOR THE FAMILY AND HONOR A TRUE, TRUE, GREAT PATRIARCH OF THIS COMMUNITY, SO WITH THAT, DISCUSS REGULAR MEETING AGENDA ITEMS. IS THERE ANYTHING ON THE AGENDA THAT COUNCIL WOULD LIKE TO DISCUSS WITH STAFF PRESENT? IF NOT,
[Presentation on the Technical Rescue Program - Response Capabilities]
WE'LL MOVE RIGHT TO OUR WORK SESSION. ITEMS 242087 PRESENTATION ON THE TECHNICAL RESCUE PROGRAM RESPONSE CAPABILITIES. GOOD AFTERNOON, CHIEF MAYOR. MEMBERS OF THE COUNCIL, FIRE CHIEF PAUL DOW. I AM HERE TO BRAG ABOUT A FEW OF OUR INDIVIDUALS TODAY IN THE MCKINNEY FIRE DEPARTMENT. AND THEN CAPTAIN COSTIN IS HERE GOING TO GIVE YOU A PRESENTATION ABOUT THE TECHNICAL RESCUE PROGRAM. I HAVE WORKED FOR THREE DIFFERENT FIRE DEPARTMENTS IN MY CAREER, AND I HAVE NEVER SEEN THE DEDICATION THAT OUR MEMBERS HAVE TO THE TECHNICAL RESCUE PROGRAM. THEY HAVE TRULY BUILT THIS FROM THE GROUND UP. IT HAS TAKEN DECADES TO GET TO WHERE[00:05:06]
WE'RE AT RIGHT NOW. AND CAPTAIN COSTIN IS GOING TO WALK YOU THROUGH SOME OF THAT PROGRESS.BUT THE WORK THAT THEY PUT INTO THIS AND SOME OF THE GENTLEMAN IN THE BACK AS WELL, IS ABSOLUTELY AMAZING TO MAKE SURE THAT WE CAN PROVIDE A SERVICE THAT WE WEREN'T ABLE TO PROVIDE BEFORE TO THE CITIZENS OF MCKINNEY, AND THE WAY THAT OUR FIREFIGHTERS LOOK AT IT AS THESE TYPES OF INCIDENTS, WHEN THEY HAPPEN IN OUR CITY, THOSE ARE OUR COMMUNITY MEMBERS. THOSE ARE OUR FAMILIES, THOSE ARE OUR FRIENDS. THOSE ARE THE PEOPLE THAT WE SERVE. WE DO NOT WANT OTHER RESOURCES AND OTHER AGENCIES COMING IN TO RESPOND IN OUR CITY FOR THOSE RESPONSES.
THAT'S OUR RESPONSIBILITY. SO WITH THAT, I'M GOING TO TURN IT OVER TO YOU, CAPTAIN COSTIN.
HE'S GOING TO EXPLAIN THE TECHNICAL RESCUE PROGRAM. MISTER MAYOR COUNCIL, MY NAME IS THOMAS COSTIN. I'M A CAPTAIN AT CENTRAL FIRE STATION AND ONE OF THREE CAPTAINS OF THE TECHNICAL RESCUE PROGRAM. I'M GOING TO TRY TO MAKE THIS QUICK AND NOT TOO GRANULAR FOR EACH OF YOU AND EVERYBODY IN THE ROOM. TYPICAL OF MY FIREFIGHTER FRIENDS WHO SIT ALL THE WAY IN THE BACK ROW.
THAT'S A NORMAL FIREFIGHTER THING. SO IF YOU'RE WONDERING WHY WE DO THAT, IT'S NORMAL.
WE'RE GOING TO DEFINE TECHNICAL RESCUE. I'M GOING TO GIVE YOU A BRIEF HISTORY OF WHAT WE'VE DONE FOR TECHNICAL RESCUE IN THE MCKINNEY FIRE DEPARTMENT, TALK ABOUT OUR CURRENT RESPONSE CAPABILITIES AND THEN GIVE YOU SOME DIRECTION AND SOME FUTURE FOR OUR PROGRAM. SO I'M GOING TO START OFF WITH SOME PICTURES. IT'S A SERIES OF SLIDES OF PICTURES THAT ARE FROM MY PERSONAL PHONE OVER THE LAST CALENDAR YEAR. AND THESE ARE ALL TAKEN INSIDE THE CITY OF MCKINNEY. I LIVE IN MCKINNEY, SO SOME OF THESE I'M DOING MY OWN PERSONAL ERRANDS, AND SOME OF THESE I'M ON A FIRE TRUCK AND I WANT TO EXPLAIN THE RISK PROFIL. SO AS WE LOOK ACROSS OUR CITY AND I KNOW YOU GUYS KNOW PROBABLY BETTER THAN ANYBODY, JUST THE AMOUNT OF INFRASTRUCTURE WORK AND GROWTH THAT IS OCCURRING IN OUR CITY. SO THE PICTURE ON THE LEFT HERE IS A TRENCH THAT OCCURRED AT THE STONEBRIDGE RANCH COUNTRY CLUB. THEY'RE DOING SOME INFRASTRUCTURE WORK THAT HAS LEFT WALL COLLAPSE AND PINNED ONE OF THE ONE OF THE WORKERS IN THE TRENCH. THE MIDDLE PICTURE IS TAKEN. THIS IS A WATER DISTRIBUTION WORKER. THEY'VE CUT A TRENCH ABOUT AS WIDE AS THE WIDTH OF A BUCKET. AND HE'S DOWN THERE TRYING TO FIND SOMETHING WITH NO SHORING IN THE WALL. THE PICTURE ON THE FAR RIGHT IS A VERTICAL SHAFT THAT GOES DOWN INTO A TUNNEL THAT IS DUG UNDERNEATH THE ELM FORK OF THE TRINITY RIVER, SO THAT WE CAN GET WATER FROM THE NEW LAKE INTO MCKINNEY AND INTO THE PUMP STATION. WE HAD AN INCIDENT IN THE BOTTOM OF THAT PARTICULAR VERTICAL SHAFT RIGHT AFTER THEY COMPLETED IT ON THE FAR LEFT HERE. THIS IS THE TOP OF A CRANE. SO THIS IS A CONSTRUCTION CRANE THAT WAS AT RAYTHEON. THIS IS ACTUALLY A TRAINING EXERCISE THAT WE PUT ON IN THAT CRANE, BECAUSE WE WERE CONCERNED ABOUT HAVING TO GET SOMEONE FROM THE TOP OF THE CRANE TO THE BOTTOM OF THE CRANE. THE MIDDLE PICTURE IS ANOTHER TRAINING EVOLUTION. THAT'S A CONCRETE TRUCK THAT'S ROLLED OVER ON TOP OF A PASSENGER VEHICLE. CONCRETE TRUCK FULL OF CONCRETE IS REALLY QUITE HEAVY. THOSE AREN'T THE SORT OF THINGS YOU JUST GRAB AHOLD OF AND PICK UP AND THE FAR RIGHT IS AN INCIDENT THAT OCCURRED ON HIGHWAY 75. THAT'S THE BACK OF A PICKUP TRUCK THAT ENDED UP UNDERNEATH A TANDEM TRAILER OF A OF A HEAVY VEHICLE, A BOX TRUCK RUNNING DOWN 75. AGAIN, NOT GENERALLY SOMETHING YOU WOULD JUST RUN INTO EVERY DAY. BUT WE DO HAVE TO GET THAT TRUCK THE BOX UP SO WE CAN REMOVE THE PICKUP FROM UNDERNEATH IT. ON THE FAR LEFT THERE. THIS IS A PICTURE THAT WAS TAKEN NOT TOO LONG AGO. WE HAD AN INCIDENT HERE THE NIGHT BEFORE THIS PHOTOGRAPH WAS TAKEN, AND WE ENDED UP WITH A DODGE RAM ON THE FRONT PORCH OF THIS PARTICULAR HOUSE, AND IT SHIFTED A FEW PARTS OF THE ACTUAL BUILDING ITSELF. SO ONCE THE TRUCK WAS REMOVED, WE CAME BACK AND WE SHORED THAT FRONT PORCH OF THAT HOME UP. IF WE HADN'T DONE THAT, THAT FRONT PORCH WOULD HAVE FALLEN OFF. THE MIDDLE PICTURE WAS ACTUALLY TAKEN ON MY LAST TOUR AT WORK.
WE HAD A MEDICAL CALL THAT CAME IN, AND IT'S HARD TO SEE WHEN THOSE ARE REFLECTIVE VESTS.
THOSE ARE AT THE BOTTOM OF A 30 FOOT SHAFT UNDERGROUND. THAT'S GOING TO BECOME A SEWER LINE THAT CONNECTS THE NORTH END OF TOWN INTO THE PUMP STATION ON AIRPORT DRIVE. THOSE ARE WORKERS THAT ARE DOWN THERE. THEY'RE PUTTING IN A NEW INFRASTRUCTURE PIECE. WE HAD A MEDICAL CALL.
ONE OF THE PEOPLE THAT WAS IN THERE STARTED HAVING DIFFICULTY BREATHING. WHEN THEY HAVE DIFFICULTY BREATHING, SOMEONE'S GOT TO GO DOWN THERE AND GET THAT PERSON AND BRING THEM BACK OUT AGAIN. AND TO THE RIGHT HERE. THIS IS A TYPICAL THING THAT OCCURS FOR US IN A FEW PARTS OF TOWN. EVERY TIME IT RAINS REAL HARD, THE ROADS FLOOD. EVEN THOUGH THERE'S LOTS OF GREAT COMMUNICATION OUTWARD FROM THE FIRE DEPARTMENT AND THE STATE AND FEMA ABOUT TURN AROUND, DON'T DROWN. WE HAVE PEOPLE THAT MANAGE TO DRIVE THEIR CARS INTO MOVING WATER AND HIGH WATER EVERY YEAR. THIS IS A PICTURE THAT WAS TAKEN RESCUING TWO PEOPLE OUT OF THEIR VEHICLE ABOUT A YEAR AGO. SO THE INCREASED FREQUENCY AND PROBABILITY AND COMPLEXITY OF THESE ISSUES CONTINUES TO HAPPEN. THIS IS ANOTHER VERTICAL SHAFT. THIS IS A MANHOLE. WE HAD A WORKER DOWN THERE THAT WAS DOING SOME NONDESTRUCTIVE TESTING OF A SEWER LINE OVERCOME BY GAS, FELL, SLIPPED AND BROKE HIS LEG. HE HAS TO COME OUT. AND THIS IS AT RIDGE AND WILMOTH.
THIS IS A LARGE OPEN TRENCH AND THIS IS AN EXCAVATOR. THE OPERATOR OF THE EXCAVATOR MANAGED TO FLIP THE EXCAVATOR OVER. LUCKILY HE DIDN'T GET PINNED IN THE CAB AND JUST HURT HIS FINGER OF ALL THINGS. AND HE CAME OUT. THE REASON I SHOW YOU ALL THESE DIFFERENT RISK PROFILES IS TO GIVE YOU SOME INDICATION AS TO WHAT WE SEE LOOKING FORWARD, AS CHIEF DOW SAID, WE WANT TO BE ABLE TO SOLVE THESE PROBLEMS. WE DON'T WANT TO SHOW UP AND GO, LET'S
[00:10:05]
CALL A FRIEND WITH A DIFFERENT COLORED FIRE TRUCK FROM A DIFFERENT MUNICIPALITY. WE DON'T MIND DOING THAT TO AUGMENT OUR SYSTEM, BUT WE DON'T WANT TO HAVE TO BE RELIANT ON OUTSIDE SYSTEMS. THIS IS THE LAST RISK PROFILE PICTURE I'M GOING TO SHOW YOU. THIS IS THE STORM TRACK OF HELENA, THE LAST MAJOR HURRICANE THAT TRAVELED UP AND A LOT OF THE NEWS THAT CAME OUT OF THIS ONE CAME OUT OF THE CAROLINAS. IF YOU TAKE THAT STORM TRACK AND YOU SHIFT IT RIGHT HERE, THAT LITTLE DOT ENDS UP BASICALLY OVER NORTH TEXAS, MAYBE THE FAR END OF NORTH TEXAS INTO OKLAHOMA. BUT ALL THAT WATER STILL FALLS THERE, AND IT COMES RIGHT THROUGH OUR CITY.THERE'S NO REASON THAT ALL THOSE SCENES YOU SAW OF HOUSES FLOATING DOWN RIVERS, THAT IF THAT STORM TRACK SHIFTS OVER, WE MAY NOT HAVE THE SAME EXACT LOOKING PROBLEM, BUT WE HAVE A SIMILAR PROBLEM. A LOT OF WATER AND NOWHERE FOR IT TO GO. THE OTHER THINGS THAT WE'RE ALWAYS CONCERNED WITH HERE IN NORTH TEXAS, TORNADOES AND STRONG STORMS, WE'RE ALWAYS CONSIDERING TERRORISM AS A POTENTIAL PROBLEM. AN ATTACK ON OUR INFRASTRUCTURE. AND THEN WE HAVE A LOT OF GROWTH. WE HAVE AIRPORTS COMING OR AN AIRPORT COMING, GROWING AND GROWING EVERY DAY. AND THEN WE HAVE AN INCREASE IN POPULATION AND DENSITY. THAT'S PALPABLE IN OUR TOWN ALL THE TIME. SO WHAT IS TECHNICAL RESCUE? I WAS JUST GIVING YOU A BUNCH OF EXAMPLES OF THINGS THAT COULD HAPPEN. BUT WHAT ARE THEY REALLY? IT'S JUST A MEDICAL EMERGENCY OR A TRAUMATIC INJURY. IT'S A HUMAN BEING OR AN ANIMAL THAT'S STUCK AND HAS A PROBLEM. AND IT'S COMPLICATED. ON HOW TO GET TO THEM OR HOW TO REMOVE THEM. THAT'S THE DEFINITION OF TECHNICAL RESCUE FOR US. WE BREAK THAT INTO A COUPLE OF THINGS ROPE RESCUE, SWIFT OR FLOOD WATER, CONFINED SPACE, TRENCH, ANY SORT OF STRUCTURAL COLLAPSE, AND THEN A HEAVY VEHICLE EXTRICATION. SO IF THIS FELLA RIGHT HERE ENDS UP HAVING A MEDICAL EMERGENCY, SOMEBODY HAS TO GO GET HIM. THAT'S A TECHNICAL RESCUE. A LITTLE BIT ABOUT OUR HISTORY. THIS IS A PICTURE THAT'S AVAILABLE IN OUR MUSEUM. YOU GUYS COME BY AND TAKE A LOOK AT THIS ONE. AT ANY POINT IN THE 70S, ALL THE WAY THROUGH THE 90S, WE DID A LOT OF RESPONSE ON THE LAKE, ON LAKE LAVON. SO WE DID SURFACE WATER RESCUES, MISSING PERSON RESCUES. AND IN THIS PARTICULAR PICTURE, WE'RE DRAGGING THE BOTTOM OF THE LAKE FOR SOMETHING. THE 90S, WE STOPPED RESPONDING TO THE LAKE.
THE COUNTY TOOK IT OVER. AND THEN IN 2003, RIGHT AFTER, ACTUALLY, I GOT HIRED, WE STARTED DOING A LOT OF ROPE RESCUE WORK. SO WE WENT TO A LOT OF CLASSES. AND FROM 2003 TO 2013, WE SPENT A LOT OF TIME AS A DEPARTMENT TRAINING OURSELVES. ROPE RESCUE, CONFINED SPACE, SWIFTWATER. WE SENT SOME GUYS DOWN TO NEW BRAUNFELS. I LEFT THOSE PICTURES OUT OF HERE BECAUSE WE'RE ALL IN WETSUITS AND THEY'RE NOT TERRIBLY FLATTERING. AND WE DID SOME ADVANCED VEHICLE EXTRICATION WITH A TRAINING CHIEF THAT WE HAD HERE AT THE TIME THAT TAUGHT US A LOT ABOUT HOW TO DEAL WITH THESE VEHICLE PROBLEMS. MORE RECENTLY, FROM 2013 TO 2022, WE STARTED HAVING LIKE IN MOST, MOST PLACES OF WHAT WE DEAL WITH. WE HAD A TECHNOLOGICAL ADVANCED, THINGS JUST STARTED IMPROVING. SO WE END UP WITH ALL THIS NEW GEAR AND ALL THESE NEW OPPORTUNITIES AND CAPABILITIES. WE INCREASED OUR TRAINING OPPORTUNITIES THROUGH A LOT OF OUR OUTSIDE VENDORS, AND THAT TAKES US THROUGH 22. FROM 22 UNTIL NOW, WE HAVE HAD TO GET A LITTLE BIT CREATIVE WITH HOW WE ACQUIRE EQUIPMENT. WE HAVEN'T BEEN ABLE TO GET SOME OF THESE ITEMS PUT INTO A LINE ITEM ON OUR BUDGET. SO WE'VE GONE OUT AND WE'VE DONE A LOT OF GRANT WORK. WE'VE UAC, WHICH IS A LOCAL GRANT COUNCIL OF GOVERNMENTS REGIONAL GRANT, HAS FUNDED MOST OF THESE. THESE WERE ALL SUCCESSFUL GRANTS THAT WE WROTE A CONFINED SPACE RESCUE EQUIPMENT ENHANCEMENT. WE HAVE NOW FULL CAPABILITIES OF PROVIDING ALL ALL FORMS OF CONFINED SPACE RESCUE, SWIFT AND FLOOD WATER RESCUE. WE HAVE BOATS THAT RESCUE BOAT PROJECT AND THEN AN ENHANCEMENT OF OUR TEAM CAPABILITIES FOR SEARCH AND RESCUE IN ALL THINGS WATER.
WE'VE ALSO BEEN CHASING ANOTHER GRANT OPPORTUNITY THROUGH THE AFG AND THROUGH FEMA. THAT'S FOR AN ACTUAL RESCUE TRUCK. WE HAVE A LOT OF EQUIPMENT. IT'S HARD TO FIND PLACES TO PUT ALL THAT EQUIPMENT ON FIRE TRUCKS THAT ARE SERVING THE OTHER CAPACITIES OF THE FIRE DEPARTMENT, SO WE'VE REQUESTED THE AFG GRANT FOR FOUR YEARS IN A ROW. THE AFG GRANT IS AN 8020 SPLIT WITH FEMA AND THE MUNICIPALITY. YOU GUYS MAY REMEMBER AT SOME POINT THIS IS SOMETHING WE'VE TALKED TO. WE HAVE TO HAVE YOUR APPROVAL TO CHASE THAT GRANT. WE CAN'T DO THAT WITHOUT YOUR APPROVAL.
WE'VE SUBMITTED FOR THE GRANT FOUR YEARS IN A ROW. UNFORTUNATELY, WE'VE BEEN DENIED FOUR YEARS IN A ROW. THE OTHER ISSUE WITH GRANT FUNDING IS THAT IT'S FAIRLY UNRELIABLE AND INCONSISTENT, NOT INCONSISTENT IN THE FACT THAT THERE'S FUNDS AVAILABLE, BUT INCONSISTENT IN HOW THEY'RE AWARDED. WE CAN'T RELY ON THOSE THINGS BECAUSE THEY'RE THE NEXT MUNICIPALITY OVER, MIGHT DO A BETTER JOB WRITING THE GRANT THAT YEAR THAN THAN WE DO. RESCUE APPARATUS. SO WE HAVE ALL THE EQUIPMENT. WE'VE HAD SOME EQUIPMENT FOR QUITE A WHILE. IN 2007, WHEN CENTRAL STATION OPENED. THAT'S THE STATION RIGHT HERE BEHIND US. IT WAS A DOUBLE COMPANY STATION.
TRUCK ONE WAS A DEDICATED TRUCK COMPANY. THAT PARTICULAR APPARATUS HAD NO PUMP ON IT, SO
[00:15:02]
IT HAD MORE SPACE FOR EQUIPMENT, AND WE WERE ABLE TO PUT SOME OF OUR RESCUE EQUIPMENT ON IT.CENTRAL STATION APPARATUS CHANGED IN 2010, AND WE BASICALLY HAD TO SPREAD OUR RESCUE EQUIPMENT ACROSS THE CIT. MOST OF THE TECHNICAL RESCUE GEAR WAS SPLIT BETWEEN TWO LOCATIONS, AND THAT CAUSED A LITTLE BIT OF A PROBLEM FOR US, LARGELY THAT WE HAD SORT OF DILUTION OF EQUIPMENT, DILUTION OF TRAINING. AND THEN WE STARTED HAVING INCONSISTENCIES BECAUSE IT WAS SPREAD ACROSS TOWN AND IT STARTED TO CAUSE SOME TRAINING ISSUES FOR US. WE NOW HAVE, THANKFULLY, A CURRENT APPARATUS DEDICATED AS A RESCUE TRUCK. SO IT'S A 2006 REPURPOSED ENGINE.
IT WAS A PUMPER ORIGINALLY THE PUMP PUMP ON THIS PARTICULAR TRUCK NO LONGER WORKS. IT JUST OCCUPIES THE MIDSHIP COMPONENT OF THE RIG. IT'S AN OLDER APPARATUS. IT WASN'T DESIGNED AS A RESCUE, BUT WE'VE MADE A FEW MODIFICATIONS AND WE'RE MAKING IT WORK AND WE ARE INCREDIBLY THANKFUL TO HAVE A PIECE OF EQUIPMENT WHERE WE CAN PUT ALL OF OUR RESCUE EQUIPMENT.
UNFORTUNATELY, IT'S NOT GOING TO MEET OUR LONG TERM NEEDS. IT'S WORKING RIGHT NOW. BUT AS THIS PROGRAM GROWS, WE'RE RUNNING OUT OF SPACE FAIRLY QUICKLY. OUR CURRENT CAPABILITIES WITH THAT TRUCK AND THE CURRENT STAFFING. SO WE HAVE A DEDICATED FOUR PERSON STAFFING AT CENTRAL STATION. THOSE FOUR PEOPLE ARE TECHNICAL RESCUE EMPLOYEES. EACH RESCUER HAS THEIR OWN PERSONAL PROTECTIVE EQUIPMENT. EACH RESCUER HAS SPECIALIZED TRAINING, AND THEY'VE ALL PROVEN THEIR SKILL SET. EVEN JAVIER HERE HAS MANAGED TO PROVE THAT HE'S A GREAT PATIENT.
FIREFIGHTERS PROVIDE ALL THE NORMAL FIRE DEPARTMENT RESPONSES. WE'RE ALSO JUST IN ADDITION TO THOSE NORMAL FIRE DEPARTMENT DUTIES. WE'RE ALL TECHNICAL RESCUE CERTIFIED. ALS, I WISH JAVIER WAS HERE. CURRENTLY WE CAN DO ROPE RESCUE AND ROPE ACCESS OF ALL FORMS, CONFINED SPACE RESCUE OF ALL FORMS, ALL FORMS OF WATER RELATED RESCUE EXCEPT FOR DIVE.
WE DON'T GO BELOW THE SURFACE OF THE WATER. WELL, WE TRY REALLY HARD NOT TO GO BELOW THE SURFACE OF THE WATER. TRENCH RESCUE. WE CAN DO STRUCTURAL COLLAPSE AND STRUCTURAL SHORING. WE HAVE THE CAPACITY FOR HEAVY VEHICLE AND MACHINERY RESCUE. WE CAN DO WIDE AREA SEARCH AND ALL OF OUR RESCUE EMPLOYEES, ALL OF OUR RESCUE MEMBERS ARE REQUIRED TO DO MONTHLY TRAINING TO MAKE SURE THAT WE HAVE ALL OF THESE REQUIREMENTS, AND WE'RE PROVING SKILL SET INTERNALLY. WE PROVE OUR OWN SKILL SET. SO WHAT'S THE DIRECTION OF THE FUTURE? WELL, WE'RE GOING TO CONTINUE TO PROVIDE THE BEST QUALITY SERVICE TO OUR CITIZENS AS WE CAN, USING TECHNICAL RESCUE TO AUGMENT THE SERVICE THAT WE'RE ALREADY PROVIDING. WE'RE GOING TO CONTINUE TO PROVIDE THESE RESCUE SERVICES TO OUR COMMUNITY WITHOUT A TOTAL RELIANCE ON OUTSIDE AGENCIES. PREVIOUSLY, WE HAVE HAD TOTAL RELIANCE ON OUTSIDE AGENCIES TO BRING IN SOME PORTIONS OF TECHNICAL RESCUE. WE'RE GOING TO NEED TO IMPROVE OUR SKILL SET THROUGH CONTINUOUS TRAINING. WE'RE GOING TO DO SOME JOINT TRAINING WITH OTHER AGENCIES, AND WE'RE GOING TO CONTINUE TO DEVELOP THIS PROGRAM AS A WHOLE. WE'RE GOING TO WORK REALLY HARD ON THE ACQUISITION OF A DEDICATED RESCUE TRUCK, ONE THAT'S ACTUALLY DESIGNED FOR RESCUE WITH OUR BOATS AND OUR WATER PROGRAM, WE'RE GOING TO CHASE THE OPPORTUNITY TO PARTICIPATE IN THE STATE WATER PROGRAM THROUGH TEXAS TASK FORCE ONE. THAT'S A DEPLOYMENT MODEL. THAT'S UTILIZED ACROSS THE ENTIRE STATE. MANY DEPARTMENTS IN THE AREA PARTICIPATE IN THIS, AND THE GUIDANCE THAT WE'RE USING TO SORT OF BUILD OUR PROGRAM AND BUILD THE SKILL SET IS A IS GENERALLY GEARED TOWARDS A REGIONAL URBAN SEARCH AND RESCUE TEAM. THAT'S SORT OF THE GUIDANCE THAT WE'RE GOING TO US.
SO TO SUMMARIZE THIS PARTICULAR PRESENTATION, I WANT TO INVITE ALL OF YOU GUYS, EVERYBODY TO COME TO CENTRAL STATION ON THURSDAY. WE'LL DO A STATIC DISPLAY OF SEVERAL OF RESCUE SCENARIOS. WE'RE GOING TO PUT EVERYTHING UP FOR YOU RIGHT THERE AT THE STATION. WE CAN REVIEW THE APPARATUS AND YOU CAN COME MEET YOUR RESCUE TEAM. THAT'S ALL I HAVE. THANK YOU VERY MUCH. WHAT TIME IS THAT? THURSDAY, 3:00. AVAILABLE FOR ANY QUESTIONS IF YOU HAVE ANY QUESTIONS. IMPRESSIVE PRESENTATION. THANK YOU. THANK YOU. ALL RIGHT. ITEM TWO FOR
[Presentation on Sculpture Installation at the East Louisiana Street Roundabout]
2088 PRESENTATION ON SCULPTURE INSTALLATION AT THE EAST LOUISIANA STREET ROUNDABOUT.GOOD AFTERNOON, MAYOR, CITY COUNCIL ANDREW JONES, DIRECTOR OF THE CULTURAL DISTRICT. I HAVE A PLEASURE TO INTRODUCE ALI FROM ALI DESIGNS. SHE'S A LOCAL ARTIST, MEMBER OF THE MILL HOUS, AND WE HAVE A REALLY COOL PRESENTATION TO SHOW TO YOU TODAY REGARDING THE ROUNDABOUT SCULPTURE OVER BY TUBBS. IF YOU KNOW WHERE THAT IS ON LOUISIANA, JUST SOME BACKGROUND. WE'VE DONE A LOT OF WORK, MANY MONTHS OF REACHING OUT TO COMMUNITY MEMBERS, AND WE HAVE THE BUY IN FROM A LOT OF THE PROPERTY OWNERS AROUND THE AREA AS WELL. BUT I'LL TEE IT UP AND LET ALI KIND OF TALK AWESOME. HELLO. THANK YOU FOR HAVING ME. I WAS TELLING HIM I AM VERY EXCITED TO CHECK THIS OFF MY BUCKET LIST OF MY FIRST EVER CITY COUNCIL MEETING. MY NAME IS ALI KAY. I AM A LOCAL ARTIST IN THE DFW AREA. I HAVE GROWN MY BUSINESS FROM THE TEN YEARS OF STARTING
[00:20:08]
FROM NOTHING TO NOW I HAVE OVER. ACTUALLY, THIS IS A LITTLE OUTDATED. I CHECKED YESTERDAY, I HAVE OVER 15 PUBLISHED BOOKS ON HOW TO DRAW. I LOVE TO INSPIRE AND TEACH THE NEXT GENERATION BECAUSE I DID NOT HAVE THAT EXAMPLE WHEN I WAS GROWING UP AS A FLOURISHING ARTIST, I AM MOST KNOWN FOR MY MURAL ART. I PAINT MURALS ALL OVER THE COAST TO COAST, ALL OVER THE UNITED STATES, AND HERE ARE SOME OF MY BOOKS THAT I HAVE MY GREATEST ACCOMPLISHMENT SO FAR WITH MY BOOKS IS I JUST CAME OUT WITH A COLLABORATION WITH WHATABURGER, AND THAT IS COMING OUT THIS WEEKEND. SO I AM A TEXAS THROUGH AND THROUGH. SO THAT IS A HUGE BUCKET LIST MOMENT FOR ME. I HAVE THIS AMAZING OPPORTUNITY TO CREATE A SCULPTURE PIECE. IT IS MY FIRST SCULPTURE PIECE AND YOU'RE LIKE THIS IS A VERY BIG TASK. AND I AM ONE OF THOSE PEOPLE THAT LOVE TO ADAPT. AND I WANTED TO NAME THIS SCULPTURE PIECE EVERBLOOMING BECAUSE THIS IS A PROCESS OF JUST ME AS AN ARTIST AS WELL OF JUST CONSTANTLY EVOLVING. AND BEFORE I HAD THE MEETING OF PRESENTING THE ROUNDABOUT SCULPTURE, I HAD ACTUALLY BEEN STUDYING SCULPTURE WORKS FOR TWO MONTHS BEFORE THEY EVEN APPROACHED IT TO ME. SO WHEN HE'S LIKE, HEY, I KNOW YOU DO MURALS, BUT WOULD YOU EVER CONSIDER A SCULPTURE? I PRETTY MUCH FELL OUT OF MY CHAIR. IT WAS SUCH A SERENDIPITOUS, SERENDIPITOUS MOMENT OF JUST IT WAS JUST KIND OF LIKE A GOD WINK OF LIKE, HEY, YOU'RE ON THE RIGHT TRACK. I WAS RESEARCHING AND LEARNING THE SKILLS FOR THIS, NOT REALLY KNOWING WHERE IT WENT OR WHERE IT WAS GOING, AND I AM SO EXCITED FOR MCKINNEY TO BE THE HOME OF MY VERY FIRST SCULPTURE PIECE. I PAINT A LOT OF FLORALS. I DO. MY VERY FIRST BOOKS WERE ABOUT FLORALS. I LOVE FLORALS NOT ONLY BECAUSE THEY ARE BEAUTIFUL TO LOOK AT, BUT THEY ALSO TELL A REALLY STRONG STORY. SO I WANTED TO CREATE THIS SCULPTURE PIECE USING FLORALS THAT HAVE THAT STORY OF GROWTH AND RENEWAL AND BEAUTY TO NEW BEGINNINGS. THE CITY IS EVER GROWING WITH THE NEW TUBS AND THE NEW MURALS THAT ARE POPPING UP AROUND THE CITY. I WANTED TO JUST CELEBRATE THE. HERE IS THE SCULPTURE LOCATION. LIKE YOU SAID, IT'S BY FLOUR MILL AND THE NEW TUBS BREWERY AND I'M SUPER EXCITED FOR THE NEW COMMUNITY GARDEN. IT JUST IS GOING TO BE A ICONIC PIECE THAT JUST ENCOMPASSES EVERYTHING THAT IS AROUND THE SCULPTURE LOCATION HERE IS A DIAMETER OF THE PLOT AND THE SCULPTURE WILL BE OVER 25FT HIGH, SO IT REALLY WILL MAKE A PRESENCE WHEN YOU'RE LOOKING DOWN THE STREET, IT WILL BE ONE OF THE FIRST THINGS THAT YOU SEE, AS WELL AS WHEN PEOPLE ARE DRIVING AROUND AND PEOPLE THAT ARE EXPERIENCING THE GARDEN OR TUBS OR THE FLOUR MILL. IT IS A ROUNDABOUT, SO IT WILL BE VIEWED ALL THE WAY AROUND. HERE WAS MY INITIAL SKETCH. SOME OF Y'ALL MIGHT HAVE SEEN SOME OF THE ORIGINAL SKETCHES. IT WAS VERY COLORFUL, BUT WE DECIDED TO GO INTO AN APPROACH THAT WAS COHESIVE WITH THE BUILDINGS AROUND. I WANTED IT TO BE ORGANIC LOOKING, SO WE MUTED THE COLORS. THEY'RE GOING TO BE USING COURTIN METAL, WHICH IS A METAL THAT IS ALREADY AGED, SO IT WON'T RUST OUT. SO THERE'S LONGEVITY IN THAT. WE'LL HAVE THE DARK STEEL AND THEN I WANTED TO KEEP THE ACRYLIC IN THE PIECES OF THE PETALS TO WHERE, WHEN THE SUN APPROACHES THE SCULPTURE, THERE'S GOING TO BE BEAUTIFUL LIGHT CASTED ONTO THE GROUND. BUT IT WON'T BLIND YOU, I PROMISE. HERE ARE SOME OF THE PEOPLE THAT HAVE ALREADY BEEN WORKING ON THE SCULPTURE PIECE WITH ME. I ALREADY HAVE COMPLETED ENGINEERING DRAWINGS FOR THE SCULPTURE AND THEN THE FABRICATOR IS ALSO LOCAL HERE AND WILL BE HELPING WITH THE FABRICATION. HERE IS ANOTHER 3D RENDERING THAT I TAUGHT MYSELF HOW TO DO. I'M VERY PROUD OF IT.IT WAS MY FIRST EVER, BUT THIS IS A GOOD EXAMPLE OF WHAT THE SCULPTURE WILL LOOK LIKE. WE WANTED TO MAKE SURE THAT WE HAD AN EXTRA SET OF BOUNDARIES. IF YOU'VE EVER BEEN TO THAT ROUNDABOUT, YOU'LL SEE THAT THERE'S THE ROUNDABOUT CENTER, AND THEN THERE IS THE KIND OF BUFFER FOR 18 WHEELERS AND THINGS LIKE THAT. BUT WE WANTED TO MAKE SURE THAT THERE IS A
[00:25:04]
SECOND BUFFER TO THIS ROUNDABOUT. SO WE ARE PROPOSING TO PUT IN SOME EXTRA BOULDERS.WE DON'T WANT IT TO LOOK LIKE STONEHENGE. SO THEY'RE GOING TO BE ORGANIC WITHIN THE LANDSCAPING. SO IT DOESN'T TAKE AWAY FROM THE SCULPTURE ART PIECE. THIS IS THE PROPOSED BUDGET. THIS IS ALL IN FROM THE STRUCTURE ENGINEERING TO THE FABRICATION TO CONCRETE AND TO LANDSCAPING. THESE ARE ALSO THE DELIVERABLES WE HAVE THE 3D MODELING, THE FABRICATION.
AGAIN, THE STRUCTURE AND INJURY PLANS ARE ALREADY PROPOSED AND TOGETHER I HAVE COPIES IF Y'ALL WOULD LIKE TO SEE THEM. AS WELL AS LANDSCAPING, MAKING SURE THAT IT IS NATIVE TO TEXAS. IT'S NOT HIGH MAINTENANCE BY ANY MEANS. AND AS WELL AS MARKETING, THIS IS AGAIN A HUGE OPPORTUNITY FOR ME AND FOR THE CITY. SO I AM ONE OF THOSE PEOPLE THAT LIKE TO CELEBRATE ALL OF THE THINGS SMALL OR BIG. SO I PROPOSING MAYBE RIBBON CUTTINGS OR DEFINITELY A LOT OF CONTENT AROUND THE PLANNING, THE BUILDING AND THE INSTALLING HERE IS I THINK THAT SHOULD BE A VIDEO, BUT IT MIGHT NOT WORK. THAT'S RIGHT. I'M OPEN FOR ANY QUESTIONS. I LOVE YOUR STORY. I LOVE THE WORK YOU DO AND HOW YOU'RE STEPPING OUT FOR THIS WITH SUCH EXCITEMENT AND PASSION. IT'S GREAT AND I LOVE YOUR EVER LEARNING, EVER BLOOMING, EVER GRATEFUL. YES.
THANK YOU SO MUCH. WHO'S THAT GENTLEMAN STANDING NEXT TO YOU? HE'S MY BACKUP IN CASE I NEED IT. SUPPORT STAFF? YEAH. QUESTIONS? IT'S A GREAT JOB. AWESOME. THANK YOU SO MUCH AGAIN FOR THE OPPORTUNITY. YEAH. WE'RE WE'RE EXCITED ABOUT IT. THANK YOU. SAME. THANK YOU. 242089
[Consider/Discuss a Request for the use of a portion of the Gray Branch Parkland for a Community Farm]
CONSIDER DISCUSS. REQUEST FOR THE USE OF A PORTION OF THE GRAY BRANCH PARKLAND FOR A COMMUNITY FARM. I, I THINK YOU'RE COMING AFTER ME. GOOD. IF THAT GENTLEMAN GETS OUT OF LINE AGAIN, CAN WE REMOVE HIM? JUST GOOD AFTERNOON, MAYOR, COUNCIL, CITY MANAGER AND STAFF AMY KINCAID, DIRECTOR OF PARKS AND REC. I AM WANTED TO START WITH AN OVERVIEW AND HAVE A BRIEF DISCUSSION OF POLICY DISCUSSION ON USES OF PARKLAND IN THE CITY OWNED PROPERTY, AND THEN WE'LL GO INTO THE USES OF PARKLAND FOR FARM AND SUPPORTING USES AT GRAY BRANCH PARK. AND THEN THE NEXT ITEM WILL BE THE LICENSE AGREEMENT BY EMPOWER IQ ON CITY OWNED PROPERTY. SO THE FIRST PART IS JUST TO GO THROUGH WHEN WE DECIDE POLICY DISCUSSION AND THE USES OF PUBLIC PARKLAND.HERE ARE SOME OF THE QUESTIONS THAT WE ASK. I WON'T GO THROUGH ALL THESE. THEY WERE IN YOUR PACKET, BUT I WILL PICK OUT A FEW. IS THIS A BONA FIDE PUBLIC RECREATION USE THAT WILL SERVE THE GREATER OF THE GOOD? IS THIS PROJECT SCALABLE? IS THIS A BUT FOR PROJECT? IS THIS A PRIMARY USER DEVELOPER, PRIVATELY OWNED? WHO STANDS TO BENEFIT FROM THE PROJECT? AND THEN ARE THERE ANY OPPORTUNITY COSTS ASSOCIATED WITH THE PARCEL. SO THOSE ARE JUST SOME OF THE QUESTIONS THAT WE ASK OURSELVES WHEN WE DETERMINE THE APPROPRIATE USES OF PUBLIC PARKLAND AND CITY OWNED PROPERTY. SO WITH THAT, I WILL GO INTO THE USES OF PARKLAND FOR FARM AND SUPPORTING USES OF GREG AND BRANCH PARK. QUICK HISTORY. WE HAVE A TOTAL OF 1212 ACRES PURCHASED IN THREE TRANSACTIONS, TOTALING 7.4 MILLION, AND THE FIRST WAS IN 2019 WITH 100 ACRES AT 2.6 MILLION. IN 2013, WE ACQUIRED 50 MORE ACRES AT A TOTAL OF 1.3 MILLION, AND THEN IN 2016, WE WERE ABLE TO ACQUIRE THE 62 ACRES AT 3.5 MILLION. TO THE RIGHT OF THAT, YOU CAN SEE THE THREE PARCELS THAT WERE PURCHASED AND THEN THE 100 PARCEL, WHICH WE'LL GET INTO IS WHAT WAS MASTER PLANNED, WHICH LEADS US INTO THE MASTER PLAN OF GRAY BRANCH PARK. AS MENTIONED IN 2012, WE COMPLETED A MASTER PLAN FOR THE GRAY BRANCH PARK, COVERING THE ORIGINAL 100 ACRES.
WE BEGAN TO UPDATE THE MASTER PLAN IN 2017, INCLUDING THE ADDITIONAL TWO PARCELS WE WENT AS FAR AS HAVING A PUBLIC INPUT MEETING AS WELL AS OUR ONLINE SURVEY. I WANTED TO SHARE JUST A
[00:30:04]
SNAPSHOT OF WHAT THE PUBLIC INPUT MEETING SURVEYS WERE. THE FIRST THREE COLUMNS WERE THREE BOARDS THAT WERE REPRESENTED AT THE MEETING. THE INPUT MEETING WITH THE FAR RIGHT COLUMN OF JUST THE TOTALS ACROSS THE EACH LINE FOR A TOTAL OF 373, AND RESULTS OR INQUIRIES. JUST A SUMMARY OF THE PUBLIC INPUT. THE RESULTS SHOWED A SIGNIFICANT PREFERENCE FOR TROWELS AND GRAY BRANCHES PARTIALLY WITHIN THE FLOODPLAIN. THERE IS A SECTION IN FLOODWAY WHICH INDICATES IT'S NOT IDEAL LOCATION FOR FIELDS OR ACTIVE USE. UNDER THE MASTER TOY FLOODWAY, AND WE'LL GET TO A MAP LATER ON THAT WILL SHOW THE REASON WHY WE MOVED AWAY FROM THAT IS BECAUSE YOU'RE NOT ABLE TO DO FENCING OR ANYTHING IN A FLOOD WAY. PARKS DEPARTMENT PIVOTED TO FOCUS ON RENOVATING THE MCKINNEY SOCCERPLEX COMPLEX AT CRAIG RANCH, WHICH JUST SLOW DOWN THE PROGRESS OF THE MASTER PLAN OF GRAY BRANCH PARK IN 2012, WITH A COMBINED HELP OF THE PARK FOUNDATION AND PARK SUPPORT, THEY BEGAN DESIGNING AND CONSTRUCTING 3.2 MILES OF TRAIL WITHIN THE PARK. THIS IS WHAT CAME OUT OF THE MASTER PLA, WHICH SHOWED A HIGH PRIORITY. TRAILS, SLIDING AND PARKS SHADE STRUCTURE AND PAVILIONS WITH SUMMARY. IMAGINE OF PARK OF MULTI-USE FIELDS, RESTROOMS AND SOCCER FIELDS. SO IN JULY OF 2024, PARKS SUBMITTED A GRANT THROUGH THE COLLIN COUNTY OPEN SPACE BOARD FOR LAND ACQUISITION ON THE NORTH SIDE. AND SO WE WOULD BE ABLE TO CONNECT THE NORTH AND THE SOUTH OFF OF US 380. WE KNOW THAT THIS IS AN IMPORTANT PART TO MAKE SURE THAT THIS TRAIL CONNECTS FROM NORTH TO SOUTH, AND THIS WAS APPROVED BY COUNCIL TO SUBMIT THE GRANT ON JUNE 18, 2024. AS OF LAST WEEK. COLLIN COUNTY OPEN SPACE BOARD I'M EXCITED TO ANNOUNCE THAT THEY'VE RECOMMENDED THE APPROVAL OF THIS GRANT APPLICATION, SO IT SHOULD BE GOING TO THE COUNTY COMMISSIONERS COURT PROBABLY IN THE NEXT WEEK OR TWO. SO SOME OF THE STAFF CONCERNS FOR THIS PROJECT IS, IS THE PROPOSED FARM USE AND CONSISTENT WITH THE PARK MASTER PLAN? AND IT'S NOT CONTEMPLATED USE OF PARK LAND AND PUBLIC PARK LAND IS IMPORTANT. THEIR PROPOSED FARM USE IS NOT AN APPROPRIATE USE OF PUBLIC PARK LAND FACILITIES AND PROPOSED USE WOULD BE IN THE FLOODPLAIN. LACK OF ADEQUATE ON SITE UTILITIES. WE KNOW THAT THERE IS SOME POWER AND SOME WATER ON, BUT IT'S NOT ENOUGH TO COVER THE ENTIRE AREA EXISTING ON SITE STRUCTURE IS NEEDED FOR THE STORAGE OF PARKS, MAINTENANCE AND EQUIPMENT.POTENTIAL NEED FOR SATELLITE OFFICES FOR THE PARK MAINTENANCE STAFF DUE TO LIMITED EXISTING SPACE, AND THEN THE POTENTIAL LENGTH OF THE LICENSE AGREEMENT COULD BE A RESTRICTION ON FUTURE PARKS DEVELOPMENT. SO HERE IS WHAT WAS PROPOSED ON THE LEFT, WHICH WAS GRAY BRANCH PARK. AND THE RIGHT IS YOU CAN SEE IN THE LINED AREA TO THE RIGHT AND THAT IS THE FLOODWAY. AND FLOODPLAIN.
SO WHAT MOSTLY WAS PROPOSED IS IN FLOODPLAIN. SO JUST CONCERNED ABOUT WHAT THAT MIGHT LOOK LIKE AS FAR AS THE USE OF THE FARM, MCKINNEY ISD OPTIONS, THEY HAVE EXPRESSED THAT THIS COULD BE A BENEFICIAL PARTNERSHIP AND IS WILLING TO BE A PARTNER, SUBJECT TO FINAL DETAILS. SO THE TOTAL OF THE ACREAGE IS 43.7 ACRES AND THEN THE NORTH AND THE BLUE IS WHERE THE FFA AGRICULTURE BARN IS, WHICH IS JUST SHY OF 20 ACRES. I ROUNDED UP. AND THEN THIS IS MORE OF A CONSISTENT USE FOR THE PROPOSED FARM USE IN THIS SITE. THIS SITE IS ALSO NOT IN THE FLOODPLAIN, SO I WILL GO BACK TO THE STAFF CONCERNS. STAFF IS NOT RECOMMENDING JUST BASED ON THESE CONCERNS.
HOWEVER, WE WILL SUPPORT THE DIRECTION THAT COUNCIL GIVES US AND WITH THAT, I'LL BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS? YES. WITH THE AWARDING OF THE GRANT FOR THE
[00:35:08]
TRAIL. HOW FAST CAN YOU MOVE TO GET THE TRAIL STARTED? I'M AS SOON AS WE GET THAT, WE WILL START WORKING ON THE AGREEMENT, THE PAPERWORK TO ACQUIRE THAT LAND. WE'VE HAD CONVERSATIONS.THEY KNOW THAT WE'RE INTERESTED. SO AS SOON AS WE GET THAT GRANT, WE WILL IDENTIFY MATCHING FUNDS ON OUR END AND MOVE QUICKLY WITHIN. I WOULD SAY, REALISTICALLY, A YEAR AND THEN YOU HAD MENTIONED THAT THIS WAS A THIS LAND WAS KIND OF PUT ON THE BACK BURNER WHEN YOU FOCUSED ON THE SOCCER FIELDS. SO HAD THIS PROPOSAL FOR A, YOU KNOW, A COMMUNITY FARM NOT COME UP.
WOULD THIS STILL BE SHELVED? WOULD YOU EVEN STILL BE EVEN LOOKING AT GREAT RANCH RIGHT NO? I KNOW WHAT WE WE'VE DETERMINED, JUST BASED ON THE MASTER PLAN, THAT THERE WERE THERE WAS A NEED FOR NATURE TRAILS. AND WE WERE LOOKING AT SOME ELEMENTS THAT WE COULD BRING TO THAT, JUST KNOWING THAT WE WOULD HAVE TO COME UP WITH FUNDING TO MAKE IT WHERE WE WOULD BE ABLE TO DO THE SPORT FIELDS, BUT WE DON'T HAVE THE FUNDING AT THIS TIME. THANK YOU. SO, AMY, WHEN THE WHEN THERE WAS THE PUBLIC INPUT, IF I REMEMBER IT, THERE WAS, THERE WAS ALL THESE THINGS LISTED AND PEOPLE IDENTIFIED. RIGHT. ALL THOSE THINGS WERE LISTED. OBVIOUSLY WHAT WASN'T LISTED, THERE WAS A FARM. SO OF COURSE IT WOULDN'T BE ON HERE HAD IT BEEN ON HERE. WE CAN ONLY WE CAN ONLY GUESS WHAT THE WHAT THE APPEAL WOULD HAVE BEEN. CERTAINLY IN MY MIND, AS I LOOK UP THERE AND I SEE THE TWO THINGS THAT GARNERED THE MOST SUPPORT NATURE TRAILS AND TRAIL.
I DON'T KNOW WHAT THE DIFFERENCE THERE IS, BUT IT IT SEEMS LIKE. WELL, I'D LIKE TO HEAR FROM RICK. HE'S GOT A PRESENTATION, BUT IT SEEMS LIKE MAINTAINING SOMETHING WITHIN THE NATURE NOT NOT NOT STRUCTURES, NOT FIELDS WERE WHAT WAS IDENTIFIED AS PRIORITY, BUT AGAIN, TO SAY THAT THE FARM WASN'T IN THE IN ONE OF THE ITEMS. OF COURSE, IT WASN'T GIVEN AS A CHOICE. THAT'D BE FAIR TO SAY. THAT'S CORRECT. I'M THE ONLY OTHER SMALL TIDBIT WOULD BE OUTDOOR CLASSROOM WAS ALL WAS RANKED LOWER ON THE LIST AS WELL. SO YEAH, I DON'T KNOW THAT PEOPLE WOULD IDENTIFY AN OUTDOOR CLASSROOM BECAUSE I KNOW THERE WAS TREMENDOUS SUPPORT FOR THE LEARNING GARDEN, RIGHT? OF COURSE. AND PUBLIC CAME OUT IN HUGE SUPPORT OF THAT OVER ON THE EAST SIDE. OF COURSE, THAT'S A MUCH SMALLER ENDEAVOR, BUT I WOULD IMAGINE HAD IT HAD IT BEEN HERE, WE MIGHT SEE THAT THERE WOULD HAVE BEEN SUPPORT AND THERE MAY NOT HAVE. OF COURSE, I DON'T HAVE A CRYSTAL BALL, BUT BUT I JUST WANT TO POINT OUT WASN'T ON THERE. SO IT CERTAINLY WOULD NOT BE ONE OF THE USES.
RICK, COULD YOU YOU HAVE A PRESENTATION, I BELIEVE ONE QUESTION. I'M SO SORRY. THE TRAIL THAT YOU AND MR. JONES WERE TALKING ABOUT, THE ONE FUNDED BY THE COUNTY, WOULD THAT WOULD THE PLANNED ACCESS OF THAT SOMEHOW INTERFERE WITH THIS FARM, OR IS THAT A SEPARATE DOES THAT OCCUPY SEPARATE REAL ESTATE? IT'S A SEPARATE PIECE, BUT IT JUST MAKING SURE THAT THE TRAIL, THE EXISTING TRAIL AND SOUTH OF 380 CONNECTS TO THE NORTH. SO WE WOULD NEED TO MAKE SURE THAT THAT IS CONNECTED, CONNECTED TO THE TRAILS. OKAY. THANK YOU. YES. I THINK IT'D BE HELPFUL FOR US TO HEAR THE VISION. MR. WELLS. THANK YOU. MAYOR, CITY COUNCIL, FOR SAKE, THAT MY GLASS IS ON HERE. I'M GOING TO NEED YOU TO USE YOUR IMAGINATION JUST A BIT, OKAY? BECAUSE WHAT I'M PROPOSING TO DO IS VERY FEW PEOPLE'S PROPOSED UNITED STATES. WHAT MCKINNEY ROUTES DOES ON A DAY TO DAY BASIS, VERY FEW PEOPLE DO IN THE WORLD. WE DON'T HAVE A LOT OF PLACES OR THINGS THAT WE CAN GO TO AND USE AS AN EXAMPLE TO MAKE OURSELVES BETTER, RIGHT. AND SO WHAT I'M PROPOSING HERE AND WHAT I AND WHAT OUR BOARD IS PROPOSING, IS YOU'RE GOING TO HAVE TO USE SOME IMAGINATION BECAUSE I TRULY BELIEVE WHAT WE'RE PROPOSING CAN CAN MAKE NOT ONLY A HUGE A HUGE IMPACT FOR THE CITY OF MCKINNEY AND ITS COMMUNITY, BUT THE CITY OF MCKINNEY AS A MUNICIPALITY. OPEN SPACE IS SUPER. THANK YOU MA'AM. THANK YOU, THANK YOU, THANK YOU.
THIS IS BEING RECORDED. I KNOW, I THINK IT CAN ENHANCE THIS IN A LOT OF DIFFERENT WAYS. SO. A FEW
[00:40:02]
NUMBERS, 240,000 BEES WHICH HELP US PRODUCE ABOUT 20,000 POUNDS OF FOOD THIS YEAR, 200 DOZEN EGGS WITH 500 VOLUNTEERS ON OUR FARM ON A ON A YEARLY BASIS, WE DISTRIBUTE ALL THAT FOOD THROUGH EIGHT PARTNERS WITHIN OUR OUR CITY. WE EDUCATED 1600 KIDS LAST YEAR WITH OUR. AND WE'LL TALK ABOUT THAT A LITTLE BIT MORE IN THE FUTURE. 6300 MEALS WITH SAMARITAN INN AND COMMUNITY GARDEN KITCHEN. AND AGAIN, THE OTHER SIX PARTNERS THAT ACTUALLY HANDING OUT OUR FOOD. 350 FAMILIES ON A WEEKLY BASIS. WE GO SOME TIME AS HIGH AS A THOUSAND FAMILIES ON A WEEKLY BASIS DOING OUR HIGH PRODUCTIONS, BUT WE JUST KIND OF AVERAGE THAT OUT THROUGHOUT THE YEAR. MCKINNEY ROOTS. IT'S THE FOUNDATION IS A SEED PROJECT FOUNDATION'S BIGGEST INITIATIVES. THE FIVE ACRE REPURPOSED BASEBALL FIELD IN NORTHWEST MCKINNEY. THOSE ARE THE LIST OF OUR PARTNERS. WE GROW FOOD FOR THE INSECURE, BUT OUR BIGGEST, OUR BIGGEST GOAL IS EDUCATION. OUR BIGGEST GOAL IS TO HAVE PEOPLE COME OUT IN OUR COMMUNITY AND OUR SCHOOLS AND LEARN ABOUT WHY HEALTHY EATING AND WHY THAT IS SUCH AN IMPORTANT PIECE OF THE WORLD THAT WE LIVE IN. WE BELIEVE THAT A CHILD SHOULD BE GIVEN THE OPPORTUNITY AT A YOUNG AGE SO THAT THEY CAN GROW UP CURIOUS ABOUT EATING HEALTHY, NUTRITIOUS FOOD. THE FOUNDATION'S IS PARTNERING WITH MISD TO ENHANCE THE AGRICULTURE, NUTRITION AND EDUCATION OF THE DISTRICT'S SECOND GRADERS IN A COOPERATES WITH MISD CURRICULUM PROGRAM. THE TWO STEP PROGRAM HAS DEVELOPED THE ENHANCEMENTS, ENHANCES CLASSROOM INSTRUCTION AROUND PLANT LIFE CYCLES, NUTRITION AND AGRICULTURE, AND I DON'T KNOW IF YOU KNOW, BUT THE SECOND GRADERS IN MCKINNEY ISD, THEIR MAIN THING IS PLANT LIFE CYCLE. THAT'S KIND OF WHAT THEY KIND OF STUDY. ALL THROUGHOUT THE YEAR. SO WE WERE PERFECT FOR THEM TO HAVE A RELATIONSHIP WITH THEM. AND I FEEL LIKE THAT RELATIONSHIP WILL GO FOR YEARS AND YEARS AND YEARS. IT'S BEEN A SMASHING SUCCESS. THE STUDENTS HAVE HANDS ON LEARNING EXPERIENCE BY PLANTING SEEDS AND VEGETABLES AND COLLECTING CHICKEN EGGS. THE EXPERIENCE PROVIDES AN EQUAL LEARNING OPPORTUNITY WITH M ISD'S 21 ELEMENTARY SCHOOLS AND APPROXIMATELY 1600 STUDENTS PER YEAR, WE HAD FRAZIER, WE HAVE FRAZIER ELEMENTARY TOMORROW. I THINK WE ALSO PRODUCE EGGS 250, ABOUT 200 DOZEN EGGS ON A WEEKLY BASIS WITH 350 CHICKENS. 347 SOME OF THE PRODUCE FROM OUR HYDROPONIC GREENHOUSE THAT WE PRODUCE AND JUST IN GENERAL. AND IT'S EAGLE SCOUT MADE THAT SIGN. WE HAVE ALL KINDS OF YOUNG MEN, SERVICE LEADS IN BOY SCOUTS AND ALL TYPES OF VOLUNTEERS COME OUT TO OUR FARM. WHY DO WE WANT TO EXPAND THE PROGRAM? WE WANT TO EXPAND THE PROGRAM FROM AN EDUCATION AND COMMUNITY INITIATIVE. THAT'S AND I THINK THE FFA PROPERTY AND THE CITY AND YOU GUYS ARE WORKING WITH US IS HUGE. AND I AND I CANNOT TELL YOU HOW MUCH I APPRECIATE IT. I WANT TO TRY TO BRING IT MORE IN CENTER OF THE CITY. I THINK IT HAS HUGE BENEFITS FOR OUR CITY. IT HAS HUGE BENEFITS FOR OUR COMMUNITY. WE HAVE TO WE HAVE TO USE SOME IMAGINATION TO DO THAT. BUT THIS CAN HAVE HUGE IMPLICATIONS FOR OUR CITY. BY RELOCATING THE GRAY BRANCH PARKLAND, WE HAVE A MORE COMPREHENSIVE, COMPREHENSIVE EDUCATIONAL PROGRAMS ON HEALTHY LIFESTYLES, GARDENING AND ENVIRONMENTAL SUSTAINABILITY. I'M TALKING ABOUT SENIOR CITIZENS COMING OUT FOR NUTRITIONAL CLASSES. I'M TALKING ABOUT COLLIN COLLEGE, SUSTAINABLE AGRICULTURE, COMING OUT AND HAVING CLASSES. WE CAN TAKE THIS TO A WHOLE DIFFERENT LEVEL. INCREASED COMMUNITY ENGAGEMENT, A MOVE TO GRAY BRANCH WOULD INCREASE GREATER ACCESSIBILITY AND FOSTER A DEEPER, DEEPER COMMUNITY INVOLVEMENT IN OUR PROGRAMS. AND WE WILL SECURE OUR LONG TERM. WE NEED A LONG TERM LEASE TO SECURE OUR FUTURE, AND THAT'S MY MAIN FOCUS AS WELL AS AS WELL AS APPLYING FOR BIGGER GRANTS, EXPANDED FARM GARDEN WE PLAN TO CREATE A HALF ACRE COMMUNITY.THERE'S A THERE'S A AND I'LL TALK ABOUT JUST A BIT HERE IN A SECOND ABOUT NOT BEING ADA COMPLIANT. IF IT'S NOT ADA COMPLIANT, IT'S NOT OPEN TO THE PUBLIC. SO WHEN WE TALK ABOUT A HALF ACRE GARDEN OR AN ACRE GARDEN FOR THE COMMUNITY, WE'RE TALKING ABOUT FOR THE ENTIRE COMMUNITY, AND WE WILL MAKE SURE THAT WE ADDRESS ADA COMPLIANCE IN THESE KIND OF COMPLIANCE. WE WON'T DO IT. THAT'S JUST HOW WE OPERATE. YOU KNOW, IN GENERAL, A LITTLE BIT OF A TANGENT, BUT WE
[00:45:05]
CAN CERTAINLY KIND OF MAKE THAT HAPPEN. WE PLAN A HALF ACRE GARDEN WITH RESIDENTS THAT CAN LEARN SUSTAINABLE AGRICULTURE, OFFERING HANDS ON FARMING EXPERIENCES, EDUCATIONAL OPPORTUNITIES WHERE STUDENTS, VOLUNTEERS AND VISITORS CAN LEARN ABOUT SUSTAINABLE GARDENING AND FOOD SYSTEMS BY FARMING TO SERVE THE COMMUNITY, WE AIM TO CREATE A SPACE OF EDUCATION, CONNECTION AND A DEEPER APPRECIATION FOR LOCAL FOOD PRODUCTION. WE PLAN TO LABEL ALL THE TREES. WE PLAN TO LABEL ALL THE NATIVE PLANTS. WE PLAN TO PRODUCE AND ENHANCE THE VISITOR EDUCATION AND APPRECIATION OF THE NATURAL ENVIRONMENT BY EXTENDING AND MAINTAINING OUR 4.5 ACRE TRAIL SYSTEM IN PARTNERSHIP WITH NPF, WE WILL PROVIDE MORE OPPORTUNITIES FOR OUTDOOR RECREATION, EXPLORATION AND EDUCATION. WE ANTICIPATE ADDING AMENITIES LIKE BENCHES, SWINGS, PERGOLAS ALONG WITH PASTURE TRAILS, A PICNIC AREA AND WAYFINDING LEARNING OPPORTUNITIES THROUGHOUT THE PROPERTY, AND THEN WITH ROTATIONAL GRAZING TO FURTHER DEMONSTRATE SUSTAINABLE FARMING PRACTICES. WE PLAN TO INTRODUCE A ROTATING ROTATIONAL GRAZING SYSTEM WITH OUR COWS SHEEP, ALONG WITH OUR 16 CHICKENS THAT WILL NOT ONLY PROVIDE A MORE DIVERSE RANGE OF PRODUCTS, BUT WILL ALSO HELP SOIL FERTILITY THROUGH REGENERATIVE AGRICULTURE TECHNIQUES. SO THAT MAP EARLIER THAT WAS THAT WAS SHOWN. THIS WAS THE MAP WITH WITH KIND OF THE ENHANCED TRAIL. SO THE ORANGE, THE TRAILS YOU KIND OF ALREADY HAVE, THE PURPLE WILL BE NEW TRAILS. AND SO IF YOU REALLY LOOK AND YOU REALLY BREAK DOWN, OUR ASK IS TO TAKE THAT TOP AREA WHICH IS OUT OF THE FLOODPLAIN. YOU CAN SEE THAT ON THAT SOUTH SIDE. AND BECAUSE REALLY NOTHING ELSE IS BEING USED FOR THAT FLOODPLAIN. AND IT'S NOT EASY.IT'S NOT IT'S I DIDN'T EVEN THINK IT WAS ON PEOPLE'S RADAR SCREENS REALLY. BUT OKAY. BUT WE'RE JUST PROPOSING THAT WE COULD MAKE THAT SO MUCH NICER AND MORE EDUCATIONAL AND JUST USE THE WHOLE THING. I, AS FAR AS THE MCKINNEY ROOTS GOES, I NEED 5 TO 6 ACRES. YOU KNOW, AND BUT WE CERTAINLY WANT TO BRING LIVESTOCK IN TO OUR PROGRAMS, WHICH OBVIOUSLY HELPS ALL KINDS OF SOIL FERTILITY AND ALL KINDS OF EDUCATION. SO WHEN GRAY BRANCH CAME UP, WHEN I WHEN I SAY CAME UP, I DROVE OUT THERE ONE DAY LOOKING FOR BECAUSE I'VE LOOKED AT A LOT OF DIFFERENT PLACES WITHIN THE CITY TO MOVE MCKINNEY ROOTS. MY MAIN GOAL HAS ALWAYS BEEN A CENTER OF THE CITY AS I CAN. AS WE MARCH NORTH AND WE AND OUR CITY MOVES NORTH, THE MORE THE CENTER OF THE CITY FOR ME WILL MAKE IT MUCH MORE FROM AN EDUCATIONAL STANDPOINT. MCKINNEY ROOTS OF GRAY BRANCH WILL BE THE REGION'S NATURAL, UNIQUE DESTINATION, CONNECTED BY CITY TRAILS FROM DOWNTOWN NORTH MCKINNEY AND STONEBRIDGE SOUTH, AND STONEBRIDGE AND SOUTH. CAN YOU IMAGINE GETTING ON YOUR BIKE IN DOWNTOWN MCKINNEY RIDING A BIKE OUT TO THIS, TO THIS GARDEN AND ALL THESE TREES ARE LABELED, AND ALL THESE PLANTS ARE LABELE, AND TAKE A WALK WITH YOUR FAMILY AND THEN GO AND HAVE A PICNIC IN THE CORNER THAT'S ATTAINABLE. IT'S ATTAINABLE. DUE TO THE BEAUTIFICATION OF PARKLAND THROUGH WILDFLOWERS, TREE PLANTINGS, AND TRAIL SYSTEM, GRAY BRANCH PARKLAND IS ALREADY ONE OF THE MOST PHOTOGRAPHED PLACES IN MCKINNEY AND MCKINNEY. ROOTS WILL EVEN ADD TO THAT, AND SO. I DON'T FEEL LIKE I CAN ALWAYS DO BETTER, ESPECIALLY WHEN SOMEBODY COMES UP AND TALKS ABOUT THE THINGS THAT I DIDN'T THINK ABOUT. I WAS CERTAINLY A LEARNING PROCESS FOR ME, BUT WE ARE, YOU KNOW, WHEN I STARTED HEARING THERE MAY BE PUSHBACK WITH THE CITY. I WANTED TO KNOW WHAT THOSE THINGS ARE, BECAUSE IF I UNDERSTAND WHAT THOSE THINGS ARE, IT'S JUST GOING TO MAKE US BETTER AS AN OPERATOR AND TO ANSWER SOME OF THESE QUESTIONS. SO THE PROPOSED USE IS NOT CONSISTENT WITH MASTER PARK PLANS AND PUBLIC PARKLAND. THE LATEST UPDATE, THE GRAY BRANCH PARKLAND, WAS COMPLETED IN 2012. AND I'M NOT GOING TO READ THAT BECAUSE AMY ALREADY JUST KIND OF SHE REALLY ALREADY KIND OF ADDRESSED THAT PROPOSED USE IS NOT APPROPRIATE USE FOR PUBLIC PARKLAND. THERE'S SIMILAR USES OF PUBLIC LAND, AND PARKLAND CAN BE FOUND THROUGHOUT THE COUNTRY IN DIFFERENT FORMS. AND I HAVE A PRETTY HIGH LEVEL SUMMARY OF THAT AT THE VERY END
[00:50:02]
OF THIS DOCUMENT. THIS UNIQUE PROJECT WILL POSITION MCKINNEY AS A MODEL FOR URBAN AND SUBURBAN FARMING AND SUSTAINABILITY ON A NATIONAL SCALE. NOT ONLY WILL IT PRODUCE MORE THAN 30,000 POUNDS OF FOOD ANNUALLY FOR AREA AGENCIES AND EXPAND RELATIONSHIPS WITH MISD, COLLIN COLLEGE AND OTHER LEARNING INSTITUTIONS, BUT IT WILL LEVERAGE AND ADD TO THE EXISTING NATURAL NATURE TRAILS CREATED BY PARKS DEPARTMENT. MCKINNEY PARK AND THE MCKINNEY PARKS FOUNDATION. THE FACILITIES ARE PROPOSED. USE WOULD NOT WOULD BE IN FLOODPLAIN. AS I STARTED THE PROJECT, MY MAIN ONE OF MY MAIN THOUGHTS WOULD BE HOW FAR CAN I GET IT FROM THE NEIGHBORHOOD? HOW FAR CAN WE BUILD SOMETHING TO ENCOURAGE PEOPLE TO COME FROM 380, WHICH IS A MUCH BETTER, WIDER DRIVE THAN COMING FROM RIDGE. AND AT THAT REALLY TIGHT DRIVE IN THROUGH THAT NEIGHBORHOOD. SO I FEEL LIKE THAT WE CERTAINLY DON'T WANT TO PUT THINGS IN FLOODPLAINS EITHER, BECAUSE IT WILL DRIVE UP OUR COST. RIGHT. AND ALSO IT WOULD BE HARD IF WE DID SOMETHING IN A FLOODPLAIN AND WE BUILT SOMETHING IN A FLOODPLAIN IN 10 OR 15 YEARS FROM NOW, IF WE HAD TO UNWIND THAT FOR ANY REASON AND THE CITY NEEDED THAT FOR ANY REASON, THAT WOULD BE MUCH HARDER TO US TO UNWIND THERE. SO I DO THINK THAT WE HAVE TO TAKE A STEP BACK AND LOOK AT AT THAT CERTAIN PROPOSAL AND SEE IF THAT WORKS SOMEWHERE ELSE ON THIS PROPERTY. THAT WOULD NOT CAUSE THE CITY AS MUCH HEARTBURN. AND US AS WELL. FROM A COST STANDPOINT, THAT WAS OUR MOTIVATION WAS IS TRYING TO GET THAT AS FAR AWAY FROM THAT NEIGHBORHOOD AS WE POSSIBLY COULD. LACK OF ADEQUATE UTILITIES. I THINK AMY'S KIND OF SPOKE ON THAT AS WELL. I THINK THAT'S SOMETHING DOABLE THAT WE CAN WE CAN CERTAINLY GET PAST EXISTING BUILDING NEEDS. THE STORAGE FOR PARK MAINTENANCE AND EQUIPMENT. MCKINNEY PROPOSES ENHANCES ENSURING THAT THAT EXISTING BARN. I THINK WE CAN USE THAT BARN FOR ALL DIFFERENT KINDS OF WAYS. I THINK THE CITY MCKINNEY ROOTS MPF, WE CAN FIGURE THAT'S A 7000 SQUARE FOOT BARN. THERE'S A LOT OF SPACE SO THAT WE CAN USE IT, AT LEAST INITIALLY. AS WE GET STARTED. POTENTIAL LENGTH OF LICENSE LEASE AS A RESTRICTION FOR FUTURE PARK DEVELOPMENT. I THINK WE CAN WORK THROUGH THAT, I REALLY DO IF YOU KIND OF SEE THE BACKGROUND OF WHAT GRAY RANCH IS AND WHAT ITS FUTURE, THE NEXT 10 OR 15 YEARS IS AND WHAT'S GOING ON WITH THE CITY. I DO THINK THAT THAT THAT, THAT LEASE AND THAT AND THE LENGTH OF THAT AGREEMENT IS SOMETHING THAT WE CAN CERTAINLY WORK THROUGH A THROUGH G PUBLIC PARKING. WE UNDERSTAND THAT IF WE TAKE THIS, THIS, THIS SPACE OVER THAT, WE'LL HAVE TO COME IN AND BUILD A PARKING LOT. AND THAT WAS THAT'S A BIG PIECE OF OUR FEASIBILITY STUDY. HOW MUCH DOES THAT COST? WHAT CAN WE DO THAT WE HAVE TO MAKE IT ADA COMPLIANT. AND WE UNDERSTAND THAT. AND WE WANT TO DO THAT ADEQUATE LIGHTING. THAT'S SOMETHING THAT I WOULD JUST REALLY VISIT WITH THE PARK BOARD AND THE PARKS DEPARTMENT. WHEN CAN WE CLOSE THIS DOWN OR CERTAIN PARTS CARS THAT DO WE EVEN DO WE NEED IT TO BE OPEN AT NIGHT? THERE'S A LIVESTOCK ELEMENT THERE. THERE'S A FARM ELEMENT THERE. COULD WE HAVE HOURS OF OPERATION WHERE WE DON'T NEED LIGHTS? AND IF WE DO NEED LIGHTS FROM A SAFETY STANDPOINT, WHAT COULD SOME OF THOSE LIGHTS BE? AND I CERTAINLY THINK WE CAN WE CAN WORK THROUGH THAT ADA COMPLIANCE. ABSOLUTELY, POSITIVELY WE CAN MAKE THAT HAPPEN AND JUST HAVE TO STUDY THAT CODE COMPLIANCE. WE CAN CERTAINLY MAKE THAT HAPPEN. ADEQUATE SIGNAGE, SIGNAGE WILL HAVE TO DO THAT. ADEQUATE SAFETY MEASURES FOR ANY LIVESTOCK. THOSE ALL A THROUGH G TO ME ARE THINGS THAT WE CAN REALLY WORK WITH THE CITY ON. AND THE PARKS DEPARTMENT AND REALLY GET THEM TO FEEL GOOD ABOUT WHERE WE ARE. RIGHT? THIS IS NOT MY LAST PROJECT WITH THE CITY OF MCKINNEY. I REALLY LIKE TO WORK WITH THE CITY. THE STAFF HAS ALWAYS WORKED WITH ME TREMENDOUSLY, AND I FEEL LIKE BECAUSE I TRY TO WORK WITH THEM. SO ANYTHING THAT WE DO FROM THAT STANDPOINT, I FEEL LIKE WE CAN REALLY MAKE THAT HAPPEN. JUST KIND OF A LEGEND OF KIND OF WHERE THAT FIRST RENDERING WAS. THERE'S A THERE'S A LOT OF THAT IS, IS KIND OF A PIPE DREAM AS WELL. TRY TO PUT EVERYTHING ON THERE AS I POSSIBLY COULD. IF YOU BUILT IT COMPLETELY OUT, THAT'S THE WAY IT WOULD LOOK BEAUTIFUL AND HERE'S SOME OF THE FARMS THAT ARE IN THE UNITED STATES. SEATTLE'S BEACON FARM FOREST IS SEVEN ACRES OF PUBLIC PARK LAND BATTERY, URBAN FARM AND BATTERY PARK. LOWER MANHATTAN IS ONE ACRE OF PARKLAND. TRULY LIVING WELL CENTER OF NATURAL URBAN AGRICULTURE IN ATLANTA, GEORGIA, IS FIVE ACRES, ONE INCLUDING[00:55:02]
PARKLAND. SO YOU CAN JUST SEE THOSE EXAMPLES OF HOW THIS IS HAPPENING IN THE UNITED STATES, HOW WE CAN WITH A WITH SOME IMAGINATION AND SOME AND WORKING TOGETHER, I THINK WE CAN REALLY MAKE A REALLY BEAUTIFUL PLACE TO COME AND LEARN ABOUT FOOD, LEARN ABOUT NATURE, LEARN ABOUT OPEN SPACE AND ALL THE THINGS THAT A LOT OF PEOPLE MOVE TO MCKINNEY FOR. SO I'LL STAND AND ANSWER QUESTIONS. RICK. I'LL START WITH THE COMMENT. YOU KNOW, YOU SAID YOU JUST WANT US TO USE OUR IMAGINATION. I CANNOT IMAGINE A MORE A MORE EXCITING PARK EXPERIENCE THAT I COULD TAKE MY GRANDKIDS TO. YOU KNOW, WHEN I, WHEN I SAW THE WHEN I SAW ONE OF THE THINGS THAT SAID, YOU KNOW, MAYBE NOT A I HAVE TO GO BACK AND READ IT SPECIFICALLY, NOT AN APPROPRIATE USE OR WHATEVER THAT WAS. I MEAN, GOSH, I THINK OUR PARKS AT THE CORE, OUR PARKS ARE ARE AREAS THAT WE HOPE TO HAVE THE COMMUNITY AND FAMILIES COME AND ENGAGE IN DIFFERENT ACTIVITIES THAT THAT'S THAT'S OUR THAT'S THE CORE PURPOSE OF PARKS TO COUPLE THAT WITH, WITH THE LEARNING EXPERIENCE. AND WHEN YOU TALK ABOUT LABELING TREES AND CHICKEN COOPS AND ALL THOSE THINGS, FOR ME, THE IDEA OF BRINGING MY GRANDKIDS THERE AND EXPERIENCING A PARK LIKE THAT AND THOSE AMENITIES IS HUG.I THINK THAT IS A THAT IS A COMMUNITY IDENTIFIER AND I LOVE IT. THANK YOU. GREAT. I'VE SUPPORTED YOUR SEED PROJECT. I'VE BEEN TO YOUR DINNERS, I'VE TAKEN YOUR FARM TOURS, AND I REALLY APPRECIATE EVERYTHING THAT YOU'VE DONE FOR THE CITY OF MCKINNEY. YOU'VE BEEN DOWN HERE TO ASK US TO HELP YOU OUT WITH ONE OF YOUR RESTAURANTS. IN THE RECENT PAST, AND WE'VE ACCOMMODATED YOU, AND YOU'VE EVEN BEEN GRACIOUS TO MY FAMILY OUTSIDE OF ME. THIS IS NOT FARMLAND. AND THERE ARE OTHER AVENUES AVAILABLE TO YOU. YOUR ASSOCIATED WITH THE MCKINNEY INDEPENDENT SCHOOL DISTRICT. THEY'VE MADE AN OFFER FOR YOU TO COME OUT TO OLD MILL ROAD, WHICH IS MORE APPROPRIATE SETTING AND I JUST CANNOT SUPPORT THIS ONE. OKAY. CAN I RESPOND TO THAT EITHER BECAUSE I THINK I THINK THAT WHEN WE THINK OF FARM, WE THINK OF FARM IN ONE AND ONE AVENUE. THIS IS NOT JUST A FARM, CHARLIE. THIS IS THIS IS A THIS IS A IMMERSIVE EDUCATIONAL EXPERIENCE ABOUT NATURE. IT REALLY IS. THE FARM IS JUST TUCKED IN THE FIRST FIVE ACRES OF IT. AS FAR AS YOUR YOUR VEGETABLE PRODUCTION. RIGHT. BUT THEN YOU HAVE ALL THIS UNUSED ACREAGE THAT IS NOT IT'S NOT DOING ANYTHING. YOU COULD ENHANCE THAT SO MUCH MORE. BUT IF YOU JUST KIND OF THINK OF IT AS A FARM AND A FARM, ONLY THEN YEAH, IT WOULD BE MUCH BETTER TO GO. IT WOULD BE MUCH BETTER TO GO TO OUT BY THE AIRPORT WITH THE FFA BARN, WHICH IS A GREAT PIECE OF PROPERTY. WE SWING AND MISS OUR COMMUNITY PIECE OF IT. IF WE THINK IT'S JUST A FARM. I THINK IT'S AN EXCELLENT IDEA. THANK YOU AND I'M VERY SUPPORTIVE OF IT. I LOVE THE FACT THAT YOU'RE GETTING THE KIDS INVOLVED BECAUSE AS A SOCIETY, WE'RE GETTING AWAY FROM NUTRITION AND IT'S GREAT THAT THE KIDS GET TO GO AND SEE HOW TO GROW SOMETHING AND SEE WHAT TO EAT. I MEAN, WE'VE BEEN HANDING THEM HAMBURGERS AND FRENCH FRIES FROM MCDONALD'S AND WENDY'S AND WHOEVER, AND IT'S TIME AS A SOCIETY TO GET BACK TO TEACHING THESE PEOPLE HOW TO GROW THEIR OWN FOOD, LETTING THEM KNOW WHERE IT COMES FROM, EATING HEALTHY. AND I THINK IT'S A GREAT IDEA. THIS IS A UNIQUE IDEA. THAT'S WHY IT DOESN'T FIT REALLY IN THE PARK MASTER PLAN.
I AGREE WITH WITH THE MAYOR THAT IF IT DID, I THINK IT WOULD BE A PRIORITY AMONG OUR CITIZENS. SO I'M VERY MUCH IN SUPPORT OF IT. I'M GOING TO CALL A SPECIAL SHOCKING GUEST STAR FOR A MOMENT, IF THAT'S OKAY. MR. TILTON, WOULD YOU COME UP HERE FOR A MOMENT? STEVE TILTON, OUR ASSISTANT CITY MANAGER, AND, AMY, MAYBE YOU COULD JOIN HIM, TOO. OH, YEAH, THAT MIGHT BE NEXT. STEVE. THE CITY ACQUIRED THIS PARK LAND IN 2016, AND IT DOES HAVE FLOODPLAIN IN IT. JUST TELL ME IF THIS CAME AVAILABLE TODAY, IF WE DIDN'T OWN IT, IF THIS WAS OWNED BY SOMEONE
[01:00:02]
PRIVATELY, WOULD THE CITY BE IN THE MARKET FOR THIS LAND? I CERTAINLY WOULD WANT TO CONFER WITH OUR STAFF TO MAKE SURE WE WOULD. WE WOULD WANT TO DO THE SAME TYPE OF STUDIES THAT WE DID IN 2016. I DO THINK IN 2016, WHILE I WAS NOT HERE, AS I UNDERSTAND IT, YES, WE DID. WE DID STUDIES ON THE FLOODPLAIN. THE FACT THAT IT DOES NOT SEEM LIKE THIS AREA WILL BE USED FOR SOCCER FIELDS, RIGHT? PROBABLY PLAYS A DETRIMENT TO THE CITY IN TERMS OF WHAT IT WOULD. WHAT WOULD IT BE USED FOR? I WASN'T GOING TO MAKE ANY COMMENT, BUT SINCE YOU SINCE YOU CALLED ME UP, IF I MAY AT LEAST FROM I'LL SPEAK FROM STEVE TILTON'S PERSPECTIVE, AND I THINK I CAN SPEAK FOR STAFF AND MR. WELLS BEING HERE. STAFF IS NOT NOT SUPPORTIVE OF THIS PROJECT. IF YOU THINK ABOUT, AT LEAST IN MY MIND, WHEN YOU THINK ABOUT DEVELOPMENT, THE TERM LOCATION, LOCATION, LOCATION COMES TO MY MIND AND IN STAFF'S IN STAFF'S ESTIMATE, THERE IS ANOTHER PIECE OF PROPERTY UNDER DEVELOPMENT, THE SCHOOL SITE THAT CERTAINLY UNDERSTAND MR. WELLS IS NOT GOING TO TRY AND DEBATE HIM ON THAT, BUT IN STAFF'S MIND BELIEVES IS AN APPROPRIATE USE FOR THE PARCEL IN THIS PARTICULAR CASE, SOMETIMES WITH DEVELOPMENT, YOU SEE JENNIFER ARNOLD UP HERE. SOMETIMES THAT STAFF NEEDS TO MAKE A RECOMMENDATION TO THE COUNCIL BASED ON, IN THIS PARTICULAR CASE, THE MASTER PLAN THAT WAS APPROVED BY THE CITY COUNCIL AND THE USES THAT ARE IN IT. IT'S CITY COUNCIL'S DETERMINATION WHETHER THERE IS ANOTHER USE THAT IS APPROPRIATE FOR THIS LAND. BUT IN TERMS OF HOW THE CITY STAFF AND EITHER DEVELOPMENT OR IN THIS CASE, IN PARKS NEEDS TO MAKE A PROFESSIONAL RECOMMENDATION TO THE CITY COUNCIL. IT'S BASED ON BASICALLY THE GUIDELINES THAT HAVE BEEN ALREADY PROVIDED BY THE CITY COUNCIL. SO WHICH IS WHY YOU'RE HEARING FROM STAFF AS IT SITS TODAY IN THE MASTER PLA.WE DO NOT BELIEVE THAT THIS USE FITS WHAT'S IN THE MASTER PLAN. OF COURSE, AS AMY STATED, IF THE CITY COUNCIL BELIEVES THAT IT IS AN APPROPRIATE USE. AND OF COURSE WE'RE GOING TO WORK WITH MR. WELLS AND WE'RE GOING TO MAKE IT THE BEST PIECE OF PROPERTY AND FARM AND MCKINNEY ROOTS DEVELOPMENT THAT IT CAN BE. THANK YOU VERY MUCH. YOU'RE WELCOME. I WANT TO INTRODUCE A COUPLE OTHER POINTS THAT HAVE NOT. AND I'M DONE STEVE. SO THANK YOU. I'M JUST GOING TO GO ON A BIT OF A MISSIVE THAT I'M GOING TO GO BACK TO. RICK, THIS IS A TOUGH PIECE OF LAND. HERE'S BASICALLY I'M THE LIAISON TO THE PARKS DEPARTMENT. HERE'S BASICALLY WHAT PARKS LOOK LIKE IN THIS CITY. WE'RE GOING TO BE TAKING UP THE TALK ABOUT COLIMA RANCH, WHICH IS 2600 ACRES OF HOUSING. IT'S GOING TO NEED PARKS. THE DEVELOPERS ARE GOING TO DO PARKLAND DEDICATION. WE HAVE TO BUILD NEIGHBORHOOD PARKS. THAT'S WHAT PEOPLE WANT. WE JUST PUT A PIG IN THE PYTHON FOR PARKS, WHICH IS TOWN LAKE. WE ARE REDOING THAT. THAT IS THE PIG IN THE PYTHON. IT'S GOING TO TAKE A LOT OF YEARS FOR US TO GET THROUGH THAT WORK AND DO THE EXPENSES. WHAT I WOULD MAINTAIN IS IF THIS CAME UP TO ME, IF SOMEONE WAS COMING UP TO SELL THIS TO ME AND I HAD A DECISION TO MAKE ON CITY COUNCIL, I WOULD NOT WANT TO BUY THIS LAND. AND THERE'S A COUPLE REASONS WHY THE INGRESS EGRESS IS BAD. IF ANYONE'S EVER BEEN ON GRAPE RANCH ROAD, YOU'LL KNOW THAT IT IS ONE OF THE MOST PROFOUNDLY BEAUTIFUL ROADS IN MCKINNEY, AT LEAST IN MY OPINION. THERE'S NO CURBS, CANOPIES OF TREES. IT'S JUST ASPHALT. BUT IT'S IN AN ESTABLISHED NEIGHBORHOOD. WHAT THE CITY DOESN'T REALLY DO AT LEAST IN MY TENURE, IS WE DON'T GO INTO ESTABLISHED NEIGHBORHOODS BY 60 ACRES. AND THEN START MASTER PLANNING AROUND THOSE NEIGHBORS. THOSE NEIGHBORS ARE GOING TO COME OUT AND THEY'RE GOING TO SAY, HEY, WE HAVE BAND. WE WERE HERE, YOU KNOW, THIS IS OUR NEIGHBORHOOD NOW, WHAT THIS DOES IS IT TAKES LAND THAT WE OWN THAT IN, REALLY IN MY MIND, FOR THE NEXT TEN YEARS, WE'RE NOT GOING TO BE ACTIVATING THIS. WE'RE GOING TO HAVE DEMANDS UP IN HONEY CREEK. WE'RE GOING TO HAVE DEMANDS UP IN A LOT OF AREAS TO DO PARKS THAT ARE NOT GOING TO INCLUDE THIS. THERE WILL COME A TIME WHEN MCKINNEY IS BUILT OUT AND WE'RE LOOKING INWARD FOR INFILL PARKS. AND THIS WILL PROBABLY COME ON THE AGENDA AT THAT TIME.
AND I DON'T WANT TO MAKE A DECISION TODAY THAT'S GOING TO IMPACT WHAT THAT COUNCIL MIGHT DO, BUT I DON'T THINK THAT'S GOING TO HAPPEN FOR THE NEXT TEN YEARS, FOR THE NEXT TEN YEARS.
WHAT I FULLY EXPECT FROM THIS PIECE OF LAND IS WE'RE GOING TO HAVE NATURE TRAILS, AND IT'S GOING TO HAVE RATS, AND IT'S GOING TO HAVE FLOODS. AND SO I'VE KIND OF GOT AN EITHER OR THERE. WHAT I'M NOT ANXIOUS FOR IS FOR THE CITY. AND RICK, YOU HEARD THIS AND THIS IS KIND OF A QUESTION FOR YOU. WHAT I'VE BUILT A CASE FOR IS THAT THE PARKS BUDGET HAS NEEDS FOR THE NEXT TEN YEARS. WITH THE GROWTH THAT WE ANTICIPATE IN THIS CITY AND WHAT WE'RE DOING TO REDO TOWN LAKE, WHICH IS A HUGE, GREAT PROJECT. BUT IF WE NEED POWER IN HERE AND SEWAGE AND STUFF LIKE THAT, ARE YOU INDICATING THAT YOUR GROUP WILL HAVE THE WHEREWITHAL TO SEE THAT THROUGH WITHOUT COMING TO THE CITY FOR THAT? YES. OKAY. SO BARRING ANY UNFORESEEN THINGS THAT I DON'T KNOW. OKAY. BUT FROM WHERE YOU STAND RIGHT NOW, I CURRENTLY HAVE YES. AS A MAN OF GOODWILL, THAT'S THE ANSWER. SO MUCH LIKE THE MAYOR, THIS IS AN OUTSTANDING, VERY UNIQUE
[01:05:03]
OPPORTUNITY TO BE VERY ADDITIVE. IS IT IS IT DRAWING OUTSIDE THE LINES ON PARKS A LITTLE BIT.YEAH, IT IS. BUT YOU KNOW, WE HAVE PARKS, LAND AND PARKS HERE THAT THAT HAVE RESTRICTIONS FOR PUBLIC USE ON THEM. AND I'M JUST GOING TO LIST A FEW THE SOCCER FIELDS WE HAVE, WE WENT THROUGH A THING A COUPLE MONTHS AGO AT CRAIG RANCH. A GUY WANTED TO BASICALLY TAKE HIS REC TEAM TO PLAY SOCCER ON THOSE FIELDS. CAN'T DO IT WITHOUT WORKING THROUGH THE MSA. THE MCKINNEY SOCCER ASSOCIATION. WE KIND OF HAVE RULES WITH THESE FIELDS. WE HAVE SIMILAR CONCERNS WITH THE COURTS OF MCKINNEY. IF YOU WANT TO GO TO THE APEX, YOU GOT TO BUY A MEMBERSHIP, EVEN THOUGH IF YOU'RE A TAXPAYER, IT'S A LITTLE BIT CHEAPER. SO PARKS IS NOT ALL BONNIE WINK RIGHT. BUT WHAT RICK, YOU'RE PROPOSING IS THERE ISN'T GOING TO BE A FEE FOR ENTRY TO MCKINNEY CITIZENRY OR REALLY ANYONE FOR THAT MATTER, TO COME AND PLY THEIR CRAFT ON THIS. AND CURRENTLY PLYING THEIR CRAFT MEANS WALKING ON NATURE TRAILS. BUT YOU'RE TALKING ABOUT ADDING A LOT MORE TO IT. SO IF WHAT YOU'RE TALKING ABOUT IS AND I'M JUST GOING TO USE A FILL IN THE BLANK FOR TEN YEARS, BUT IF YOU'RE TALKING ABOUT FOR THE NEXT TEN YEARS, AND I CANNOT IMAGINE THAT OUR PARKS DEPARTMENT IS GOING TO BE ABLE TO ACTIVATE THIS LAND IN ANY MEANINGFUL WAY IN TEN YEARS, ESPECIALLY WITH THE INGRESS EGRESS ISSUES THAT I MENTIONED. AND WITH THE BASICALLY, THE NEIGHBORS COMING TO US. I THINK THIS IS A HUGE WIN. THANK YOU. MICHAEL, WHAT ARE YOUR THOUGHTS? NO, THAT'S KIND OF KIND OF WHAT I WAS REFERRING TO IN MY QUESTION IS LIKE, IS HAD THIS PROJECT NOT COME UP, WHAT WOULD THIS LAND BE? IT WAS SITTING VACANT BEFORE I EVEN GOT ON COUNCIL. MY COMMUNITY I ACTUALLY LIVE IN AUBURN HILLS. I LIVE NORTH OF HERE. AND THE BIGGEST THING WHEN I EVEN RAN FOR COUNCIL IS THEY WANTED THE NATURE TRAILS TO BE BUILT AND THEY KEEP ASKING WHEN ARE THE TRAILS ARE GOING TO BE BUILT, YOU KNOW, SO AND EVEN THROUGH THE PRESENTATION WE'VE SEEN THAT, YOU KNOW, IT WAS PUT ON HOLD FOR THE SOCCER FIELDS. I MEAN, I THINK YOU CAN STILL DO THIS PROJECT AND HAVE NATURE, YOU KNOW, NATURE TRAILS, WHICH I STILL IT ENHANCES. IT MAKES SURE THAT IT'S DONE. YOU KNOW, WITH ALL THIS, I THINK THE MOST IMPORTANT THING IS THE PEOPLE NORTH OF 380 WANT TO BE ABLE TO RIDE THEIR BIKES AND GET TO THE SOUTH OF 380 WITHOUT HAVING TO GET ON 380, YOU KNOW? SO TO ME, THAT'S THE MOST IMPORTANT THING AS FAR AS THE PARK ITSELF, I DON'T REALLY KNOW. I MEAN, I GRAY BRANCH IS ONE OF THE PRETTIEST ROADS IN MCKINNEY. IF ANYBODY'S EVER HAD TO, LIKE, DRIVE ON IT TO ADD BALL FIELDS AND ALL THIS, YOU KNOW, OTHER STUFF. I DON'T EVEN KNOW HOW YOU WOULD GET PARKING DOWN THOSE THAT THAT TIGHT ROAD, I DON'T KNOW. I MEAN, THERE'S A LOT OF ENGINEERING THAT WOULD HAVE TO GO INTO THAT. AND SO I FOR ME, JUST A PERSON THAT GOES ON THAT ROAD QUITE FREQUENTLY, WHAT ELSE COULD IT BE? YOU KNOW, SO TO HAVE A COMMUNITY FARM OR EVEN JUST A COMMUNITY OPEN SPACE IS THE ONLY THING I CAN THINK OF WITH TRAILS AND, AND SO I'M, YOU KNOW, I'M, I'M AN ADVOCATE FOR IT. I THINK MY ONLY CONCERN IS, IS THAT IT IS PARKLAND. YOU KNOW, AND, YOU KNOW, YOU'RE A NONPROFIT, BUT AS OTHER NONPROFITS SEE THAT. I MEAN, I THINK, YOU KNOW, YOU HAVE TO BE WILLING TO WORK WITH OTHER NONPROFITS THAT THAT WANT TO BE ON THAT SITE, TOO, BECAUSE IT IS PUBLIC LAND AND IT'S YOU KNOW, AND AGAIN, I DON'T KNOW IF WE IF THIS WASN'T BROUGHT UP, PEOPLE WOULDN'T EVEN KNOW ABOUT GREEN BRANCH PARK AND THEY WOULDN'T EVEN BE TALKING ABOUT IT. BUT NOW THAT WE ARE BRINGING IT UP AND IT MAY SPUR THE CONVERSATIONS ABOUT, HEY, WHAT? WHAT CAN I DO THERE? AND SO, I MEAN, I'M THERE FOR THE PARK. I MEAN, I'M THERE FOR THE, THE EVEN IF YOU WANT TO HAVE A COMMUNITY FARM, BUT THE WILLINGNESS I MEAN, YOU HAVE TO UNDERSTAND THAT YOU BEING THERE IS GOING TO DRAW MORE ATTENTION TO IT, AND YOU HAVE TO BE ABLE TO WORK WITH OTHER PEOPLE THAT ARE CITIZENS OF MCKINNEY THAT MAY HAVE OTHER IDEAS. YOU KNOW, I WOULD SAY THAT REMEMBER, WE PSA IS AN EXAMPLE OF SOMETHING WE DID WITH PARKLAND, AND THAT'S A IT'S YOU KNOW, I DON'T KNOW THAT WE EVER CONTEMPLATED THAT THAT WAS GOING TO OPEN THE DOOR.
AND, AND PSA WAS GOING TO HAVE TO, YOU KNOW, THINK ABOUT WHAT OTHER ENTITIES WANTED TO COME IN WITH WITH SIMILAR USES OR WHATNOT. I MEAN, WE HAVE PRECEDENTS IN THE CITY FOR DOING THINGS VERY SIMILAR TO THIS REQUEST. THE ONLY THING I WOULD SAY IS VERY DIFFERENT ABOUT THIS THAN PSA IS PSA. WHEN MY KIDS WENT THERE, OF COURSE THEY PAID AND PAID TO PLAY IN LEAGUES AND ALL THAT. HERE THERE'S THIS IS A AND YOU TALK ABOUT AN EXPERIENCE THAT WE'RE ABLE TO OFFER. AND I SAY KIDS BECAUSE I'M THINKING OF MY GRANDKIDS. BUT OLDER ANYBODY TO BE ABLE TO GO OUT AND ENJOY THAT PROPERTY IN A EDUCATED EDUCATING WAY, A PASSIVE WAY, I MEAN, WE TALK ABOUT TRAILS,
[01:10:04]
ACTUALLY, THERE'S ALREADY FOUR POINT SOME MILES OF THE TRAILS THAT ARE BUILT THERE, WHICH ARE FANTASTIC. IF ANYONE HASN'T BEEN THERE, EXPERIENCE THEM. YOU SHOULD. BUT TO HAVE TO HAVE THIS INTERWOVEN WITH IT AND TO ME, THIS IS A THIS IS AN OPPORTUNITY FOR THE CITY TO DO SOMETHING SPECIAL, UNIQUE AND LEADING. SO I'M I'M ALL IN ON THAT. I THINK IT'S FANTASTIC IDEA. I WOULD LIKE TO ADD THAT WE HAVE SUPPORT FROM ALL THE, THE, THE PEOPLE WHO LIVE ON THE STREET. AND I THINK THAT THAT'S IMPORTANT TO US BEFORE WE EVEN STARTED DOWN THIS PATH, IF WE DID NOT HAVE SUPPORT OF THE NEIGHBORHOOD AND THE PEOPLE WHO LIVE THERE, WE WERE NOT GOING TO GO DOWN THIS PATH. AND SO WE HAVE A LOT OF SUPPORT ON GREAT BRANCH AS WELL. JUSTIN, STEVE, CAN I ASK YOU A QUESTION? CALLING MY SPECIAL GUEST STAR? YEAH. HE IS. SO, STEVE, I LISTENED TO THE MCDUCK.STRATEGIC PLANNING CONVERSATION THAT THEY HAD A COUPLE OF MONTHS AGO, AND THEY WERE TALKING ABOUT THE ALLOTMENT THAT THEY GIVE TO THE CITY, TO THE PARKS EVERY YEAR, WHICH I THINK IS FIVE AND A HALF DOLLARS MILLION A YEAR. AND THERE WAS SOME CONSTERNATION OR CONCERN THAT THERE IS A BACKLOG IN THE PARKS DEPARTMENT. AND I DON'T KNOW WHAT TERM. PATRICK JUST USED PIG IN A SOMETHING LIKE A PYTHON PIG IN A PYTHON. BUT THANK YOU. THE IDEA OF HOW MUCH. PARK DEMAND WE HAVE RIGHT NOW AND HOW MUCH PARK SUPPLY WE'RE ABLE TO DELIVER. CAN YOU TALK ABOUT THAT? LIKE WHAT IS THE. I FEEL LIKE WE HAVE A LOT MORE DEMAND THAN WE HAVE CAPACITY TO DELIVER. I WISH I HAD THE SLIDE, BUT CERTAINLY IN THE MASTER PLAN THERE IS A SLIDE AND I DON'T KNOW IF YOU CAN HELP ME RECALL WHEN WE USED THAT LAST, BUT THE SHORT ANSWER YOUR QUESTION IS ABSOLUTELY. IF YOU LOOK AT THE MASTER PLAN AND ESPECIALLY IT'S PROBABLY SPORTS FIELDS MORE THAN ANYTHING, IF YOU LOOK AT THE NUMBER OF SOCCER FIELDS, BASEBALL FIELDS, PICKLEBALL, IF YOU LOOK KIND OF ACROSS ALL OF OUR PLATFORMS, I WOULD SAY OFF THE TOP OF MY HEAD, WE ARE PROBABLY AT 25 TO 30% OF WHAT WE NEED BASED ON PROFESSIONAL RECOMMENDATIONS, BASED ON GOING THROUGH THE MASTER PLANNING PROCESS, STAFF DOESN'T FEEL THAT THE CITY WILL EVER BE AT THE LEVELS THAT ARE THAT ARE IN THE MASTER PLAN RECOMMENDED, BUT OBVIOUSLY THOSE ARE GOALS, AND IT DOESN'T MEAN THAT YOU DON'T CONTINUE TO WORK TOWARD THEM. SO CERTAINLY I'M ANTICIPATING A LITTLE BIT, IF THIS PROPERTY IS NOT ON THE PARK SYSTEM, THERE WILL BE IN TERMS OF A CLASSIC TRADITIONAL PARKS USE, THERE WILL BE CERTAINLY OTHER THINGS FOR THE PARKS DEPARTMENT AND THE CITY AND THE STAFF TO RECOMMEND TO THE CITY COUNCIL IF THE CITY COUNCIL DETERMINES THAT THIS PARCEL TO THIS DAY IS A CLASSIC PARK, USE YOU KNOW, WE BELIEVE WE WILL PROGRAM IT. MOST LIKELY IT WILL BE THE TYPE OF NATURE TRAILS THAT YOU SEE THERE NOW, AND AN EXPANSION OF THOSE TYPES OF SERVICES. BUT IF YOU LOOK AT THE MASTER PLAN, AND CERTAINLY I CAN I CAN GET THAT TO THE CITY COUNCIL AND I APOLOGIZE. I DON'T HAVE IT MEMORIZED AT THE TOP OF MY HEAD, KIND OF ACROSS THE BOARD, BUT PROBABLY NO OTHER USE OTHER THAN SPORTS FIELDS. DO WE HAVE NEEDS AS IDENTIFIED IN THE MASTER PLAN BASED ON PROFESSIONAL PROFESSIONAL RECOMMENDATIONS AND BASED ON WHERE WE FALL TODAY? JUSTIN, DO YOU MIND IF I ASK A QUESTION BASED ON WHAT HE JUST SAID? I DON'T MEAN TO MESS UP YOUR TRAIN THERE, BUT HE JUST SAID SOMETHING THAT SOUNDS GREAT. YOU KNOW, STEVE, IF I IF I HEARD YOU RIGHT JUST THEN, IT'S BEEN FAIRLY IDENTIFIED AND WE KIND OF TALKED ABOUT IT BEFORE BECAUSE THE FLOODPLAIN AND WHATNOT THAT THAT FIELDS ARE NOT GOING TO BE HOME TO THIS PIECE OF PROPERTY. AND SO THE USE WOULD BE OPEN AND TRAILS. I, I'M SPEAKING FOR MYSELF, BUT BASED ON WHAT I'VE SEEN. SO BASED ON THAT, I WOULD THINK THAT THIS DOESN'T THIS DOES NOT HINDER THAT IN TERMS OF SPORTS FIELD. NO, IT PROBABLY WOULD NOT BECAUSE IT WOULDN'T HINDER IT. THIS PARTICULAR PIECE, THE 62 ACRES, WOULD BE SPORTS FIELDS BECAUSE OF THE FLOODPLAIN. SO WHAT'S BEING PRESENTED IS SOMETHING THAT ACTUALLY FITS IN WITH WHAT WHAT YOU JUST SAID THE STAFF WOULD VIEW THIS, USE THIS, THIS PIECE OF PROPERTY TO BE IN THE PARK.
COMPREHENSIVE PLAN, OPEN SPACE TRAILS. I WOULD ARGUE IT COMPLEMENTS THAT IT DOES. BUT AT A VERY MINIMUM, IT DOESN'T DISRUPT THAT. IT DOESN'T. IT DOESN'T REMOVE THAT. IN TERMS OF SPORTS FIELDS, I WOULD AGREE WITH THAT STATEMENT. OKAY. THANK YOU. SORRY, JUSTIN. I JUST WANTED TO CLARIFY THAT. YEAH. NO PROBLEM. SO. I DON'T KNOW THAT I'M GOING TO OFFEND ANYBODY IN THIS ROOM, BUT MY UNDERSTANDING ABOUT PARKS PRE MAJKOWSKI WAS WE BOUGHT A LOT OF FLOODPLAIN LAND AND WE SUNK A LOT OF MONEY INTO ASSETS THAT AREN'T DEVELOPABLE TO BE SPORTS FIELDS OR
[01:15:04]
OTHERWISE. AND WHEN WE'RE TALKING ABOUT RESOURCES AVAILABLE TO BRING ABOUT THE MASTER PLAN THAT IS OUT THERE, WE HAVE TO ALSO LOOK AT THAT. WE HAVE A BIG SUNK COST IN PRIOR PURCHASES OF LAND THAT WILL ONLY BE ACTIVE FOR USES LIKE WHAT THIS IS USED FOR TODAY, PASSIVE TRAILS, OPEN SPACE, TYPE OF STUFF. AND I THINK OF THIS LARGE TRACT THAT'S NORTH OF THE AIRPORT OVER HERE THAT IS IN PARKLAND, THE DOUGLAS DOUGLAS TRACK OR BOWLING TRACK OR WHATEVER WE WANT TO CALL IT. LIKE WE HAVE LOTS OF THOSE AND WE'VE DEVELOPED A LOT IN FLOODPLAIN. AND OUR, OUR MASTER PLAN TODAY WAS DONE IN 2012, 2017 AND 17. UPDATED IN 20. REAL RECENTLY 22 OR 23. BUT WE DIDN'T. WE DIDN'T FINISH THE PLANNING ON THIS OR JUST KIND OF SAID THAT FOR THE FOR THE SAME REASONS ABOUT DEDICATING CRAIG RANCH AND SOCCER, THE FLOODPLAIN ISSUES IN THIS PARTICULAR CASE THAT IS CORRECT. IT WAS NOT FULLY UPDATED AS PART OF THE UPDATE TO THE 2017 MASTER PLAN. SO, I MEAN, MY STANCE ON THIS. I ABSOLUTELY ADORE RICK AND HIS VISION. AND I THINK WHAT HE'S DOING MATTERS TO THE CITY, BUT I STRUGGLE WITH IS THAT IT'S A MAYBE A RASH DECISION TO JUMP INTO. WE'VE IDENTIFIED A PIECE OF PROPERTY. SOME PEOPLE WANT A BETTER USE FOR IT. SO LET'S BRING IT TO COUNCIL. AND WE'RE GOING TO KIND OF SHIFT GEARS REAL QUICK. I WOULD LIKE FOR US TO HAVE A CONVERSATION ABOUT HOW DO WE DEPLOY MORE RESOURCES TO OUR PARKS DEPARTMENT SO THAT WE GET THROUGH THE BACKLOG OR THE PIG AND THE SNAKE ISSUES THAT WE HAVE IN DELIVERING SUPPLIES OF PARKS. SO WE'RE NOT STARING AT THIS GOING. WE MAY NEED IT SOMEDAY. WE CAN STARE AT THIS AND SAY, YOU KNOW, YES, THIS IS A GOOD, POSITIVE OUTCOME FOR THIS BECAUSE WE DON'T NEED IT SOMEDAY. WE'VE ACTIVATED THE LAND NORTH OF PAINTED TREE. WE KNOW WHAT'S GOING TO HAPPEN WITH IRWIN FARMS. WE UNDERSTAND THE TRAIL CONNECTIONS THAT WE HAVE, AND I FEEL LIKE WE'RE I DON'T KNOW, I'M TYING THIS INTO A CONVERSATION THAT ONLY A FEW OTHER PEOPLE LISTENED TO WITH THAT CDC STRATEGIC PLAN, BUT THEY WERE TALKING ABOUT LIKE, HOW DO WE HOW DO WE BUDGET FOR WHAT'S THE NEXT ALLOCATION OF CDC DOLLARS? AND THERE WAS SOME QUESTIONS OF, SHOULD WE EVEN BUDGET CDC DOLLARS BECAUSE THERE'S A BACKLOG IN WHAT THE PARKS DEPARTMENT CAN SPEND AND I'M HOW DO WE GET RID OF THAT BACKLOG? HOW DO WE PARKS IS THE MOST IMPORTANT THING. OUR CITIZENS WANT. HOW DO WE DELIVER THAT AND HOW DO WE SAY WE'RE OKAY WITH THIS USE? BECAUSE IT DOESN'T TAKE AWAY WITH OUR DELIVERY OF OTHER THINGS OR OTHER THINGS IN THE FUTURE, BECAUSE, I MEAN, THE ONLY THE MAIN CONCERN I HAVE WITH THIS IS THAT WHEN WE SAY LONG TERM LEASE TEN YEARS, IT THAT DOESN'T NOBODY'S EVER TAKEN THIS AWAY. I MEAN, THIS IS A THIS IS A 50 YEAR LEASE AND I DON'T LOVE THAT IT'S COMING ABOUT WITH JUST LIKE A HEY, WHAT ABOUT THIS? I WANT IT TO BE PART OF CONSIDERATION AND TO GO THROUGH THE STEPS THAT WE NEEDED TO GO THROUGH. BUT I ALSO DON'T WANT IT TO BE I WANT US TO UNDERSTAND WE'RE NEVER GETTING THIS BACK FOR A FOR A NEIGHBORHOOD PARK TYPE USE OR BALL FIELDS OR ANYTHING ELSE.AND I WANT TO MAKE SURE THAT WE'VE ALLOCATED THE RESOURCES TO SAY WE'RE OKAY WITH THAT BECAUSE WE'RE SPENDING X NUMBER OF DOLLARS THROUGH OUR BOND, WE'RE SPENDING X NUMBER THROUGH OUR ANNUAL BUDGET. WE'RE SPENDING X NUMBER THROUGH THE CDC AND WE'RE ABLE TO DELIVER ONGOING ADDITIONS TO PUBLIC OPEN LANDS TO, YOU KNOW, SOCCER FIELDS THAT CATCH UP WITH. AND WE'RE NOT LOOKING BACK AT SAYING, YOU KNOW, THIS IS THIS WAS A 1 TO 1. WE'LL USE IT SOMEDAY. USE. BUT NOW WE CAN'T I DON'T KNOW I DON'T KNOW IF I'M COMMUNICATING THAT VERY WELL, BUT I THINK YOU ARE AND CERTAINLY I DON'T THINK IT'S THAT THERE WON'T BE ANY SHOCK TO THE, TO THE CITY COUNCIL, EVEN IF CINDY IS HERE FROM THE CDC. THIS IS THE LAST YEAR OF FUNDING IN THE ORIGINAL TEN YEAR AGREEMENT FROM THE CDC. THAT'S WHAT THE CONVERSATION AND IMPETUS OF THE CONVERSATION AND STAFF IS OBVIOUSLY DOING HOMEWORK ON THAT. I CERTAINLY AM COMFORTABLE SAYING, AT LEAST FROM A STAFF PERSPECTIVE, THOSE CDC DOLLARS ARE INVALUABLE. AND I WILL SPEAK FOR MYSELF. MAYBE NOT ENOUGH, AT LEAST AT LEAST YOU'RE PROBABLY GOING TO HEAR FROM STAFF THAT THAT WE WOULD LOVE TO SEE THAT, SEE THAT BE INCREASED. AND WE'RE DOING SOME HOMEWORK RIGHT NOW. I'LL SAY I'M SAYING IT BECAUSE I WANT IT TO BE. ABSOLUTELY. I WANT TO SAY THAT WE NEED TO JUSTIFY THAT
[01:20:01]
WE'VE GOT NEEDS TO JUSTIFY THAT WE'VE GOT SUNK LAND COSTS FOR YEARS AND FLOODPLAIN THAT WE CAN'T USE. WE GOT SOCCER FIELDS WE CAN'T EVER CATCH UP ON. AND I WANT TO MAKE A MEANINGFUL CONTRIBUTION TO THAT. I THINK WE DID WITH THE BOND. I MEAN, CINDY, I'M SORRY. I'M PERFECTLY FINE WITH ALLOCATING THE FULL CDC BUDGET TO PARKS AND JUST LIKE, LET'S STOP PLAYING AROUND WITH IT. AND I THINK THAT WHEN WE DO THAT, WE'RE NOT SITTING HERE SAYING TO A PIECE LIKE THI, OH, BUT WE NEED IT SOMEDAY BECAUSE WE'VE MADE A FINANCIAL COMMITMENT THAT SAYS WE'RE PICKING THE BEST PARK LOCATIONS TO EXPAND OUR OUR PARKS AND PUBLIC SPACE IN A WAY THAT WE'RE WE'RE OVERCOMING PAST THE, THE, THE, THE FLOODPLAIN LANDS THAT WE OWN CHALLENGES AND WE'RE TRYING TO COMPETE WITH A POPULATION THAT GREW EXPONENTIALLY OVER THE LAST 20 YEARS. AND, AND I GUESS THAT'S THAT'S MY HANGUP IS I, I LIKE THE VISION. I THINK THAT THERE'S SOME STEPS WE NEED TO TAKE TO MAKE SURE THAT THIS IS A PUBLIC THING, BUT I DON'T WANT IT TO BE THE TYPE OF THING WHERE WE ARE CONSUMING FINITE RESOURCES OF THE PARKS DEPARTMENT, BECAUSE I WANT TO MAKE THOSE LESS FINITE. I UNDERSTOOD AND I THINK I WOULD END WITH, AT LEAST FROM MY PERSPECTIVE, I BELIEVE FROM STAFF'S PERSPECTIVE, THE REASON THAT YOU'RE NOT GETTING A RECOMMENDATION FROM STAFF AGAIN IS LOCATION BASED FOR THIS PARTICULAR PROJECT, AND PARCEL.AND IF THE CITY COUNCIL SAYS YES AND IT'S APPROPRIATE, USE, WITH ALL DUE RESPECT TO ALL OF YOU, THAT'S WHY YOU'RE SITTING WHERE YOU'RE AT AND STAFF IS HERE. AND WE, OF COURSE, WILL WORK WITH MR. WELLS AND WE'LL WORK AND MAKE THE BEST PROJECT THAT WE CAN MAKE IT. BUT FROM A POLICY STANDPOINT, STAFF BELIEVES THAT IS OBVIOUSLY A POLICY DECISION FOR THE CITY COUNCIL TO YOUR TO YOUR LATTER POINT ON A BIGGER POINT, THE RESOURCE QUESTION, HOW DO WE START CHIPPING AWAY AT SOME OF THESE THINGS THAT ARE IN THE MASTER PLAN? OVERALL, STAFF IS ACTIVELY WORKING ON A PRESENTATION FOR THE CITY COUNCIL AND THE CDC NOW, AND THAT WILL BE PRESENTED PROBABLY SOMETIME IN THE EARLY PART OF 2025. BUT STEVE, IT HAS BEEN IT'S FIRST OF ALL, REMEMBER WE'RE TALKING ABOUT 219 ACRES. AND OF THIS WE'RE WE'RE TALKING ABOUT 60 OF THE 209. SO THERE'S STILL A WHOLE LOT OF DEVELOPABLE LAND. I KNOW THAT I DON'T VIEW IT AS SOMETHING THAT'S JUST, YOU KNOW, COMING VERY WHIMSICAL. I MEAN, I THINK THAT THE THOUGHT THAT WENT INTO AND ALL THE CONVERSATIONS AND PARKS MEETINGS WITH AT THAT TIME, MAJKOWSKI, IT WAS A LOT OF EFFORT AND DECISION MAKING WENT INTO IDENTIFYING THIS IS NOT A PLACE FOR THE FIELDS. THIS IS NOT GOING TO SATISFY THAT NEED. WOULD YOU AGREE WITH THAT? THAT THAT WE ABANDONED THE IDEA OF DEVELOPING BALL FIELDS HERE? I WOULD SAY THAT'S PRETTY ACCURATE. YES. SO WE'VE DONE THAT. AND I THINK THERE'S A LOT OF EFFORT AND I DON'T WANT TO ANYONE TO HAVE THE IMPRESSION THAT JUST THAT'S A DECISION WE'RE MAKING HERE. YOU KNOW SNAP. THIS IS THIS HAS BEEN WELL THOUGHT THROUGH. THE LAND'S BEEN LOOKED AT THE ALL THE ISSUES WITH IT FROM INGRESS, EGRESS FLOODPLAIN. SO WE REALLY KNOW THAT A LOT OF THOUGHT WENT INTO THAT. SO NOW WE'RE SAYING THAT WE'VE GOT WE'VE IDENTIFIED PRETTY FIRMLY THAT THIS WOULD BE TRAILS AND OPEN SPACE PARK. WE'VE IDENTIFIED THAT. AND SO NOW WE HAVE AN OPPORTUNITY. AND SOMETIMES, YOU KNOW, WHEN OPPORTUNITY COMES YOU'RE EITHER YOU'RE YOU YOU'RE READY TO TAKE THAT OPPORTUNITY AND GO WITH IT OR YOU KICK THE CAN OR DEFER.
I'M A THE RIGHT OPPORTUNITY COMES FOR ME. I HEAR IT AND I AND I TRUST A LOT IN IN THE WORK THAT'S BEEN DONE TO DATE TO GET US TO THE DECISIONS WE'VE MADE ON THIS PIECE. MR. MAYOR, I WANT TO FORGIVE ME. I WANT TO REITERATE ONE POINT. WHAT I SAID TO MR. WELLS AND WHAT I'M A FAN OF IS LOOKING AT SOME KIND OF FINITE NUMBER OF YEARS, LIKE TEN YEARS, BECAUSE I DON'T KNOW WHAT'S GOING TO BE THE CASE IN TEN YEARS. BUT WHAT I WILL SAY, THIS IS A LOT OF NONPROFITS AND A LOT OF FOUNDATIONS ARE WHAT I WOULD CALL FOUNDER DRIVEN. AND, RICK, I LOVE THE WORK YOU DO, BUT I THINK AND I BUT I DO BELIEVE THAT TO A LARGE EXTENT, IF YOU WEREN'T HERE TO DO IT, IT WOULDN'T BE DONE. AND SO I DON'T KNOW, IN TEN YEARS WHERE RICK WELLS IS GOING TO BE WITH THIS.
BUT WHAT I WOULD SAY IS THAT IF THIS IS AN OLD, TIRED, ATROPHYING IDEA, THEN THAT NEXT COUNCIL GETS TO MAKE THE BEST JUDGMENT THEY CAN FOR WHAT IT I. BUT IF IT IS NOT AN OLD ATROPHYING IDEA AND IT IS STILL A MANIFESTLY GOOD IDEA, I DON'T THINK ANY COUNCIL WOULD HAVE THE POLITICAL NAIVETE TO TAKE IT AWAY FROM THE CITY THAT ENJOYS IT. SO I DO WANT TO GIVE THE CITY AN OUT. THIS IS NOT ANY KIND OF PERMANENT THING, BUT THIS IS SOMETHING WHERE YOU GET TO PUT THIS IN. AND I THINK THE ACTIVATION OF IT WILL BE MAGNIFICENT. BUT I DON'T THINK IT'S SOMETHING THAT WE ARE SAYING THIS IS A PERMANENT THING, BECAUSE I DON'T THINK IF I WERE UP HERE IN TEN YEARS, I WON'T BE. BUT IF I WERE UP HERE IN TEN YEARS AND THIS WASN'T WORKING OUT, I'D BE THE FIRST ONE TO SAY, HEY, LET'S REPURPOSE IT TO THE HAPPY FUN DRONE PARK OR WHATEVER THE HELL WE HAVE. SO, YOU KNOW, SO RESPONSE TO THAT AS FAR AS THE TEN YEARS.
[01:25:05]
COMPLETELY AGREE WITH THAT. YEAH. I MEAN, I THINK THAT, YOU KNOW, IN A MUNICIPALITY YOU HAVE TO THINK TEN YEARS, 15 YEARS OUT, I MEAN, IT WAS IT WAS IT WAS GOOD TO HEAR THAT WE CAN TAKE A PIECE OF PROPERTY THAT REALLY DOESN'T HAVE ANY PURPOSE OVER THE NEXT 10 OR 15 YEARS. IT JUST REALLY DOESN'T. IT'S BEEN IDENTIFIED BY THE STAFF. IT DOESN'T. AND WE CURRENTLY MAINTAIN THAT PROPERTY. CORRECT? CORRECT. SO YOU WOULD TAKE OVER MAINTENANCE, THE MAINTENANCE OF THAT PORTION. RIGHT. BUT BUT I'M ALSO I ALSO NEED TO UNDERSTAND THAT I'M WORKING WITH THE CITY.RIGHT. AND SO I CAN'T ASK THERE HAS TO BE A THERE HAS TO BE A TEN YEAR LEASE. THERE HAS TO BE WE HAVE TO HAVE DELIVERABLES. WE HAVE TO DO WHAT WE SAY WE'RE GOING TO DO. IF I GET HIT BY A BUS IN 5 IN 5 YEARS OR FIVE MONTHS, WE, YOU KNOW, WE DON'T WANT IT TO BE A HINDRANCE. SO WE HAVE TO THINK ABOUT THAT. AND I HAVE THOUGHT ABOUT THAT. BUT ARE YOU GOOD WITH THE TEN YEARS? YES, SIR. OKAY. WITH AN OPTION. WHAT I WAS REFERRING TO IS, IS I MEAN, I DO THINK THAT I THINK THAT IT WOULD BE HARD FOR FUTURE COUNCILS TO MAKE THIS DECISION. AND I FEEL LIKE WE'RE ENCUMBERING IT IN A WAY WITH DIRECTION HERE AT 3:00 ON A TUESDAY AFTERNOON, THAT THAT IS COMPLETELY INADEQUATE FOR THE WAY IN WHICH WE'RE ENCUMBERING PUBLIC PARKLAND. AND SO I'M JUST SAYING I WOULD LIKE FOR IT TO DO WHAT STAFF HAD RECOMMENDED ABOUT GOING TO THE PARKS MASTER PLAN OR THROUGH THE PARKS ADVISORY BOARD. I WOULD LIKE FOR IT TO B, YOU KNOW, PUT UP AS A DISCUSSION POINT IN SOME WAY. BUT I DON'T WANT THAT HIT IT AGAINST THIS IDEA OF FINITE RESOURCES, OF THE PARKS. I WANT IT PRESENTED AS AN IDEA OF USE OF LAND THAT MAYBE WE SHOULDN'T HAVE BOUGHT IN THE FIRST PLACE. BECAUSE I THINK WHEN PEOPLE LOOK AT IT AS A I'VE GOT THE OPTION OF THIS OR I DON'T HAVE TO DRIVE TO SOME OTHER TOWN TO PLAY BASEBALL WITH MY KID EVERY SATURDAY MORNING, WHICH IS DRIVING ME NUTS, THEN IT'S A TOUGH DECISION. BUT IF WE CAN TAKE THAT ANGST AWAY FROM A PARENT AND SAY WE'RE PROVIDING ALL OF THE RESOURCES THAT WE CAN, THEN THIS THIS BECOMES A LOT EASIER DISCUSSION. BUT I THINK WE NEED TO PRESENT THAT IN A WAY THAT'S OPEN AND TRANSPARENT AND HAS THE TIME TO HAVE THE PUBLIC INPUT THAT'S NEEDED FOR THE TYPE OF ENCUMBRANCE THAT WE'RE GOING TO REALLY CREATE ON A PARKLAND. SO I TEND TO AGREE WITH MR. BELLER, BECAUSE WE HAVE A WATER TOWER IN DOWNTOWN MCKINNEY THAT'S OUT USED IT'S LIVABLE PURPOSE, AND WE CAN'T SEEM TO GET RID OF IT. AND I DON'T WANT TO SADDLE A FUTURE COUNCIL WITH THE OPPORTUNITY TO TAKE SOMETHING AWAY FROM MR. WELLS OR THE COMMUNITY. AND THAT'S WHAT WE'RE DOING HERE TODAY. AND I DO BELIEVE IT IS RUSHED. IT'S AGAINST THE RECOMMENDATIONS OF OUR STAFF WHO HAVE STUDIED THE PROJECT, AND I THINK WE GIVE STAFF THE OPPORTUNITY TO DEVELOP THIS FURTHER. I WOULD SAY THAT THAT, AS STEVE SAID, STAFF IS ONLY MAKING THIS RECOMMENDATION BASED ON THE PLAN THAT WAS ADOPTED 12, TEN YEARS AGO OR WHATEVER NUMBER OF YEARS AGO. I KNOW WE JUST DID A RATIFICATION, BUT BUT THAT PLAN WAS WHEN THIS PROPERTY WAS THOUGHT TO BE A PLACE FOR FIELDS. SO WE'VE NOW IDENTIFIED THAT IT'S NOT A PLACE FOR FIELDS. SO YOUR RECOMMENDATION, IF I HEARD YOU CORRECTLY, STAFF'S RECOMMENDATION IS BASED ON FOLLOWING THE LETTER OF WHAT THAT PLAN WAS, BUT WITH THE CAVEAT THAT, AS YOU STATED, YOU UNDERSTAND THAT THAT MAY NOT BE THE PLAN NOW. AND WE CERTAINLY ALREADY IDENTIFIED THAT FIELDS ARE NOT THE PLAN NOW. SO I AND THIS IDEA FOR ME ANYWAY, THAT THAT WE WON'T MAKE A DECISION TO DO SOMETHING SO, SO UNIQUE AND, AND WHAT I BELIEVE WOULD BE A HUGE BENEFIT TO THE COMMUNITY BECAUSE WE DON'T WANT TO ENCUMBER A COUNCIL TEN YEARS FROM NOW TO HAVE TO MAKE A DIFFERENT DECISION. WELL, LET'S DON'T MAKE ANY DECISION THEN. LET'S START MAKING ALL DECISIONS ON ALL THINGS, BECAUSE EVERY DECISION WE MAKE ON EVERY USE, WHEN WE DID PSA, WHEN WE DID APEX, WHEN WE DID ALL THESE THINGS, I MEAN, WE IN ESSENCE HAVE ENCUMBERED FUTURE COUNCILS.
I GUESS. ME, I THINK IT'S A FANTASTIC IDEA. AND WE'VE ALREADY IT'S BEEN STATED PRETTY CLEARLY BY STAFF THAT THIS LAND IS OPEN SPACE. IT'S BEEN IDENTIFIED SINCE BEING THAT IT'S BEEN IDENTIFIED THAT FIELDS WOULD NOT BE THERE, THIS WOULD BE TRAILS AND OPEN SPACE. THIS IN NO WAY, SHAPE OR FORM COMPROMISES THAT. IT ENHANCES IT. AND IT'S A IT'S A COMMUNITY DRAW. IT'S A COMMUNITY BENEFIT. I'M NOT EVEN GETTING INTO THE 30,000 POUNDS OF FOOD FOR THE
[01:30:03]
FOR THE THOSE WHO ARE IN NEED IN OUR COMMUNITY AND TO PASS UP AN OPPORTUNITY TO DO SOMETHING ON THIS PARCEL OF LAND THAT WE KICK THE CAN ON THIS TODAY AND WE DON'T HAVE ANOTHER DISCUSSION.THERE WILL BE A COUNCIL IN TEN YEARS TALKING ABOUT THE SAME VACANT PIECE OF PROPERTY THAT'S GOT NOTHING BUT SOME TRAILS ON IT, AND WE'LL HAVE MISSED THE OPPORTUNITY TO DO SOMETHING REALLY, REALLY UNIQUE AND REALLY POWERFUL AND EMPOWERING TO KIDS. AND I THIS IDEA OF ENCUMBERING A FUTURE COUNCIL. I DO LIKE PATRICK'S IDEA. I MEAN, IF YOU KNOW, ON A TEN YEAR LEASE, I THINK IT'S REASONABLE TO ASSUME AND STEVE, YOU SAID IT YOURSELF, IT'S PROBABLY THIS IS NOT SOMETHING THAT THAT PARKS ARE GOING TO LOOK AT FOR THE NEXT TEN YEARS. WE HAVE OTHER NEEDS AND OTHER AREAS. SO WE'VE BASICALLY SAID WE'RE NOT GOING TO DO ANYTHING WITH THIS PROPERTY FOR TEN YEARS. WE WANT IT. IT'S GOING TO BE OPEN TRAILS AND OPEN SPACE. WE'RE MAINTAINING IT. WE'VE GOT A GROUP THAT'S VERY ENGAGED AND BEEN IN THIS COMMUNITY FOR A LONG, LONG TIME THAT'S COME WITH THE SUPPORT OF THE NEIGHBORHOOD, SUPPORT OF THE PARKS FOUNDATION TO MAKE USE OF 60 SOME ACRES THAT THEY WILL THEN MAINTAIN BE A DRAW FOR THE COMMUNITY. AND WE'RE GOING TO MISS THIS OPPORTUNITY. I DON'T SEE IT. SO, STEVE, YOU THINK BACK IN THE 1950S WHEN THEY PUT THAT WATER TOWER UP THAT THEY WERE FORESEEING US WANTING TO TAKE IT DOWN IN THE FUTURE? PROBABLY NO. THANK YOU. I RESPECTFULLY SUBMI, MR. MAYOR, THAT I THINK WE PROBABLY HAVE CONSENSUS. PROBABLY ISN'T CHANGING THE NUMBERS. AND WE'VE GOT OTHER THINGS. YEP. SO WE HAVE CONSENSUS. YES, YES. WITH THE OBVIOUSLY WITH ME, I WANT TO BE FRANKLY JUST ABSOLUTELY CLEAR BECAUSE OF WHERE I LIVE, MY CONSTITUENTS, THAT'S UP THERE IN THE NORTH, WE WANT THE TRAIL, WE WANT THE TRAILS, THE FARM IS A GREAT OPPORTUNITY, BUT THE TRAIL HAS TO BE BUILT AND IT'S NOT. I DON'T WANT TO SIT IN TEN YEARS BEFORE IT'S BUILT. I JUST WANT TO MAKE THAT ABSOLUTELY CLEAR THAT THAT'S NOT THAT'S NOT PART OF THE TEN YEAR PLAN HERE. WE WANT TO GET THAT TRAIL BUILT IMMEDIATELY. THERE'S A NEW BIKE RIDER THAT GOES ACROSS 380. I WANT IT, MR. MAYOR, IF I MAY, I JUST WANT TO SUMMARIZE TO MAKE SURE WE KNOW WHAT WE'RE DOING.
WE'RE GOING TO BASICALLY WORK WITH MR. WELLS STAFF, WILL, TO SORT OF FURTHER DISTILL HIS CONCEPT. WE'LL GO TO THE PARKS ADVISORY BOARD, BRING IT, BECAUSE THEY'RE GOING TO HAVE SOME COMMENTS OR SOME PERSPECTIVES ON MAYBE WHAT IT'S GOING TO LOOK LIKE. ET CETERA.
OBVIOUSLY, WE WANT TO NOT JEOPARDIZE THE TRAIL THAT'S GOING TO GO IN, WHICH WE DON'T ENVISION THAT WOULD BE THE CASE. AND THEN WE'LL GET WE'LL COME BACK TO YOU WITH MORE DETAILS AND APPROVAL WHEN THAT COMES. ALL RIGHT. THANK YOU. ANYTHING STEVE, DID I CAPTURE IT? THANK YOU. THANK YOU. GENTLEMEN. THANK YOU, THANK YOU. APPRECIATE YOUR TIME, SIR. THANK YOU VERY MUCH.
[Consider/Discuss on a Request for the use of City-Owned Land for a 2026 World Cup Soccer Training Site]
ALL RIGHT. MOVE ON TO ITEM. TWO FOR 2090. CONSIDER DISCUSSING REQUEST FOR THE USE OF CITY OWNED LAND FOR 2026 WORLD CUP SOCCER TRAINING SITE. GOOD AFTERNOON AGAIN. THIS WILL BE A LITTLE BIT MORE BRIEFER, MORE BRIEF. OOPS. WE'RE ALREADY TO QUESTIONS. I HAVE A QUESTION.JUST WANTED TO GO THROUGH A SPECIAL REQUEST THAT WE HAD JUST NOTE THAT THIS PARCEL IS NOT PARKLAND PROPERTY, BUT IT'S JUST CITY OWNED PROPERTY. SO KIND OF DIFFERENT SET OF QUESTIONS WHEN ASKED. SO AS MANY OF YOU GUYS KNOW, FIFA WORLD CUP WILL BE COMING TO THE US NEXT YEAR IN 2026, AND THE DALLAS IS ONE OF THE AREAS OF ONE OF 26 THAT WILL BE ABLE TO HOST TEAMS AND QUALIFY AND HOST CITIES, TEAM BASED CAMPS TRAINING SITES ARE SELECTED BY FIFA AND TO BECOME THE HOME AWAY HOME. WHILE THEY'RE NOT IN LEAGUE PLAY OR MATCH PLAY. SO EMPOWERED IQ HAS RECEIVED PRELIMINARY APPROVAL FROM FIFA FOR THEIR SITE. THIS IS THE FORMER FORMER MICHAEL JOHNSON FACILITY JUST SOUTH OF THE STAR CENTER. THIS WILL BE WHERE THE TEAM EATS, SLEEPS, PRACTICES WHILE AGAIN NOT TRAVELING TO PLAY IN AND PLAY IN THEIR MATCHES SO THEY ARE LOOKING AT ACQUIRING SOME LAND FROM THE CITY. THEY ARE NEEDING A PRACTICE FACILITY, BUT PART OF THE FIFA REQUIREMENTS TO HOST A CITY IS A FIFA SIZED GRASS FIELD LIGHTS DRESSING ROOMS AND SEATING FOR OVER 250 SPECTATORS. PARKING AND SECURITY FENCING AND SO FORTH. SO HERE'S JUST AN
[01:35:01]
OVERALL, I'M GOING TO ZOOM IN JUST A SECOND. AGAIN, YOU CAN SEE THE CURRENT FACILITY AND THE ONE ON THE RIGHT IS JUST SOUTH OF THE STAR CENTER TO ZOOM IT IN JUST A LITTLE BIT FURTHER, YOU CAN SEE THE FILL THAT THEY ARE REQUESTING TO BUILD ON CITY OWNED PROPERTY. THE ONE CONCERN I DO HAVE IS CURRENTLY WHAT I WAS SUBMITTED TO FIFA. THE DARK DOTTED LINE IS THE CITY OWNED PROPERTY LINE AND THERE IS AN OVERLAP OF THE PROJECTED FIELD. SO JUST WANTED TO MARK THAT. BUT YOU KNOW, STAFF THINKS THIS COULD BE A POTENTIAL GREAT ADD EMPOWERED IQ HAS A HAS THE INDOOR FACILITY REQUIREMENTS FOR THE BASE CAMP, BUT IT DOES NOT AGAIN HAVE THE OUTDOOR FIELD. SO THEY'RE LOOKING TO ACQUIRE A LICENSE AGREEMENT FOR THIS PIECE OF PROPERTY JUST TO BUILD THAT ONE FIELD THAT IS REQUIRED. THE 4.4 ACRE CITY PARCEL WAS PURCHASED IN 2017 THROUGH A GRANT OR BOND FUNDS, SORRY, AND WAS INITIALLY INTENDED TO PROVIDE FOR EXPANSION OF THE STAR CENTER. THE LAND CURRENTLY IS UNDEVELOPED AND UNUSED. THERE'S TWO REQUEST A LETTER OF INTENT SHOWING THAT THE CITY SUPPORTS THIS IN THE APPLICATION PACKAGE TO FIFA, AND THEN ENTER INTO A LICENSE AGREEMENT WITHIN THE CITY IN ORDER TO CONSTRUCT A SOCCER FIELD FOR A MINIMAL YEAR THROUGH THE NEXT TWO YEARS. IF COUNCIL IS IN FAVOR OF EXPLORING THIS PARTNERSHIP, STAFF RECOMMENDS THE LETTER OF INTENT TO SUPPORT FIFA. I'M UNDER THE FOLLOWING CONDITIONS. THE CONSTRUCTION OF THE FIELD AND ANY RELATED USES SUCH AS PARKING, LIGHTING, SEATING AND ARE IN ACCORDANCE WITH THE CITY DEVELOPMENT REGULATION AND PROCESSES WHICH INCLUDE, BUT ARE NOT LIMITED TO, THE PROVISIONS SET FORTH IN THE UNIFIED DEVELOPMENT CODE AND ENGINEERING DESIGN MANUAL. THE CITY BEARS NO DESIGN, CONSTRUCTION, MAINTENANCE, OR PERMIT PERMITTING COSTS IN THIS PROJECT NOW OR IN THE FUTURE, AND THEN THE EXECUTION OF THE LICENSE AGREEMENT FOR USE OF CITY OWNED LAND. AND WITH THAT, I'LL STAND FOR ANY QUESTIONS. QUESTIONS? YEAH, I HAVE A COUPLE QUESTIONS. FIRST, AFTER THE WORLD CUP, THIS WOULD JUST BE RETURNED BACK TO THE CITY. CORRECT. SO I DO HAVE A IF YOU GO BACK A SLIDE, I GUESS TO JUST ONE, I GUESS ONE FOR ABOUT THE CONDITIONS. OH SORRY. SINCE THE I MEAN EVERYBODY KNOWS I MEAN THE WORLD CUP IS THE LARGEST SPORTING EVENT IN THE WORLD. OBVIOUSLY IT'S BIGGER THAN FOOTBALL. I LIKE THE PROJECT. I'LL START OFF BY SAYING THAT, BUT I WOULD LIKE SOME MORE COUNCIL DISCUSSIONS ON THE REQUIREMENTS OF THE PROVISIONS OF STICKING WITH THE UNIFIED DEVELOPMENT CODE AND ENGINEERING. THIS IS A TEMPORARY STRUCTURE, AND I THINK THIS WILL BE A BENEFIT TO THE CITY. I THINK THAT SINCE IT'S I MEAN, IT'S A LITTLE FLUID. I DON'T I DON'T KNOW IF WE CAN PUTTING RESTRICTIONS ON THAT. I DON'T I WOULDN'T WANT TO LOSE FIFA FOR, YOU KNOW, A TEMPORARY STRUCTURE JUST FOR, YOU KNOW, A TEMPORARY PERIOD OF TIME BECAUSE WE HAVE TO CONFORM TO ALL THESE DEVELOPMENT CODES AND IT SLOWS THE PROCESS DOWN AND MAKE THEM LOOK OTHER WAY. LOOK ELSEWHERE.BUT THAT'S JUST MY OPINION. I'LL OPEN UP FOR EVERYBODY ELSE. YEAH. ABSENT LIFE SAFETY. YEAH.
I'D LIKE TO HEAR FROM THE APPLICANT IF THAT'S POSSIBLE, BUT. AFTERNOON, DANIEL. LONNIE.
SO I GUESS I'LL. I'LL TELL A STORY. JUST A SMALL ONE. SO THIS THIS IS AN IDEA THAT WE HAD.
WELL, I HAD BEGINNING OF THE YEAR WHEN DALLAS WAS TOUTED TO BE A HOST CITY. SO WE'VE OBVIOUSLY KNOWN ABOUT THE WORLD CUP COMING FOR QUITE A WHILE. I HAVE WE HAVE A CONSIDERABLE AMOUNT OF PREMIER LEAGUE TEAMS IN ENGLAND AS CLIENTS CURRENTLY. SO WE'RE NOT NOT A SCARED OF THIS TYPE OF TYPE OF CLIENTELE, THIS TYPE OF ATHLETE, THIS TYPE OF COACHING STAFF, THIS TYPE OF PROGRAMS. SO THIS IS DEFINITELY SOMETHING THAT WE'RE VERY FOND OF AND VERY FAMILIAR WITH, SOMETHING THAT WE CAN HANDLE. IT'S DEFINITELY SOMETHING THAT WE KNOW THAT WE CAN FACILITATE.
WE JUST NEED THE EXTRA SPACE TO FACILITATE SUCH SUCH THINGS. I SPOKE WITH THE FA, WHICH IS THE HEAD. IT'S LIKE THE EQUIVALENT OF THE NFL IN ENGLAND. SO I SPOKE TO THEM AND THEIR
[01:40:01]
REQUIREMENTS THAT THEY NEED AND WE'RE WAY PAST THAT. SO WE ACTUALLY STAND FORTH TO BE ONE OF THE TOP FACILITIES IN THE DALLAS FORT WORTH AREA TO GET PICKED. SO WITH THAT COMES WITH WHAT TYPE OF TEAM ARE WE GOING TO GET? SO WE PERSONALLY BELIEVE WE'RE GOING TO GET A TOP TEN TO A TOP 15 TYPE OF TEAM WITH THAT COMES A DIFFERENT TYPE OF FAN BASE. THOSE TYPES OF FANS ARE GOING TO BE EMBEDDED INTO OUR COMMUNITY SPENDING MONEY, STAYING IN OUR COMMUNITY, BEING THEY WANT TO SEE THE BEHIND THE SCENES. THEY WANT TO KNOW WHERE THEIR TEAM IS TRAINING, WHAT THEIR TEAM, WHAT THEIR TEAM IS DOING. WE ARE ABLE TO FACILITATE THAT NOW. WE WON'T BE OPEN TO THE PUBLIC SO THEY CAN SEE THE TRAINING FACILITIES AND ALL THAT SORT OF STUFF. THAT'S NOT GOING TO BE SOMETHING THAT WE'RE GOING TO BE OPEN TO NOW. THAT TEAM MAY BE OPEN TO THAT. WE'RE NOT PITCHING THAT FIFA'S NOT PITCHING THAT WE PERSONALLY BELIEVE THAT WE DO GET THE LIKES OF A POTENTIALLY AN ENGLAND OR BRAZIL OR GERMANY. THAT'S A ONCE IN A LIFETIME. THAT DOESN'T HAPPEN VERY OFTEN. AND THE WORLD CUP IS NOT COMING BACK FOR ANOTHER 30 ODD YEARS. WHAT BETTER OPTION? LET ME ASK YOU A QUESTION AND FORGIVE ME IF I'M IF I'M BEING FORWARD HERE. I DON'T MEAN TO BE, BUT IT'S JUST ON MY MIND. YOU WOULD BUILD AND DESIGN THIS AND IT SEEMS LIKE A LOT OF MONEY, BUT THEN YOU WOULD RETURN IT TO THE CITY IN A FEW YEARS. IS THE JUICE WORTH THE SQUEEZE? I MEAN, IS I MEAN, THAT'S OKAY WITH YOU? WELL, THAT'S THAT'S OBVIOUSLY UP FOR UP FOR NEGOTIATIONS. RIGHT? WE WOULD LIKE TO BE ABLE TO POTENTIALLY HAVE IT FOR A COUPLE OF YEARS TO WHERE WE CAN RECOUP THAT MONEY AND WORK WITH THE CITY OF MCKINNEY TO HAVE A TOURNAMENT LEVEL TYPE OF FIELD. IF IT BE A FINAL FIELD, BECAUSE WE'RE JUST A STONE'S THROW AWAY FROM THE CRAIG RANCH SOCCER COMPLEX. SO TO BE ABLE TO HAVE THE ABILITY TO HAVE A TOURNAMENT LEVEL FIELD OR A FINAL, IF YOU WILL, A FINAL FIELD TO WHERE A WORLD CUP TEAM PRACTICED THE LIKES OF THESE TEN YEAR OLDS, 12 YEAR OLD KIDS, THEIR HEROES ARE PLAYING ON THEIR FIELDS. AND FOR THEM TO BE ABLE TO PLAY ON THE SAME FIELD, YEAH, WE WOULD LIKE IT FOR A FEW EXTRA YEARS AFTER THE WORLD CUP, SO THAT WAY WE CAN RECOUP OUR MONEY. BUT YES, WE UNDERSTAND THAT THIS IS GOING TO BE A TEMPORARY USE. OKAY. BECAUSE HERE'S THE, YOU KNOW, JUST WHERE MY HEAD IS. ICE IS AT A PREMIUM HERE IN NORTH TEXAS. NOW, THE INTENTION WAS TO PUT A THIRD SHEET OF ICE THERE FOR HOCKEY. WE'RE WAY AWAY AWAY FROM THAT RIGHT NOW AND I DON'T SEE HOW WE'RE GOING TO GET THERE.BUT MAYBE IN A FEW YEARS WE MIGHT GET THERE. SO I DON'T I'M NOT ANXIOUS FOR THIS THING TO B, FOR THE CITY TO LOSE THIS PIECE OF LAND, BECAUSE I WOULD LOVE TO THINK THAT MAYBE ICE COULD EVENTUALLY COME THERE. MAYBE. MAYBE IT'LL BE BETTER SOMEWHERE ELSE. I DON'T KNOW, BUT. BUT FROM WHAT MICHAEL SAID, AND I THINK THAT WAS A REALLY GOOD POINT ABOUT THE PROMOTION OF THE CITY OVER THE NEXT COUPLE OF YEARS. I DON'T THINK THAT'S VERY LIKELY AT ALL. AND SO I HAVE NO OBJECTION OVER THE NEXT COUPLE OF YEARS. BUT IT JUST STRUCK ME AS, MAN, OH MAN, THESE GUYS ARE GOING TO BUILD THIS IN A FEW YEARS. IT'S GOING TO BE GONE. THAT SEEMS LIKE IT DOESN'T AMORTIZE VERY WELL, BUT I DON'T KNOW ANYTHING ABOUT THE WORLD CUP, SO. RIGHT. ANYWAY, YEAH. SO WE OBVIOUSLY WE'RE GOING TO HAVE A DEAL THAT IS GOING TO BE UNDISCLOSED WITH FIFA. THAT'S BESIDES THE POINT. OBVIOUSLY. AGAIN, WE LIKE THE IDEA OF POTENTIALLY EXTENDING THIS PARTNERSHIP OUT TO WHERE WE PERSONALLY. I MEAN, I DON'T KNOW WHAT THE SIZE OF A STAR CENTER WOULD BE. I DON'T I WHY CAN'T WE PARTNER WITH THEM TO WHERE WE CAN BUTT UP AGAINST IT, TO WHERE THEY CAN STILL PUT IN THE SHEET OF ICE, AND THEN WE CAN STAY WITHIN THAT AS WELL? WE'RE OPEN TO ALL AND ANYTHING FOR ALL, FOR ALL THAT WORTH. BUT WE DEFINITELY DON'T WANT TO LOSE THE POSSIBILITY. THANK YOU. YOU KNOW, I JUST ON THE SHEET OF ICE I WANT TO SPEAK FOR BARRY SHELTON BECAUSE I KNOW I CAN. I KNOW THAT HE'S IF HE'S WATCHING, HE'S THINKING. HE IS SO LOOKING FORWARD TO GETTING REENGAGED ON TRYING TO BRING THAT EXTRA SHEET ICE. THAT WAS BEFORE YOUR TIME, BUT BOY DID HE DO A LOT OF WORK. BUT I TALKED TO HOCKEY PEOPLE TODAY ABOUT IT. NO, I AGREE WITH EVERYTHING YOU SAID. AND THEY WANT IT, BUT THEY DON'T THINK IT'S IN THE SHORT TERM EITHER.
SO NO, I HOPE IT'S SHORTER TERM THAN LONGER TERM AS WELL. BY JUST HAD TO PUT THAT OUT THERE FOR BARRY. HE'LL GET THE REFERENCE. SO. EXPLAIN THE LOGISTICS OF THERE'S 48 TEAMS IN THE WORLD CUP. CORRECT. THERE'S GROUPS OF FOUR. YEAH I GUESS THE WAY IT WAS KIND OF CHARACTERIZED TO ME IS THAT THEY WILL BE IN REGIONS TO PLAY THEIR THEIR GROUP MATCHES THREE REGIONS. AND SO THERE'S LIKELY TO BE EIGHT TEAMS IN THE DFW MARKET. YEAH, I THINK WE DID OUR MATH. I THINK WE WERE UP TO ABOUT ROUGHLY 12 TEAMS IN THE DFW AREA. SO YOU'RE 100% ACCURATE. THERE ARE GOING TO BE THREE REGIONS. THERE'LL BE A CENTRAL REGION, WHICH IS DFW. THERE'S HOUSTON, KANSAS CITY.
YEAH, EXACTLY. SO THE WAY THEY THE WAY THEY'LL DO IT IS FIFA WILL AS THE AS WE GET CLOSER TO THE 2026 PROBABLY TOWARDS THE END OF 25, THE TEAMS THEMSELVES WILL BE QUALIFIED. THEN FIFA WILL THEN RELEASE AS I MEAN, NOVEMBER 21ST I BELIEVE IS THE NEXT BROCHURE OF APPROVED SITES.
ONCE THEY GET QUALIFIED, FIFA THEN CAN THEN START SHOPPING, I.E. THE COUNTRIES CAN START SHOPPING. THOSE PARTICULAR FACILITIES. ONCE THOSE COUNTRIES GET QUALIFIED, THEY GET THE
[01:45:05]
FIRST PICK IF YOU WILL. SO THE BEST ONES WILL GET PICKED FIRST. ONCE THOSE TEAMS START QUALIFYING AND THEN THEY START SHOPPING, WE WILL THEN RECEIVE THE TOP, HOWEVER MANY. SO LET'S SAY IT'S THE TOP FIVE TEAMS THAT GET QUALIFIED. FIRST. THEY'LL SAY OKAY, EMPOWERS OUR NUMBER ONE FC DALLAS IS NUMBER THREE FOR US. SO ON AND SO FORTH. WE CAN THEN PICK THE PARTICULAR TEAM SO WE CAN THEN COME FORTH YOU GUYS, OR WE CAN DO IT INTERNALLY TO WHERE WE CAN PICK A TEAM TOGETHER. SO THAT WAY IT'S BEST SUITED FOR THE COMMUNITY AND WHAT TYPE OF TEAM THAT WE'RE RECEIVING IN THE GENERAL AREA. SO THE DECISION THAT THOSE TEAMS WOULD BE MAKING, WHAT'S THEIR LIST OF PRIORITIES? IS IT MAYBE SECLUSION AND PRIVACY 100%. IS IT THAT'S NUMBER ONE. WE'LL BE COMPLETELY HONEST. THAT IS ONE. WHAT'S WHAT'S NUMBER ONE. YEAH.SO THE FACT THAT WE ARE A PRIVATE FACILITY, THE FACT THAT TCU IS A STUDENT POPULATION, SAME THING WITH DBU, SAME THING WITH DEW. THOSE ARE ALL THEY'RE ALL SHARING THE SPACE WITH THEIR COLLEGIATE ATHLETES. AND FROM WHAT WE CAN UNDERSTAND, THE NEXT TWO FACILITIES OTHER THAN OURSELVES WILL ALSO BE COLLEGIATE FACILITIES AS WELL. SO THEY'RE SHARING THAT SPACE.
THEY DON'T WANT TO SHARE THAT SPACE. THESE ARE HIGH END ATHLETES. THESE ARE SOME OF THE TOP ATHLETES IN THE WORLD. THEY DON'T WANT TO SHARE SPACE. THEY WANT TO BE ABLE TO BE IN THEIR SPACE AND BE THEMSELVES. SO THE BIG THING IS LIKE AMY ELOQUENTLY PUT, IT'S THE HOME AWAY FROM HOME. THAT'S WHAT WE'RE LOOKING TO ACHIEVE HERE, IS TO BE ABLE TO SHUT IT DOWN TO WHERE THEY CAN FEEL COMFORTABLE BEING HERE, AND THEY'RE JUST A STONE'S THROW AWAY FROM THEIR HOTEL RESTAURANTS. ENTERTAINMENT WITH TPC TRAILS, ALL THOSE TYPES OF THINGS. THEY WOULD NEED ALL THOSE THINGS. WE ARE CONTINUING TO DEVELOP THE FACILITY OURSELVES. WE JUST INSTALLED A NBA SIZED BASKETBALL COURT INSIDE OF IT. SO THAT WAY THE PLAYERS HAVE THE ABILITY TO CUT LOOSE, SHOOT HOOPS, DO WHATEVER IT MAY BE. WE'VE SPOKEN ABOUT GOLF SIMULATORS. WE'VE TALKED ABOUT ALL THESE DIFFERENT TYPES OF THINGS TO MAKE SURE THAT THE PLAYERS, ONCE THEY ARRIVE, ARE COMFORTABLE DOING WHATEVER IT IS THAT THEY NEED TO DO. BUT I GUESS THAT DECISION IS ULTIMATELY MADE BY THE TEAMS THAT QUALIFY HERE, LOOKING AT THEIR OPTIONS. AND SO THEN THAT GETS PUT FORTH TO US, AND THEN WE GET TO PICK WHICH TEAMS PICK US. OKAY. YEAH. I JUST I STEP UP. SO MY NAME IS LANCE WILSON. SO I'M THE EXECUTIVE VICE PRESIDENT OF EMPOWER. SO JUST FROM AN ECONOMIC STANDPOINT SO I'VE WORKED A LITTLE BIT WITH MIKE OFF OF SOME OF THIS AND TRYING TO FIND SOME DIFFERENT STUDIES THAT SOME OF THE HOST CITIES ARE ACTUALLY LOOKING AT.
AND THE CLOSEST ONE I COULD FIND THAT IS DALLAS HASN'T DONE ONE YET, BUT ATLANTA DID DO ONE. AND ATLANTA'S GOT, I THINK, ABOUT 70% OF THE GAMES THAT DFW DOES. DFW ARLINGTON WILL HAVE THE MOST GAMES OF ALL THE HOST CITIES. SO ATLANTA WAS PROBABLY THE CLOSEST ONE. AND THEY'RE PROJECTING SOMEWHERE IN THE NEIGHBORHOOD OF 300 PLUS MILLION DOLLARS. IMPACT TO THE ATLANTA AREA. SO DALLAS WILL BE CONSIDERABLY MORE THAN THAT COST OF LIVING IS MORE HERE. EVERYTHING ELSE IS MORE SO. THIS SCALES OF ECONOMY ARE GOING TO BE, YOU KNOW, TO THIS FAVOR. THE QUESTION FOR THE CITY IS, I THINK MCKINNEY HAS A TREMENDOUS UPSIDE HERE. WE'VE GOT A PRIVATE FACILITY WHICH IS GOING TO PUT US HIGH UP ON THE RANKS. WE'RE GOING TO GET A MORE FANATICAL FAN FOLLOWING. WHEN YOU GET A HIGHER LEVEL TEAM. BUT HOW BIG OF A PIECE OF PIE DO YOU OF THAT 300 PLUS MILLION DOLLARS? DOES THE CITY OF MCKINNEY WANT TO CONSUME? BECAUSE YOU'RE TALKING HOTELS, YOU'RE TALKING RESTAURANTS, TALKING SALES TAX, YOU'RE TALKING EVERYTHING ELSE THAT YOU GUYS CAN ACTUALLY DO. SO I THINK, MR. COLTER, YOUR YOUR COMMENT WAS VERY VALID. IS, IS THE JUICE WORTH THE SQUEEZE. AND SO OUR MODELING JUST TAKING A LOOK AT HOW WE WOULD USE THIS FACILITY FOR NOT ONLY THE WORLD CUP, BUT IF WE COULD KEEP IT FOR 3 TO 4 YEARS AFTER THAT, WE COULD RECOUP ALL OF OUR DOLLARS. AND THAT'S ALL WE'RE REALLY TRYING TO DO. IT GIVES US A BUNCH OF BRAND AWARENESS ON THAT SIDE. IT GIVES THE CITY A BUNCH OF BRAND AWARENESS. MR. JONES, YOU YOU HIT THE NAIL ON THE HEAD. IT'S THE LARGEST SPORTS EVENT IN THE WHOLE WORLD. AND EVERY TIME IT COMES TO THE UNITED STATES, IT DOUBLES WITH THE PREVIOUS RECORD WAS. SO THIS IS GOING TO BE A HUGE CIRCUS SIDESHOW THAT IS GOING TO ATTRACT ALL KINDS OF THINGS. I MEAN, THE SECURITY ALONE THAT WE'RE LOOKING AT IS GOING TO BE IMMENSE. THERE'S A CONTRACT FOR THE CITY OF MCKINNEY THAT WILL COME WITH THIS ONCE WE SIGN OUR CONTRACT, YOU GUYS WILL BE DELIVERED A CONTRACT TO EMERGENCY SERVICES, POLICE DEPARTMENT, FIRE DEPARTMENT.
THEY WILL PAY THE CITY FOR THAT JUST RIGHT OUT OF THE GATE. AND SO THERE WILL BE A CONTRACT THAT COMES WITH THAT FOR THE HOST CITIES. SO THAT'S ALL I WANTED TO ADD. THANK YOU, MR. MAYOR. WE AND AMY CAN ADD OR MIKE AS WELL. THE TIMING ON THIS IS GOING TO BE PRETTY AGGRESSIVE. SO WE'LL HAVE TO GET CRACKING THE QUESTION FOR YOU TODAY IS ARE YOU ARE YOU SUPPORTIVE OF STAFF
[01:50:07]
MOVING FORWARD WITH THESE DISCUSSIONS WITH THE EMPOWER IQ FOLKS TO SEE THIS COME TO FRUITION ONE WAY OR THE OTHER, WHETHER IT'S GOING TO WORK OR IT'S NOT. THERE ARE SOME VERY CANDIDLY, AND WE'VE BEEN VERY CANDID WITH WITH THE FOLKS FROM EMPOWER IQ THERE THERE ARE SOME CONCERNS ABOUT THE SITE PLAN. I GET IT ON THE ENGINEERING STUFF. WE'LL CERTAINLY EXERCISE AS MUCH FORBEARANCE AS WE CAN, BUT THERE ARE GOING TO BE SOME THINGS WE CAN'T GET AROUND, LIKE FIRE LANE ACCESS AND THE LOCATION OF THE FIELD HAS TO BE LOCATED WITHIN A PROPERTY BOUNDARY, WHETHER IT'S THE CITY'S, WHICH IS FINE, BUT RIGHT THERE, IT'S NOT. SO WE'LL HAVE TO WORK THROUGH THOSE TYPES OF ISSUES. AND MR. QUINT AND TEAM WILL BE CONSULTING WITH THEM ON DOING THIS. BUT I KNOW THAT THE TIMING OF THIS HAS TO MOVE ALONG. AMY WILL TAKE LEAD ON IT, I SUPPOSE, AND WORKING WITH OUR TEAM AND THE FOLKS FROM EMPOWER IQ. BUT IF THE COUNCIL SUPPORT IT, SO LET'S LET'S PULL I'M A YES, YES SIR. YES. ALL RIGHT OKAY. THANK YOU, THANK YOU, THANK YOU. THANKS.[Consider/Discuss Proposed Amendments to the Zoning Regulations of the Unified Development Code (Chapter 150 of the Code of Ordinances)]
GENTLEMEN 242091 CONSIDER DISCUSS PROPOSED AMENDMENTS TO THE ZONING REGULATIONS OF THE UNITED DEVELOPMENT CODE, UNIFIED DEVELOPMENT CODE, CHAPTER 150 OF THE CODE OF ORDINANCES. JENNIFE.THANK YOU, MR. MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING. I'M ONLY HERE TO INTRODUCE THE ITEM, AND I KNOW IT HAS BEEN A LONG WORK SESSION THUS FAR, SO WE WILL TRY TO MAKE SURE IT'S BRIEF. HOWEVER, WE DO HAVE SOME UPCOMING AMENDMENTS TO THE UNIFIED DEVELOPMENT CODE, AND THERE WERE A FEW ITEMS WE WANTED TO MAKE SURE WE PREVIEWED WITH THE COUNCIL BEFORE BRINGING THEM UP FOR ACTION. SO WITH THAT, I'M GOING TO TURN IT OVER TO CAITLIN SHEFFIELD. SHE IS THE CHIEF PLANNER HERE WITH THE CITY AND THE PLANNING DEPARTMENT, AND SHE'S BEEN LEADING THE CHARGE ON THIS PROJECT. ALL RIGHT. THANK YOU. GOOD AFTERNOON. EVERYONE IS JENNIFER MENTIONED CAITLIN SHEFFIELD, CHIEF PLANNER WITH THE CITY OF MCKINNEY. JUST A LITTLE BIT OF BACKGROUND. WE INITIALLY ADOPTED THE UNIFIED DEVELOPMENT CODE IN NOVEMBER OF 2022. WE HAVE BROUGHT BEFORE YOU FOR AMENDMENTS SINCE THEN FOR A VARIETY OF REASONS. YEARLY AMENDMENTS, LEGISLATIVE SESSION, AND THEN SOME AMENDMENTS THAT COME ABOUT WITH SIGN REGULATIONS OR BOARD OF ADJUSTMENT. AND WE ARE CONTINUING TO MONITOR THE UDC AND ANY PROPOSED AMENDMENTS ON A YEARLY BASIS FOR YOU GUYS.
TWO BUCKETS FOR THE PROPOSED AMENDMENTS THAT WE'RE PROPOSING THIS GO ROUND FINE TUNING, FIXING TYPOS, SPELLING ERRORS, THINGS OF THAT NATURE. AND THE OTHER BUCKET IS MORE PROCEDURAL IMPROVEMENTS, MODIFIED USE REGULATIONS AND ADJUSTMENT TO SOME OF THOSE DEVELOPMENT STANDARDS THAT WE WORK WITH ON A DAILY BASIS. THREE MAIN AMENDMENTS THAT WE WANTED TO DISCUSS WITH YOU. THIS AFTERNOON. ONE WOULD BE THE MULTIFAMILY PARKING RATIO.
SECOND IS INTRODUCING A DRONE DELIVERY USE, AND THE THIRD IS THE LANDSCAPING REQUIREMENTS FOR NONRESIDENTIAL PARKING AREAS. SO FIRST AND FOREMOST, FOR MULTIFAMILY PARKING. PRIOR TO THE UDC ADOPTION, WE HAD THE CHAPTER 146 AND I'LL HIGHLIGHT THE MAIN ITEM OF THE TOPIC FOR THE MULTIFAMILY PARKING IS THE HOW WE CALCULATE THE SPACES PER UNITS OR SPACES PER BEDROOMS. SO PRIOR IN THE CHAPTER 146 REQUIREMENT, WE CALCULATED THAT PARKING BASED ON ONE SPACE PER DWELLING PLUS A HALF A SPACE PER BEDROOM. SO EVERY TIME A MULTI-FAMILY SITE PLAN CAME IN, WE WENT THROUGH THE MATH WITH THE APPLICANT AND DETERMINED HOW MANY SPACES WOULD BE NEEDED BASED ON THE RATIO OF DIFFERENT UNIT SIZES OR BEDROOM COUNTS FOR THOSE UNITS. WHEN WE ADOPTED THE UDC IN NOVEMBER OF 2022, WE CHANGED HOW WE CALCULATE THOSE PARKING STANDARDS. SO WE DID IT BASED OFF OF TWO SPACES PER UNIT FLAT. SO WE DIDN'T HAVE THAT INFLUX OF RATIO BASED ON THE NUMBER OF BEDROOMS THAT WERE PROPOSED ON THE DEVELOPMENT. DID SOME RESEARCH. PRIMARILY. WHAT WE FOUND WAS THAT THE CHAPTER 146 RATIO THAT WE HAD ALLOWED FOR A VARIETY OF RATIOS BASED ON THE TYPES OF UNITS. AS I MENTIONED. BUT WHAT WE WERE FINDING WITH THE TWO SPACES PER UNIT RATIO WAS THAT IT'S REQUIRING A SIGNIFICANT AMOUNT MORE PARKING FOR THOSE ONE BEDROOM DEVELOPMENTS THAT HAVE A HIGHER ONE BEDROOM UNIT COUNT. EXCUSE ME, COMPARED THAT TO THE SISTER CITIES. THEY STILL HAVE A PARKING RATIO SIMILAR TO WHAT WE ADOPTED WITH UDC AND SIMILAR TO WHAT WE USED TO REQUIRE WITH THAT. CHAPTER 146. HOWEVER, WE WERE FINDING THAT THEY'RE HAVING THE SAME DILEMMA THAT WE ARE AS A CITY STAFF OF. A LOT OF DEVELOPERS ARE COMING IN ASKING FOR THOSE PARKING MODIFICATIONS. AND WE FOUND THAT A LOT OF THEIR RECENT PROJECTS, AS WELL AS OURS, WERE RANGING FROM A 1 TO 2 SPACES PER UNIT RATIO. WITH THAT BEING SAID, STAFF IS PROPOSING TO MODIFY THAT RATIO AGAIN WITH THE CURRENT RATIO OF THE TWO UNITS PER DWELLING UNIT. WE ARE ASKING TO MODIFY THAT TO 1.75 PER UNIT. WE FOUND THAT THAT WAS MOST COMPATIBLE WITH OUR OLD WAY OF CALCULATING PARKING, AS WELL AS THE NUMBERS THAT WE WERE SEEING IN THOSE SISTER CITY.
RECENT PROJECTS. NEXT ITEM THAT WE'D LIKE TO DISCUSS WITH YOU TONIGHT IS THE DRONE DELIVERY
[01:55:04]
USE BEING ADDED TO THE UDC. WE'RE PROPOSING THAT THIS WOULD BE AN AREA OR A STRUCTURE FOR STAGING OR STORAGE OF ONE OR MORE DRONES FOR THE PURPOSE OF DISTRIBUTING COMMERCIAL GOODS OR PRODUCTS. SO THINK OF YOUR DRONES THAT WOULD BE DELIVERING FOOD OR RETAIL SUPPLIES OR THINGS OF THAT NATURE. STAFF IS PROPOSING THAT THIS WOULD BE AN ACCESSORY USE. SO NOT A PRIMARY USE ON A ON A LOT, BUT IT WOULD BE REQUIRED TO BE AN ACCESSORY OR AN ACCESSORY TO SOMETHING LIKE A RETAIL SHOP OR A RESTAURANT FACILITY OR A WAREHOUSE. SO WE'RE PROPOSING THAT WOULD BE AN ACCESSORY IN C12. AND THREE. THE THREE COMMERCIAL DISTRICTS THAT WE HAVE, AS WELL AS AN ACCESSORY USE IN IE ONE AND TWO, ARE INDUSTRIAL DISTRICTS THAT WE HAVE WITHIN THE UDC. FOR SANDER, THESE STANDARDS ARE VERY SIMILAR TO OUR OUTDOOR STORAGE STANDARD.ONE TO HIGHLIGHT IS THE LOCATION SETBACK OF AT LEAST A MINIMUM OF 200FT OF RESIDENTIAL USES AWAY FROM RESIDENTIAL USER ZONES. EXCUSE ME. AND THEN IF THERE'S ANY SORT OF STORAGE COMPONENT OF THOSE DRONE DELIVERIES, IF THEY'RE NOT STORING THEM INSIDE THE BUILDING, WE HAVE SOME STANDARDS OUTLINED THAT'S BEING PROPOSED AS WELL. FOR THAT SCREENING. SO IF WE HAVE THAT STORAGE COMPONENT OUTSIDE, WE ARE PROPOSING VERY SIMILAR STANDARDS TO OUR OUTDOOR SCREENING REQUIREMENT. IF IT IS GOING TO BE GROUND MOUNTED STORAGE, IF IT'S GOING TO BE ROOF MOUNTED STORAGE ON TOP OF A PRIMARY STRUCTURE, THEN IT'S VERY SIMILAR TO OUR HVAC SCREENING STANDARDS. AND LAST BUT NOT LEAST, PARKING AREA REQUIREMENTS. SO RIGHT NOW WE HAVE AT LEAST 50% OF THE TERMINUS ISLANDS AT THE END OF A PARKING ROW HAS TO BE LIVING LANDSCAPING. WE ARE PROPOSING AN AMENDMENT THAT IF SOMEONE WANTS TO MODIFY THAT PERCENTAGE OR MODIFY THE ALLOWABLE MATERIALS WITHIN THAT LANDSCAPING ISLAND, THAT THEY COULD GO BEFORE THE PLANNING AND ZONING COMMISSION FOR A DESIGN EXCEPTION. NEXT STEPS. WE PRESENTED THIS TO CITY OR TO PLANNING AND ZONING COMMISSION WORK SESSION LAST WEEK. WE'RE HERE BEFORE YOU THIS AFTERNOON FOR CITY COUNCIL WORK SESSION. WE'RE PROPOSING TO TAKE THE FULL AMENDMENTS DOCUMENTS TO OCTOBER 22ND. PLANNING AND ZONING COMMISSION, AND THEN BACK TO YOU, CITY COUNCIL, ON THE NOVEMBER 19TH MEETING. AND WITH THAT, I WILL STAND FOR ANY QUESTIONS. CAITLIN, I'VE GOT A COUPLE. I'LL START. THERE'S SOME. AND YOU WEREN'T PREPARED FOR THIS, SO YOU MAY NOT HAVE A GOOD ANSWER AND THAT'S JUST FINE. BUT THIS IS A BURR IN MY PROVERBIAL SADDLE. WE HAVE THESE VANTAGE APARTMENTS OVER THERE AT REDBUD AND ROCK HILL, KIND OF OVER THERE BY THE WHATABURGER.
EVERY MORNING I DRIVE BY THEM EVERY MORNING. THERE'S WAY TOO MANY CARS PARKED ON THE STREET.
AND EVERY MORNING I SIT THERE AND WONDER, WHAT WERE WE THINKING WITH RESPECT TO THE PARKING REQUIREMENTS IN THIS PLACE? AND I DON'T HAVE AN ANSWER. AND MAYBE IT'S FAIR IF I GET ONE ONE OF THESE DAYS, OR ASK YOU ALL FOR ONE. BUT MOLLY, I REALLY APPRECIATE YOUR COMMENTS EARLIER BECAUSE THEY GAVE ME THE OTHER SIDE OF THIS, OKAY? BECAUSE I WILL TELL YOU THAT I'D LIKE TO EXPAND THE PARKING REQUIREMENTS SIGNIFICANTLY BASED ON MY DAILY EXPERIENCE WITH THAT. BUT THE POINT IS A PRETTY GOOD ONE THAT IF WE'RE SAYING WE HAVE, WE MANDATE TWO SPACES FOR A ONE BEDROOM. I CAN SEE SCENARIOS WHERE YOU HAVE TWO CARS AND ONE BEDROOM, BUT I CAN SEE A BUNCH OF SCENARIOS WHERE YOU DON'T, AND MAYBE THAT IS OVER PARKED.
WHAT I'M NOT CONVINCED IS OVER PARKED IS THE TWO BEDROOMS AND THE THREE BEDROOMS, THOUGH. ARE THERE ANY THOUGHTS WITH RESPECT TO THAT, TO SAYING, YOU KNOW, ONE BEDROOMS, WE CAN DO THE 1.75, BUT FOR TWOS AND THREES WE DO THE TWO THOUGHTS ON THAT. SO WHEN WE ADOPTED. THE TWO PER DWELLING UNIT WITH THE UDC, WE TRIED TO STEP AWAY FROM THE RATIO OF DIFFERENT BEDROOMS AND THE UNIT OR THE PARKING REQUIREMENTS PER BEDROOM UNITS. PROCEDURALLY, WHEN WE HAVE THE SITE PLAN SUBMITTAL, THEY MIGHT HAVE A GRASP OF AN IDEA OF NUMBER OF THAT RATIO, BUT BY THE TIME THEY GET TO THEIR ARCHITECTURAL PLANS, THAT INFLUX OR THAT FLUCTUATION FLUCTUATION OF DIFFERENT UNIT COUNTS OR UNIT TYPES MIGHT BE A LITTLE BIT DIFFERENT, THEY'D HAVE TO COME BACK TO THE PLANNING DEPARTMENT, MODIFY THEIR SITE PLANS, MODIFY THEIR ARCHITECTURAL PLANS AT THE END. AND SO THAT WAS PART OF THE REASON WHY WE CHANGED FROM A BEDROOM UNIT STYLE RATIO TO A FLAT RATE PER UNIT. OKAY. AND I RESPECT THAT. I WILL JUST SAY FOR ME, I WOULD LIKE TO SEE AND I WOULD REQUEST THIS FROM YOU IN AN EMAIL. I'M HAPPY TO DO IT, BUT I'D LIKE TO SEE WHAT THE STORY IS WITH OUR ONE TWOS AND THREES IN THAT VANTAGE, WHAT THE PARKING WAS, DID THEY GET ANY VARIANCE? WHAT'S GOING ON CRAIG? DRIVE AND I'LL JUST INDICT EVERYTHING ON CRAIG DRIVE. YOU KNOW BETWEEN MCKINNEY RANCH AND EL DORADO AS BEING RATHER SIMILAR IN TERMS OF THE LIBERAL USE OF STREET PARKING OUT THERE. AND THAT'S NOT SAFE, Y'ALL. THAT THAT'S NOT A SAFE THING WHEN PEOPLE HAVE TO PARK ON THE STREETS, I SEE PEOPLE PUTTING THEIR KIDS IN CAR SEATS. IT'S A MISERABLE, TENSE EXPERIENCE. AND SO IF I HAVE TO MAKE IF I HAVE TO ON THE SIDE OF SOMETHING, I'M GOING TO ON THE SIDE OF OVER PARKING THE APARTMENTS AND NOT ON THE SIDE OF FORCING PEOPLE ONTO THE STREETS BECAUSE THERE'S NOT ENOUGH PARKING IN THESE UNITS. SO I'M GOING TO KIND OF
[02:00:02]
ABSTAIN FOR TODAY ON THAT. BUT THE REST OF IT, THE DRONES AND EVERYTHING. GREAT. MR. QUINN, THANK YOU, SIR, A COUPLE OF THINGS TO MENTION. THESE ARE MINIMUM STANDARDS, NOT MARKET STANDARDS. SO THE APARTMENT COMPLEXES DO A LOT OF ANALYSIS TO FIGURE OUT WHAT THE MARKET IS DEMANDING. I JUST WANT TO POINT OUT THESE ARE MINIMUM STANDARDS. ALSO ON SOME OF THE CRAIG DRIVE EXAMPLES AND THE ONE OVER BY THE WHATABURGER, THOSE STREETS ARE DESIGNED TO ACCOMMODATE ON STREET PARKING. AND SO THERE MAY BE NOT A PARKING ISSUE WITH THE MULTIFAMILY, BUT A RESIDENT PREFERENCE. IF MY UNIT IS RIGHT THERE AND I CAN PARK ON THE STREET AND IT'S CLOSER, I'M GOING TO USE IT. SO IT MAY NOT BE A PARKING RATIO ISSUE, IT MAY BE A RESIDENT PREFERENCE ISSUE.IT MAY NOT BE, BUT I WILL ALMOST GUARANTEE YOU IT IS, ESPECIALLY IF YOU'VE GOT A YOUNG BABY AND YOU'RE HAVING TO NAVIGATE ROCK HILL ROAD AND ME AND MY F-150, YOU KNOW, I JUST DON'T I HATE IT. FAIR ENOUGH. YOU KNOW, I'VE DRIVEN IT TOO. I'VE SEEN IT. WE CAN DO SOME RESEARCH AND GET IT BACK TO YOU. I JUST WANT TO DRAW YOUR ATTENTION TO A COUPLE OF OTHER. I APPRECIATE THAT, BUT I THINK THE CHANCES OF THEM BUILDING TO THE MINIMUM ARE ABOUT 100% ON ANYTHING WE WIND UP DOING. SO ANYWAY. ABSOLUTELY. AND YOU MENTIONED THE RESEARCH THAT WE DID BEHIND SOME OF THE PROJECTS THAT WE HAVE RECENTLY WITH THE LAST COUPLE OF YEARS. WE DO HAVE THAT INFORMATION THAT WE CAN SHARE WITH YOU. THANK YOU. YEAH. JUST TO JUST TO ADD ONE PIECE TO THE ROCK HILL SITUATION, BECAUSE I'VE DRIVEN THAT ROAD A LOT. THERE WAS STREET PARKING ON BOTH SIDES OF THE STREET BEFORE THE PROPERTY ON THE SOUTH, WHICH WOULD HAVE BEEN A DEVELOPMENT CODE 20 YEARS AGO BECAUSE THE NORTHERN APARTMENTS WERE BUILT IN THE 90S OR SOMETHING. SO LIKE, WE CAN CHASE THIS NUMBER AROUND, BUT IT'S BEEN I DO THINK MR. QUINN IS RIGHT, THAT THERE IS A PREFERENCE COMPONENT ON THAT STREET BECAUSE OF HOW HARD IT IS. IF YOU'VE EVER DRIVEN BACK INTO THAT PLACE, IT'S A DISASTER TO DRIVE THROUGH. IT'S HARD. IT'S GOT FIVE SPEED BUMPS. IT YOU CAN'T TURN AROUND AND GET OUT. YOU HAVE TO GO ALL THE WAY BACK AROUND. I HAVE NOT DRIVEN IN THERE. THE NORTHERN ONE IS A MESS AND THERE'S A REASON THEY PARK ON THE STREET. AND THAT'S BECAUSE IT'S EASIER TO GET YOUR CAR IN AND OUT OF. SO YEAH, I AND THAT THAT'S THANKS FOR THAT EXPLANATION THOUGH I HAVE TO SIDE WITH PATRICK. IT'S HARD FOR ME TO IMAGINE A 1.75 FOR A THREE BEDROOM UNIT. IT'S HARD FOR ME TO IMAGINE THAT THAT'S. BUT AS YOU SAID, IT'S A MINIMUM. BUT BUT YEAH, AND WE DO. WE CAN PROVIDE A FULL SUMMARY FOR THE COUNCIL BECAUSE WE'VE DONE A TREMENDOUS RESEARCH JUST TO GET TO THE 1.75 WHAT WE ARE FINDING IS MORE COMMON THESE DAYS IN APARTMENT DEVELOPMENTS IS MORE ONE BEDROOM UNITS THAN THE TWO AND THREE, WHICH IS WHAT HAS KIND OF GENERATED THE TWO UNIT FLAT OR TWO PARKING SPACES FLAT AS BEING OVER PARKED TO WHAT WE USED TO HAVE. SO WE WILL PROVIDE THAT FULL BREAKDOWN. CAITLIN'S BEEN WORKING. YOU'VE DONE OBVIOUSLY YOU'VE DONE THE RESEARCH AND YOU FEEL COMFORTABLE WITH THIS. WE DO AND WE DID. WE'VE ACTUALLY PICKED OUT A COUPLE OF EXAMPLE DEVELOPMENTS IN MCKINNEY WHERE WE APPLIED THE OLD RATIO. THE NEW RATIO AND THE PROPOSED RATIO OF 1.75. AND KIND OF FELT LIKE YOU ARE CORRECT THAT THE 1.75 IS LESS. BUT ACROSS THE BOARD, KNOWING THAT MOST OF WHAT WE'RE SEEING IS HIGHER, ONE BEDROOM UNITS KIND OF EVENS OUT WHERE YOUR ONE BEDROOM UNITS ARE OVER PARKING TO SUPPLEMENT YOUR TWO AND THREE BEDROOM UNITS, WHICH ARE LESS OF A PROPORTION OF THE OVERALL DEVELOPMENT. AND I'M NOT TRYING TO PUT ANY OTHER WORK ON YOU GUYS, SO FEEL FREE TO IGNORE WHAT I'M SAYING. BUT IF YOU THINK, HEY, HERE'S AN APARTMENT COMPLEX THAT'S PRETTY FULL AND THEY GOT AMPLE PARKING LEFT OVE, I'D LIKE TO KNOW BECAUSE I'D LIKE TO DRIVE IT, TO BE ABLE TO SEE THAT FOR SURE. WE'LL MAKE SURE WE PULL TOGETHER THAT INFORMATION FOR YOU ALL BEFORE THIS COMES BACK TO YOU. ALL RIGHT. DIRECTION, THOUGH, FOR TODAY, THIS IS JUST AN INFORMATION SHARING ITEM, SO NO ACTION NEEDED. BUT YOU DON'T KNOW. YOU DON'T NEED ANY DIRECTION OKAY, GREAT. MY ABSTAINING WAS USELESS. ON THE DRONES ARE THERE ARE THERE ANY FAA REQUIREMENTS THAT WE HAVE TO ADHERE TO OR. I MEAN, SO THE FLYING HIGH ENOUGH, I JUST THE DEVELOPER WOULD BE RESPONSIBLE FOR WORKING WITH THE FAA, SPECIFICALLY OUR AIRPORT, TO MAKE SURE THAT THEY'RE OUT OF THE FLIGHT PATTERNS. THERE ARE CERTAIN CERTIFICATIONS THAT THEY WOULD HAVE TO GET WITH THEM AS WELL. CITY STAFF ISN'T WOULDN'T BE INVOLVED IN THAT PROCESS, BUT THEY WOULD BE RESPONSIBLE FOR THAT. IT IS AMAZING TO ME THAT WE'RE UP HERE HAVING A CONVERSATIONS. WHO WOULD HAVE THOUGHT THIS TEN YEARS AGO? THEY WERE TALKING ABOUT DRONE. YES,
[Consider/Discuss the Negotiation of a Development Agreement and Municipal Management District for the Colmena Ranch Development]
SCREENING. THANK YOU SO MUCH. ABSOLUTELY. THANK YOU CAITLIN. THANK YOU. 242092 CONSIDER DISCUSSING NEGOTIATION OF A DEVELOPMENT AGREEMENT AND MUNICIPAL MANAGEMENT DISTRICT FOR THE CAMINO RANCH DEVELOPMENT. MICHAEL MICHAEL QUINT, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES FOR THE CITY OF MCKINNEY. LET ME INTRODUCE YOU TO CAMINO RANCH.IT'S IN THE FAR NORTHERN PORTION OF OUR NORTHWEST SECTOR. YOU CAN SEE IT UP HERE ON THE MAP. IT'S
[02:05:05]
CURRENTLY IN OUR ETJ, BUT THE DEVELOPER, THIS IS AN INITIAL PLAN AGAIN, HASN'T BEEN REVIEWED, HASN'T BEEN NEGOTIATED WITH STAFF, BUT AN INITIAL PLAN SHOWING THEIR LAND HOLDINGS. THE PROPERTY OWNER HAS INDICATED A WILLINGNESS TO ENTER INTO NEGOTIATIONS WITH THE CITY OF MCKINNEY PERTAINING TO ANNEXATION ZONING IN EXCHANGE FOR THE CONSIDERATION OF A MUNICIPAL MANAGEMENT DISTRICT, SIMPLY HERE ASKING THE COUNCIL'S DIRECTION, ARE YOU COMFORTABLE WITH THE CITY STAFF ENGAGING IN NEGOTIATIONS FOR ANOTHER MUNICIPAL MANAGEMENT DISTRICT? IF YOU RECALL, THE CITY COUNCIL JUST RECENTLY APPROVED A DEVELOPMENT AGREEMENT FOR HONEY CREEK, WHO IS ALSO CREATING A MUNICIPAL MANAGEMENT DISTRICT. GOES WITHOUT SAYING THAT THE CITY COUNCIL STILL HOLDS ALL AUTHORITY OVER DEVELOPMENT TERMS, NEGOTIATION AND ANNEXATION, ZONING. ALL OF THAT STILL RESIDES WITH THE CITY COUNCIL, SO STAND FOR ANY DIRECTION YOU FEEL FREE TO OFFER. IT'S WORTH SAYING THAT SINCE, WELL, WHAT WAS SB SIX, WHAT, THREE SESSIONS AGO NOW? YES, SIR. THAT WE'VE BEEN FORCED TO COME TO THE TABLE WITH CREATIVE TOOLS AND WHATNOT TO TRY TO INCENTIVIZE PEOPLE TO COME INTO THE CITY, BECAUSE THESE PEOPLE, IF THEY DON'T COME INTO THE CITY, THEY WILL STILL DRIVE ON OUR ROADS, THEY WILL STILL GO TO OUR PARKS, THEY WILL STILL GO TO OUR LIBRARIES, AND THEY JUST WON'T BE SUBSIDIZING THE REST OF US WILL. SO THIS IS WHY ONE OF THE MAIN REASONS WHY WE ARE HAVING THESE DISCUSSIONS TODAY, BECAUSE OF THAT LEGISLATIVE DECISION BY OUR STATE LEGISLATORS, SIX YEARS AGO. MICHAEL, CAN YOU EXPLAIN? WE HAD WE SET A POLICY FOR A PID, WHICH IS A SIMILAR MECHANISM, BUT NOT AS DOESN'T GIVE ENOUGH ALLOWANCE AS MANY ALLOWANCES TO A DEVELOPER. AND THEN IN TERMS OF THE PROCESS THAT HONEY CREEK WENT TO, WENT THROUGH THEIR MMD WAS APPROVED BY THE STATE LEGISLATURE, AND THEN IT THEY DOWNGRADED IT TO BECAUSE IT GOT VETOED. AND THEN THEY DOWNGRADED IT TO ANOTHER VERSION. SO IF NOT TO INTERRUPT YOU, BUT YES, THEY TRIED TO GO TO THE STATE LEGISLATURE ROUTE. THAT'S MY UNDERSTANDING OF THIS DISTRICT AS WELL. THEY WOULD WANT TO GO PETITION OR PUT FORTH A BILL TO THE STATE LEGISLATURE, GET IT CREATED THAT WAY. IT WOULD BE A CUSTOM DISTRICT AT THAT POINT. THE T-C-E-Q WITH THE LAST LEGISLATIVE SESSION WAS RECENTLY GRANTED THE AUTHORITY TO ALSO CREATE A RESIDENTIAL MMD. HISTORICALLY, IT'S ONLY BEEN FOR COMMERCIAL OR INFRASTRUCTURE ONLY, AND SO THAT IS THE ROUTE THAT THE HONEY CREEK DISTRICT WENT THROUGH BECAUSE OF THE POLITICAL ISSUES DOWN IN AUSTIN, VETOING AND ALL THAT STUFF. SO THERE ARE ACTUALLY TWO ROUTES THAT YOU CAN GO THROUGH TO GET AN MMD CREATED. OUR UNDERSTANDING OR MY UNDERSTANDING OF THIS DISTRICT WOULD BE THEY WOULD BE FOCUSING ON THE LEGISLATIVE ROUTE. AND IF THE TIMING TURNS OUT TO NOT WORK, THEY CAN ALSO APPLY THROUGH TC HONEY CREEK. YES, THEY WERE APPROVED BY THE TC. OKAY. HOW DO YOU FEEL ABOUT IT? MIKE? DON'T PUT ME IN THAT. IT'S REALLY JUST A POLICY QUESTION. I THINK THERE ARE PROS AND CONS.IT'S A GOOD WAY THAT WE CAN GET ANNEXATION, WHICH IS CRITICAL TO US AS A STAFF, US AS A COMMUNITY. AND SO I THINK IT'S A GOOD OPPORTUNITY. DO I LIKE SPECIAL DISTRICTS? NOT NECESSARILY LIKEWISE. BUT WE'RE DEALT THE HAND WE WERE DEALT. YES, SIR. IN 2000, 17, THIS PROPERTY, IN MY OPINION, IS WAS THE LAST BIG TRACT OF LAND THAT WE HAVE IN THE CITY OF MCKINNEY.
YES, SIR. IT HAS A MAJOR ROAD GOING THROUGH IT THAT'S GOING TO BE AN EIGHT LANE THOROUGHFARE. I THINK IT'S PRUDENT IF WE CAN GET IT IN THE CITY TO GO AHEAD AND BRING IT IN BECAUSE WE'RE I MEAN, I WOULD GUESS OVER $1 BILLION WORTH OF TAX BASE SITTING THERE FOR THE CITY. I WILL SAY, THOUGH, WE'VE BEEN TALKING ABOUT CAMINO RANCH, BOTH INTERNALLY INSIDE THE CITY AND EXTERNALLY WITH RANDOM FOLKS FOR THE BETTER PART OF TWO DECADES. SO THE FACT THAT WE'RE HERE AGAIN, IT'S NOT DRONE DELIVERY, BUT IT'S ALSO VERY EXCITING. SO THE FACT THAT WE'RE HERE TALKING ABOUT IT IS A BIG MOMENT. WELL, I YOU'RE JUST LOOKING FOR DIRECTION. YES, SIR. I DON'T THINK WE HAVE A CHOICE BUT TO ENGAGE THESE CONVERSATIONS AND TRY TO FIND A WIN WIN TO BRING THEM INTO THE CITY. SO I'M A YE. FULL STEAM AHEAD, MY GOOD MAN. I'M IN. I HAVE CONSENSUS, THANK
